How to Fill Out and Submit the TMCC In-State Residency Application

To apply for in-state tuition at Truckee Meadows Community College, you complete the NSHE Residency Form, attach documentation proving you meet Nevada’s residency or exemption rules, and submit the packet to TMCC Admissions and Records no later than the second Friday before the term begins. The TMCC in-state residency application is the same NSHE form used across the Nevada System of Higher Education, and it routes every applicant into one of three paths depending on whether you qualify for an exemption, are a new student establishing residency, or are a current student asking to be reclassified.¹

Pick the Option That Matches Your Situation

The form is organized around three options, and you only complete the one that applies. The form itself instructs you to skip the others once you identify your path.¹

Option 1 covers tuition exemptions that bypass the 12-month waiting period, including active-duty military stationed in Nevada, their spouses and dependents, qualifying veterans, and certain other exempt groups. Check the box, attach proof, and stop.
Option 2 is for new students who do not qualify for an exemption and are enrolling for the first time. You complete Part A (evidence of Nevada residency) and, if you are not a U.S. citizen, Part B (citizenship documentation).
Option 3 is for current or former students who initially enrolled as nonresidents and now want to be reclassified. It requires the most documentation, spread across four categories.

The 12-Month Residency Rule

Under NSHE Title 4, Chapter 15, a bona fide Nevada residence means you have lived in the state for at least 12 continuous months immediately before the first day of instruction, and you intend to make Nevada your permanent home. Moving to Nevada specifically to attend college does not satisfy the requirement, even after a full year has passed.²

Whose 12 months you have to prove depends on whether you are financially independent or dependent.

Independent Students

NSHE defines a financially independent student as someone who has not been and will not be claimed as a dependent for federal income tax purposes by anyone other than a spouse for the most recent tax year.³ There is no minimum age to qualify. If you are under 24, you also have to submit a copy of your parent’s or legal guardian’s federal tax return for the most recent tax year showing you were not claimed as a dependent.⁴

Dependent Students

If you are financially dependent on a parent, spouse, or legal guardian, your residency follows theirs. That supporting family member has to have maintained a bona fide Nevada residence for the same 12-month period before the semester starts, and you document their residency rather than your own.⁵ One trap worth knowing: as long as you remain dependent on a nonresident parent or guardian, you cannot independently qualify for resident status no matter how long you personally have lived in Nevada.⁶

Gather Your Documents First

The most common reason residency applications stall is missing paperwork. Collect everything before you open the form.

If You’re Independent

Section 5 of the NSHE regulations lists what financially independent applicants need to submit:⁵

Proof of bona fide residence such as a lease, rent receipts, a mortgage statement, or utility bills tied to a Nevada physical address. Post office boxes do not count.
Your most recent federal tax return showing a Nevada address. If you did not file because you had little or no taxable income, submit documented proof of any nontaxable income you received. If you are under 24, include your parent’s or guardian’s return confirming you were not claimed.
Nevada driver’s license or state ID card.
Nevada vehicle registration.
Nevada voter registration.

Option 3 reclassification has its own floor: Category 3 asks for no fewer than four pieces of documentation proving bona fide residence and intent to remain in Nevada.¹ Four is the minimum; more helps. Every document should carry your name and a Nevada physical address, and the records together should cover the full 12-month period with no gaps.

If You’re Dependent

You submit the same categories of evidence, but for your parent, spouse, or legal guardian. That includes their Nevada driver’s license, vehicle registration, voter registration, and proof of residence, plus your birth certificate or proof of legal guardianship and their tax return showing you as a dependent.⁵

If Your Family Just Relocated for Work

There is a separate path for dependent students whose spouse, parent, or guardian has just relocated to Nevada for permanent full-time employment or to start a business. Instead of proving 12 months of residency, you submit documentation from the employer on company letterhead confirming the start date and permanent full-time status, or a copy of a Nevada business license with proof the business is operating.⁷

Filling Out the Form

Download the NSHE Residency Form from TMCC’s residency page.⁸ Every applicant completes the same general information block at the top: full name, date of birth, NSHE ID number, email address, phone number, physical address, and the semester and year for which you want resident status. Sign and date the form, then move to your applicable option.

If you qualify under Option 1, check the box that describes your exemption category, attach the required documentation, and skip Options 2 and 3.

