How to Fill Out and Submit the Virginia Beach Shared Housing Form

If you are enrolling a child in Virginia Beach City Public Schools while living in a home that belongs to someone else, the Virginia Beach shared housing form is how you prove residency. Both the parent or guardian and the homeowner or leaseholder complete their sections, sign in front of a notary, and submit the form with supporting documents to the school registrar. The current version covers the 2026–2027 school year and is available on the VBCPS website or at any school’s front office.1Virginia Beach City Public Schools. Shared Housing Form (2026-2027)

You need one notarized form per school. Two children at two different VBCPS schools means two separate forms.

When This Form Is the Right One

If you hold a mortgage or lease in your own name at a Virginia Beach address, standard registration documents handle residency and you do not need this form. The shared housing form exists for parents and guardians who do not have their own lease or mortgage and are living in a home owned or leased by someone else. The homeowner or leaseholder swears, under oath, that the student and parent genuinely live there and that the address is the child’s primary nighttime residence.1Virginia Beach City Public Schools. There is one important alternative. If you are sharing someone else’s housing because of lost housing, economic hardship, or a similar reason, your child is considered homeless under both federal law and Virginia’s school residency statute, and may enroll immediately without the usual residency proof.2Virginia Code Commission. Documents to Gather Before You Start

Collecting everything in advance saves a return trip. The 2026–2027 form specifies exactly what each party must provide.1Virginia Beach City Public Schools. Shared Housing Form (2026-2027)

From the Homeowner or Leaseholder

One document proving they control the property:

  • Title deed, mortgage booklet, or mortgage statement
  • Lease agreement, rental contract, or current rent receipt

Plus one document showing active occupancy at the address:

  • Most recent gas, electric, or water bill (phone and internet bills do not count)
  • Deposit receipt for a recent utility start-up at the address

These homeowner documents must be ready at registration. There is no grace period for them, and the school will not enroll the student even temporarily without them.

From the Parent or Legal Guardian

A driver’s license or DMV-issued ID showing the shared housing address, plus one additional document with the current address from this list:

  • Bank statement
  • Vehicle registration
  • Paycheck stub
  • Voter registration card

The parent’s documents do not have to be ready on day one. You get 30 calendar days from registration to turn them in. Miss that window and the school will withdraw your student.1Virginia Beach City Public Schools. Shared Housing Form (2026-2027)

Filling Out the Form

The form has two sworn sections plus a notary block at the bottom. Work through it in order and do not sign anything until you are in front of the notary.

In the parent or guardian section, enter the full legal name of every parent or guardian living in the home, the names of all children being enrolled, and the shared housing address in Virginia Beach. The sworn statement is that the listed address is the family’s primary nighttime residence. That means the children sleep there regularly, not that they visit or use it as a mailing address.1Virginia Beach City Public Schools. Shared Housing Form (2026-2027)

In the homeowner or leaseholder section, the person whose name appears on the deed, mortgage, or lease fills in their full legal name and confirms that the parent and children reside at the property. The person completing this section should be that named owner or leaseholder, not another adult in the household.

Getting It Notarized

Both the parent and the homeowner must sign in front of a notary public. Signing beforehand will not work; the notary has to witness each signature. Each signer should bring a government-issued photo ID such as a driver’s license, state ID, or passport.

Virginia caps notary fees at $10 per notarial act for paper documents.4Virginia Code Commission. Virginia Code 47.1-19 – Fees Because the form contains two separate sworn statements, expect to pay for two acts. Many banks, UPS stores, and public libraries in Virginia Beach offer notary services, and your bank may do it at no charge if you have an account.

Submitting the Form

Bring the notarized form and the homeowner’s supporting documents to the registrar at the school the student will attend. VBCPS uses an online registration system through ParentVUE for new students, but shared housing families still need an in-person appointment to finalize registration and hand over the notarized paperwork.5Virginia Beach City Public Schools. Once the registrar has a complete package (the notarized form and the homeowner’s documents), the student receives temporary enrollment and can start class right away. The 30-day clock then runs on your parent documents. If the Office of Student Leadership flags something (mismatched addresses, documents that don’t line up), a closer review follows and can include a home visit by a school social worker to confirm the student actually lives at the address.

Penalties for False Information

The form is a sworn statement, so claiming you live at an address where you do not actually reside is perjury under Virginia law. Perjury is a Class 5 felony, punishable by one to ten years in prison or, at the court’s discretion, up to 12 months in jail and a fine of up to $2,500.6Virginia Code Commission. Virginia Code 18.2-434 – What Deemed Perjury; Punishment and Penalty7Virginia Code Commission. Virginia Code 18.2-10 – Punishment for Conviction of Felony; Penalty A student found to be living outside the district will be removed from school, and the district may seek reimbursement for the cost of educating a student who was never entitled to attend. If your living situation changes after you submit the form, tell the school promptly rather than waiting for the district to find out.
