To register as a contractor in Orange County, Florida, complete Form CL 423 — the Fast Track Member Services Registration — attach proof of your state license, insurance, workers’ compensation coverage or exemption, and a credit report, have the form notarized, and submit the package by email or mail to the Division of Building Safety. Once accepted, you receive a registration number that links your license to the county’s Fast Track portal, and you cannot legally pull building permits or schedule inspections in the county until that number is issued.
Who Has to Register
State-certified contractors licensed by the Florida Department of Business and Professional Regulation still have to register locally before working inside county lines.1Florida Department of Business and Professional Regulation. Specialty trade contractors with local competency cards — plumbing, electrical, mechanical, and the rest — file the same form. Every business entity, whether a sole proprietorship, LLC, or corporation, must have its qualifying agent on record in the county database before signing contracts for residential or commercial improvements.
Documents to Gather Before You Start
The Division of Building Safety will not issue a registration number until your file is complete, and a single missing item stalls the whole submission. Collect all of the following before opening the form:
- Your DBPR-issued state license number (certified contractor numbers begin with “C”) or your local competency card number.
- Your full legal name exactly as it appears on the state license. The county cross-references this against DBPR records, and any mismatch triggers a rejection.
- The registered business name and primary physical address of the company the qualifying agent represents.

- A current certificate of general liability and property damage insurance.
- A certificate of workers’ compensation insurance or a valid state-issued exemption.

Insurance and Workers’ Compensation Details
Florida law requires every contractor to carry public liability insurance, property damage insurance, and workers’ compensation coverage as a prerequisite for certification or registration.3Florida Statutes. Your certificates must list the Orange County Division of Building Safety as a certificate holder so the county gets automatic notice of any lapse, cancellation, or renewal. The business name on the certificate must match the name on your state license exactly. A minor discrepancy between the two is one of the most common reasons applications come back.
Workers’ Compensation or Exemption
If you have employees, Chapter 440 requires workers’ compensation coverage. Corporate officers or LLC members who want to exclude themselves apply for an exemption through the Florida Division of Workers’ Compensation.4Florida Department of Financial Services. Once you hold an exemption, you cannot recover workers’ compensation benefits yourself.

Filling Out Form CL 423

The fields are short. Enter the date, your full name as it appears on your state license, your license number, office and cell phone numbers, and email address. Choose a payment method for future permit fees: an escrow account funded in advance, or a credit-card-only account. Check the boxes that match how you plan to use the account. The options are permit fees, re-inspection or after-hours inspection fees, and e-plan submittal. The license holder or qualifying agent signs the form, and the signature must be notarized. An unsigned or un-notarized form comes back.
How to Submit the Form
Send the notarized form and all supporting documents together in one of two ways:

Email is faster. Once staff accept your registration, you receive a temporary password for the Fast Track portal and 24 hours to change it to a permanent one.
Before issuing a number, staff verify that your license is active with DBPR, that your insurance meets the board’s minimums, and that your workers’ compensation documentation is in order. If something is off — expired insurance, a name mismatch, a missing notarization — you get a notice asking for updated documents, and the registration stalls until you fix it. The two most common holdups are insurance certificates with the wrong business name and missing workers’ compensation exemptions.
Registration Fees

Renewals run on a two-year cycle. Contractor and master renewals cost $75 for the first year or $38 for the second. Journeyman renewals cost $43 for the first year or $22 for the second. A $5 late fee is added to any renewal paid after September 30.

Keeping the Registration Active
Registration is not a one-time event. Update your insurance records with the county whenever a policy expires or renews with different terms. If coverage lapses and the county receives a cancellation notice from your insurer, your ability to pull permits freezes until you submit proof of a new active policy.
Competency card renewals follow the county’s fiscal year and are due by September 30. Missing the deadline triggers the $5 late fee, and underground utility contractors face rising monthly surcharges the longer they wait. Letting the registration lapse does not erase your record. You can reactivate by paying the appropriate fee and submitting current documentation, but you cannot pull permits during any gap in active status.
Other Certifications the Form Doesn’t Cover
County registration handles your right to pull permits in Orange County. It does not cover two federal requirements that catch contractors off guard.
Renovation, repair, or painting work on housing built before 1978 requires your firm to hold an EPA Renovation, Repair, and Painting (RRP) certification, which applies to sole proprietorships as well as larger companies.8US EPA. Every job site needs an assigned certified renovator, and every worker disturbing painted surfaces must be either certified or trained by someone who is.
If your business has employees, you also need a federal Employer Identification Number from the IRS. Sole proprietors with no employees and no excise tax obligations can use their Social Security number instead, but forming a partnership, incorporating, or hiring your first employee each triggers the EIN requirement.9Internal Revenue Service.
