To apply for Florida LIHEAP, contact the local community action agency assigned to your county, gather proof of income, ID, Social Security numbers for everyone in your household, and your most recent energy bill, then submit the application online, in person, or by phone depending on what your provider accepts. Florida does not run a single statewide application. Benefits between $400 and $1,350 are paid directly to your utility company on your behalf.1LIHEAP Clearinghouse. Find Your County’s Local Provider First
Every Florida county is assigned a local LIHEAP provider, usually a community action agency, county human services department, or nonprofit. That agency handles intake, eligibility, and payment. The Florida Department of Commerce keeps a searchable directory at FloridaJobs.org with the provider name, phone number, and website for each county.2FloridaJobs.org. Some providers accept applications entirely online. Others require a phone call to schedule an intake appointment, or mail-in submission. Call your local agency first to confirm the process. Expect busy phone lines and keep trying if you don’t get through.3FloridaJobs.org. Check the Income Limits
Your household’s total gross income, before taxes and deductions, must fall at or below 150 percent of the federal poverty level or 60 percent of Florida’s state median income, whichever is higher.4Office of the Law Revision Counsel. 42 USC 8624 – Applications and Requirements Income counts the earnings of every person living in the home, not just the applicant. Households with elderly members, young children, or people with disabilities often get priority when funds run low.
Here are the 2026 federal poverty guideline ceilings at 150 percent:5U.S. Department of Health and Human Services. 2026 Poverty Guidelines
- 1 person: $23,940 per year ($1,995 per month)
- 2 people: $32,460 per year ($2,705 per month)
- 3 people: $40,980 per year ($3,415 per month)
- 4 people: $49,500 per year ($4,125 per month)
- 5 people: $58,020 per year ($4,835 per month)
- 6 people: $66,540 per year ($5,545 per month)
- 7 people: $75,060 per year ($6,255 per month)
- 8 people: $83,580 per year ($6,965 per month)
Add $8,520 per year for each additional household member beyond eight. Federal law also blocks Florida from excluding any household with income below 110 percent of the poverty level, so a single person earning under $17,556 per year cannot be turned away on income grounds alone.4Office of the Law Revision Counsel. 42 USC 8624 – Applications and Requirements
Gather Your Documents
Missing paperwork is the top reason applications stall. Have all of this ready before you contact your provider:
- Photo ID for the applicant. Some providers require photo ID for every adult (18 and over) in the household.6City of Sanford. Low Income Home Energy Assistance Program
- Social Security numbers for every household member, including children.3FloridaJobs.org. Low-Income Home Energy Assistance Program
- Proof of income: pay stubs covering the last 30 days for every working household member. For Social Security, SSI, disability, or public assistance, bring the current benefit award letter.7Broward County. Low Income Home Energy Assistance Program
- Your most recent electric bill (FPL, Duke Energy, JEA, or whichever utility serves your address), showing the account number and current balance.3FloridaJobs.org. Low-Income Home Energy Assistance Program
- Any disconnection or final termination notice from your utility. This can qualify you for expedited crisis assistance.
- Proof of U.S. citizenship or permanent residency for each household member whose status needs verification: birth certificate, U.S. passport, or permanent resident card.3FloridaJobs.org. Low-Income Home Energy Assistance Program
One boundary worth knowing: natural gas and propane bills qualify only during the winter months, and only if gas or propane is your primary heat source. Gas used only for cooking or hot water is not covered.3FloridaJobs.org. Low-Income Home Energy Assistance Program
Filling Out the Form
The exact layout differs by provider, but every Florida LIHEAP application collects the same core information.
The household composition section asks for the full name, date of birth, and Social Security number of every person living in the home. Don’t leave anyone out. Children and elderly relatives count toward household size, which directly affects your income limit.
The income section asks for gross monthly earnings for each adult. Gross means before any taxes, retirement contributions, or insurance premiums come out. Copy the figures exactly from your pay stubs or benefit letters. If the numbers on the form don’t match the documents you attach, the provider will flag the discrepancy and hold up your application.
For the utility section, enter your energy provider’s name, your account number, and the service address exactly as they appear on your bill. A wrong account number is one of the most common reasons payments get delayed. Double-check it. Keep your contact phone number and mailing address current so the agency can reach you if something is missing.
How to Submit
Submission methods vary by county. Common options include:
- Online, through the provider’s own website, often with scanned or photographed copies of your documents. Online submissions tend to process fastest.
- In person, either walk-in or by appointment. Bring originals and copies.
- By phone, with documents sent afterward by mail, fax, or email.
There is no centralized state submission portal. The state’s LIHEAP page directs everyone to start with their local provider.3FloridaJobs.org. Low-Income Home Energy Assistance Program
What Happens After You Apply
Your provider reviews the application, verifies income and household composition, and sets a benefit amount. You should get a written notice within 30 days telling you whether you’re eligible and, if so, how much. If nothing arrives in that window, follow up with the local LIHEAP office or your utility.6City of Sanford. Low Income Home Energy Assistance Program
Approved benefits go directly to your utility as a credit on your account. You will not receive a check.3FloridaJobs.org. Low-Income Home Energy Assistance Program Regular Florida LIHEAP benefits run from $400 to $1,350 depending on your household’s income, size, and energy burden.1LIHEAP Clearinghouse. LIHEAP Benefit Levels for Heating, Cooling, and Crisis: States and Territories Depending on funds available in your county, you may be able to apply more than once per year, though not every month.
Common Reasons Applications Get Denied
Most denials come from avoidable paperwork problems: incomplete forms, missing documents for a household member, or income figures that don’t match the pay stubs. Providers usually send an incomplete notice before a formal denial, giving you a chance to fix the issue. Harder denials involve income over the program limit or a household that already received a LIHEAP payment for the current program year. If anyone in the household got a benefit that year, the whole household is generally ineligible for a duplicate payment.
Crisis Energy Assistance
If your power has been shut off, or you’ve received a final disconnection notice, ask about crisis energy assistance. It’s a faster and sometimes larger benefit meant to resolve the emergency. In Florida, crisis assistance is limited to once during the cooling season (April through September) and once during the heating season (October through March).6City of Sanford. Low Income Home Energy Assistance Program
If the situation is life-threatening, for example a senior or medically vulnerable person has lost air conditioning during a Florida summer, call 9-1-1 first, then contact your local LIHEAP provider or dial 2-1-1.3FloridaJobs.org. Low-Income Home Energy Assistance Program Have your disconnection notice and other documents ready when you call.
If You’re Denied
Federal law guarantees the right to a fair administrative hearing if your application is denied or not acted on within a reasonable time.4Office of the Law Revision Counsel. 42 USC 8624 – Applications and Requirements Read the denial letter carefully. It should explain the reason and tell you how to request a hearing.
If the denial was based on missing documents rather than ineligibility, ask whether you can simply resubmit with the missing items instead of filing a formal appeal. That’s usually faster. If it was based on income, recalculate your household’s gross earnings against the 2026 thresholds above; a recent job loss or a household member moving out sometimes changes the math enough to make a new application viable.
