How to Fill Out and Submit the Pennsylvania SNAP Application (PA 600)

To apply for SNAP in Pennsylvania, you file the PA 600 SNAP application (officially the Pennsylvania Application for Benefits) with your local County Assistance Office.¹ You can complete it online through the COMPASS portal, print the PDF and mail or fax it, or hand it in at the CAO. The state has 30 calendar days from your filing date to interview you, verify your documents, and issue a decision.²

Where to Get the Form

The fastest option is COMPASS, Pennsylvania’s online benefits portal at compass.dhs.pa.gov. It screens you for eligibility, walks you through the questions, and submits the application without any printing.³

If you prefer paper, download the PA 600 PDF from the Department of Human Services website. It’s published in English and several other languages.⁴ Your local CAO keeps printed copies at the front desk and staff can help you complete one in person. If you need the form in another language or need an interpreter for the interview, ask the CAO to arrange it.¹

What to Gather Before You Start

Missing paperwork is the most common reason applications stall. You only have until the 30th day from your filing date to get everything in, so pull these together first.⁵

Social Security numbers for every household member who is applying. People in the home who are not applying don’t have to provide theirs.⁶
Proof of identity: a driver’s license, state ID, birth certificate, work or school ID, voter registration card, or health insurance card.⁷
Proof of Pennsylvania residency, such as a lease, mortgage statement, or recent utility bill.
Income verification. Recent pay stubs for wage earners, business records for the self-employed, and documentation of any unearned income: Social Security award letters, VA statements, unemployment compensation, child support, or alimony.⁷
Shelter costs: rent receipts, mortgage records, and utility bills. These reduce your countable income through deductions and can raise your benefit.
Dependent care costs: receipts for child care or care of a disabled adult in the household.⁷
Medical expenses, but only if a household member is 60 or older or has a disability. Collect records of prescriptions, insurance premiums, transportation to appointments, and medical equipment. The portion above $35 per month is deductible.⁸

How to Fill Out the PA 600

The PA 600 is one form that covers SNAP, cash assistance, and health care benefits. Near the top, check the SNAP box. Leave the other program boxes blank unless you’re applying for those too.

Household Members

List every person living in your household, whether or not they’re applying. For each one, provide name, date of birth, Social Security number (if applying), and relationship to you. The caseworker uses household composition to calculate your benefit amount, and someone left off the form can trip you up at the interview.

Income

The form separates earned income (wages, salary, self-employment) from unearned income (Social Security, disability, child support, unemployment). Report gross amounts before payroll deductions for earned income. For each source, list the employer or payer, pay frequency, and amount. If your hours vary, report what you’ve actually earned recently rather than an average.

Expenses

This is where many applicants leave money on the table. Report rent or mortgage, utilities, dependent care, and, if someone in the household is elderly or disabled, medical expenses. Each of these lowers your countable income, which can either increase your benefit or bring you under the eligibility line. A standard deduction of $209 is applied automatically for households of one to three people.⁹

Signatures

You must sign and date the form on both page 1 and page 15.¹ An unsigned application comes back without processing. Your signature also certifies the information is accurate and that you understand your obligation to report changes in income or household size.

How to Submit the PA 600

You have four ways to get the completed application to your County Assistance Office.

Online through COMPASS at compass.dhs.pa.gov. The portal lets you track status after submission.³
In person at your local CAO. Ask for a date-stamped receipt so you have proof of your filing date.
By mail to the CAO. The application is considered filed the day the office receives it, not the day you drop it in the mailbox.²
By fax to the CAO’s fax number. Keep the transmission confirmation page as proof.¹

Your filing date matters. Approved benefits are calculated back to the month you applied.² For online submissions, that’s the date you click submit (or the next business day if submitted after hours). For mail, it’s the day the CAO receives the envelope.

The Interview and the 30-Day Clock

Every SNAP applicant must complete an eligibility interview before benefits are approved. Pennsylvania allows the CAO to conduct it by telephone, and you can request a face-to-face interview instead at any time.⁵ The caseworker walks through your application, asks about your household and finances, and tells you exactly which verification documents are still outstanding.

If you miss the scheduled interview, the CAO sends a Notice of Missed Interview. You still have until the 30th day from filing to reschedule and complete it. Miss that deadline or fail to submit your verification by then, and the application is denied.⁵ A lot of applications fail here: the applicant takes the interview call, answers everything verbally, then never sends the documents. Set a reminder and get your paperwork in early.

The standard processing timeline is 30 calendar days from your filing date.² If approved, you receive a Pennsylvania EBT ACCESS Card that works like a debit card at authorized retailers.

Expedited SNAP in Seven Days

If your household is in immediate need, federal rules require benefits within seven days rather than 30. You qualify for expedited processing if you meet any of these:

Your household’s gross monthly income is under $150 and your liquid assets (cash, checking, savings) are $100 or less.
Your combined monthly income and liquid assets are less than your monthly rent or mortgage plus the standard utility allowance.
You are a migrant or seasonal farmworker household with $100 or less in liquid assets.

Flag this on the application itself or tell the CAO when you submit it. The caseworker screens for expedited eligibility after the interview using whatever information is available at that point. For the first month of expedited benefits, a face-to-face interview is not required.⁵

Income Rules That Shape Your Application

Pennsylvania uses broad-based categorical eligibility (BBCE), which changes what you’d otherwise expect from federal SNAP rules. There is no asset test in Pennsylvania: savings, checking balances, and other resources don’t count against you. The gross income limit is raised to 200 percent of the federal poverty guidelines, higher than the standard 130 percent that applies in states without BBCE.¹⁰ More working families qualify as a result.

Net income (after deductions for shelter, dependent care, and other allowances) still matters, because it determines your actual benefit amount. Households with an elderly or disabled member are not required to meet the gross income limit under federal rules but must still meet the net income limit.¹⁰ That’s why reporting every deductible expense on the PA 600 is worth the effort.

After You’re Approved

Benefits are loaded monthly onto your Pennsylvania EBT ACCESS Card. Your certification period, meaning the length of time before you have to recertify, is set by the CAO at approval based on your circumstances. The office will notify you when renewal is due. Report any change in income, household size, or address during your certification period; unreported changes can create overpayments you’d later have to pay back.¹¹
