Form H1010-R is the renewal form the Texas Health and Human Services Commission (HHSC) mails you when your SNAP, Medicaid, or TANF certification period is about to end. To keep your benefits without a gap, update the household, income, and expense information on the Texas benefits renewal form H1010-R, attach the documents that back it up, and return everything to HHSC before the last business day of your certification period. You can submit online at YourTexasBenefits.com, through the Your Texas Benefits mobile app, by mail, by fax, or in person at a local benefits office.
When the Form Arrives and When It’s Due
For SNAP, HHSC mails Form H1010-R together with Form H1830-R (the Texas Works Renewal Notice) during the first week of the month before your last benefit month.1Texas Health and Human Services. Form H1010-R, Your Texas Works Benefits – Renewal Form If your SNAP certification runs through October, the packet should land in early September. For TANF, the packet goes out 60 days before the review due date.2Texas Health and Human Services. B-120, Redeterminations You have at least 30 days from the date the notice is sent to respond.
Medicaid works a little differently. HHSC is required to first try to renew your coverage automatically using wage records, tax data, and other government databases. Federal regulations call this an “ex parte” renewal.3Centers for Medicare and Medicaid Services. Basic Requirements for Conducting Ex Parte Renewals of Medicaid and CHIP Eligibility If the agency can confirm you still qualify on its own, you get a notice telling you so and only need to act if something on it is wrong. If the ex parte check comes up short, HHSC sends you Form H1010-R prepopulated with the information it already has, and you fill in the rest within at least 30 days.

What to Have Ready Before You Start
Pull these together for every person on your case before you sit down with the form. Missing verification is the most common reason HHSC sends a request for more information, and each round of back-and-forth eats into your timeline.
- Social Security numbers for all household members.
- Proof of income from the last 30 days: your two most recent pay stubs, a written statement from your employer, or self-employment records.5Texas Health and Human Services Commission. Your Texas Benefits Renewal Form
- The most recent statement for every checking and savings account.
- Shelter costs: recent rent receipts, a mortgage statement, or your property tax bill.
- Current utility bills for electricity, gas, water, or phone.
- Receipts or statements for out-of-pocket medical costs if anyone in the household is 60 or older or has a disability. Only unreimbursed expenses above $35 per month qualify for the SNAP medical expense deduction.6Food and Nutrition Service. SNAP Medical Expenses Handbook
- Documentation of any changes since your last renewal: someone moving in or out, a job starting or ending, a change in disability status.
Filling Out the Form
The form walks through your household in sections, and the prepopulated fields are a starting point, not gospel. Check every entry.
The first section asks you to confirm or update the name, date of birth, Social Security number, and address for every person on the case. A wrong digit in an SSN will trigger a data-match flag and slow everything down, so verify these character by character.
The household composition section lists everyone who lives with you and buys or prepares food together. Report anyone who moved in or out since your last review. Household size directly controls your income limit and benefit amount. If someone lives with you but buys and prepares food separately, note it — they may not need to be counted in your SNAP household.
The income section asks for every source of earnings and unearned income for each household member: wages, self-employment profits, Social Security, child support received, unemployment, and any other regular payments. Report gross amounts, not take-home pay, and attach the pay stubs and bank statements that back up what you wrote.
The expenses section covers shelter costs (rent or mortgage, property taxes, insurance) and utilities. HHSC uses these to figure your excess shelter deduction, which lowers your countable income and can raise your SNAP benefit. If anyone in your household is elderly or disabled, list their unreimbursed medical expenses in the designated area. Prescriptions, co-pays, equipment, and transportation to medical appointments all count.6Food and Nutrition Service. SNAP Medical Expenses Handbook
The last section is a signature and rights acknowledgment. By signing you certify the information is accurate and that HHSC may verify it against employer records, tax data, and other government databases. Every adult on the form should read it before you submit.
How to Submit the Form
You have five ways to get the completed renewal to HHSC:7Texas Health and Human Services. Benefits Application Next Steps
- Online through your account at YourTexasBenefits.com, where you can attach photos or scans of pay stubs and other verification.
- Through the Your Texas Benefits mobile app, which lets you photograph documents with your phone, send them in, and track the status of your renewal.4Apple. Your Texas Benefits App
- By mail to HHSC, P.O. Box 149027, Austin, TX 78714-9027.
- By fax to 877-447-2839.
- In person at a local benefits office; call 2-1-1 for the nearest location.
Keep proof that you submitted, whatever route you use. Save the confirmation screen, the fax transmission report, or ask for a date-stamped receipt at the office. If HHSC later says it never received your renewal, that receipt is what keeps you from starting over.
After You Submit
HHSC compares what you wrote against wage databases, tax records, and other government sources. For SNAP, the agency is required to give you an opportunity to participate by the 30th day after your file date when processing an application or an untimely redetermination.8Texas Health and Human Services. B-160, SNAP Timeliness Charts for Applications and All Redeterminations For renewals turned in before the certification period ends, HHSC aims to finish the review before benefits expire so there’s no gap.
In many cases a caseworker will schedule a phone interview. It covers the same ground as the form and gives the worker a chance to ask about anything that doesn’t match. HHSC handles these interviews by phone unless you specifically request an in-person meeting.9Texas Health and Human Services. Texas Works Handbook A-130 Interview Procedures Missing the interview is treated the same as not submitting the renewal at all. If you can’t make the scheduled time, call the office to reschedule before the deadline passes.
Once the review is done, HHSC sends a Notice of Case Action by mail or through your online message center. The notice tells you whether benefits were approved, the monthly amount, and the new certification period. If benefits were reduced or denied, the notice explains why and how to appeal.10Texas Health and Human Services. Fair and Fraud Hearings
If You Miss the Deadline
If you don’t complete the interview or return the form by the last business day of your certification period, HHSC denies the renewal and your benefits stop. You get one more chance: a 30-day grace period after the end of your last benefit month to finish the interview or turn in the missing information.2Texas Health and Human Services. B-120, Redeterminations
Act within that 30-day window and HHSC uses the date you contact the agency or provide the missing information as your new file date. Your benefits are prorated from that new date instead of starting on the first of the month, so you’ll receive less than a full month’s allotment. Miss the 30-day grace period entirely and HHSC treats your next contact as a brand-new application, with standard application processing timelines and a fresh eligibility determination from scratch.
A Note on Medicaid
If your Medicaid was renewed automatically, HHSC cannot cut your coverage based on information it pulled during the ex parte check without first giving you a chance to respond.3Centers for Medicare and Medicaid Services. Basic Requirements for Conducting Ex Parte Renewals of Medicaid and CHIP Eligibility Read any notice from HHSC the day it arrives, and if the prepopulated information is wrong, correct it and send the form back within the 30 days the notice allows.