For Option 2, complete Part A by checking the box that matches your basis for residency and attaching the listed documents. Non-U.S. citizens then complete Part B with immigration documentation.¹

Option 3 is the longest and moves through four categories in order:

Category 1 is your written declaration. Your name, NSHE ID, and signature affirm that you intend to be a Nevada resident. If you are financially dependent, your parent or spouse also signs here.
Category 2 addresses your financial status. Check whether you are independent or dependent and attach the tax documentation that proves it.
Category 3 asks you to list every physical address where you have lived for the past 12 months, with exact dates, and to attach at least four pieces of evidence from the documentation list.
Category 4 applies only to non-U.S. citizens seeking reclassification.¹

The dates you list under Category 3 need to cover the full 12 months before the semester’s first day of instruction, and they have to match the dates on your lease agreements, utility bills, and other evidence. Inconsistencies between the form and the supporting documents are one of the fastest routes to a denial.

How and Where to Submit

TMCC accepts completed residency packets two ways:⁹

In person or by mail to Truckee Meadows Community College, Admissions and Records, 7000 Dandini Blvd, RDMT 319, Reno, NV 89512.
By email to admissions@tmcc.edu with scanned copies of the completed form and every supporting document.

Keep copies of everything you send. If you mail the packet, use tracking or delivery confirmation. If you email it, save the sent message and any auto-reply as proof of your submission date. TMCC notifies you of the decision through your official college email or the notification center in your student portal, so make sure your contact information is current.

Deadlines and What a Missed Deadline Costs

All applications, complete with supporting documentation, must be submitted no later than the second Friday before the start of the term.¹ For spring 2026 the last day to submit is Friday, January 30, 2026. For fall 2026 the deadline is Friday, August 28, 2026.¹⁰ No separate summer deadline was posted on TMCC’s calendar at the time of this writing, so contact Admissions and Records well in advance if you plan to apply for a summer term.

Missing the deadline means you pay nonresident tuition for that semester regardless of how long you have lived in Nevada. NSHE policy does not provide for retroactive refunds of nonresident tuition from prior semesters. Even if the college itself made a classification error, the correction applies only from the semester the error is identified forward.³

Exemptions That Skip the 12-Month Wait

Active-Duty Service Members and Veterans

Active-duty members of the U.S. Armed Forces stationed in Nevada, along with their spouses and dependent children, qualify for in-state tuition without waiting 12 months. The same applies to personnel stationed at the Marine Corps Mountain Warfare Training Center at Pickle Meadows, California. If the service member receives orders to a new state, the spouse and dependents keep Nevada resident classification as long as they stay continuously enrolled at an NSHE institution.¹¹

Veterans who were honorably discharged while on active duty stationed in Nevada are treated as residents for tuition purposes. Veterans honorably discharged within five years before the first day of instruction are exempt from nonresident tuition, and qualifying veterans and eligible family members enrolling within three years of discharge are charged no more than the resident rate under Section 702 of the Veterans Access, Choice, and Accountability Act of 2014.¹¹ All of these categories fall under Option 1 on the residency form.

Native American Students

NSHE offers a separate fee waiver for Native American students. You must show proof of membership or descendancy from an enrolled member of a federally recognized tribe and meet one of the following: you are already classified as in-state by an NSHE institution, you are a member or descendant of an enrolled member of a tribe located wholly or partly within Nevada, or you have lived on tribal land located wholly or partly within Nevada for at least one year.¹² The waiver covers registration fees, lab fees, and other mandatory charges. Students from Nevada-based tribes are automatically considered in-state.¹³

If You Can’t Qualify Yet: The WUE Alternative

If you cannot meet the 12-month rule but live in a participating western state, the Western Undergraduate Exchange lets you pay approximately 150 percent of TMCC’s resident tuition rate instead of full nonresident tuition. To qualify you must be a U.S. citizen or resident alien who has lived in a WUE-participating state or territory for at least 12 months before the term starts. Participating states include Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming, along with several Pacific territories. You must apply for WUE during your first or second term and before the first day of the term.¹⁴

One condition worth understanding before you enroll in WUE: once approved, you cannot be reclassified as a Nevada resident until you drop out of the WUE program and pay full nonresident tuition for at least 12 months from the date of reclassification.¹⁴ WUE saves money in the short term, but it resets the clock on becoming a Nevada resident.

If Your Application Is Denied

A denial is not the end of the process. TMCC has a formal Student Appeals process for residency decisions. File a Student Appeals Form with Admissions and Records within six months of the denial or within six months of when you reasonably became aware of it. The Student Appeals Board makes a recommendation to the Vice President of Student Services, who holds final authority. The board meets monthly except in January and July, so timing your appeal matters.¹⁵

If your original application was denied because you lacked documentation, use the appeal to submit what was missing. If the problem is that the 12-month period had not yet elapsed, waiting and reapplying for the next semester is usually stronger than appealing on the same facts. And know that another NSHE school can disregard a residency decision if it turns out the student obtained that status under false pretenses.³
