Late filing or underpayment carries two separate charges. The non-payment penalty runs 1% per month on the unpaid balance, up to a maximum of 25% of the total tax due. Interest runs on top of that, pegged to 1% above the adjusted prime rate and reset every January and July. Negligent underpayment adds a penalty of $10 or 10% of the shortfall, whichever is greater. Intentional disregard raises that to $25 or 25%, and a fraudulent attempt to evade the tax can bring a penalty equal to 100% of the amount owed.8City of Detroit.
