Form HSMV 82101 is the application Florida owners use to replace a lost, stolen, or damaged certificate of title for a motor vehicle, mobile home, or vessel. You complete it, sign it under oath, and submit it with the fee to a county tax collector’s office, either in person or by mail.1Florida Department of Highway Safety and Motor Vehicles. HSMV 82101 – Application for Duplicate or Lost in Transit/Reassignment for a Motor Vehicle, Mobile Home or Vessel Title Certificate Most owners finish the whole transaction in a single visit. A few situations — an active lien, a representative signing with power of attorney, or a sale happening at the same time — add steps worth sorting out before you go.
What to Have Ready Before You Fill It Out
Pull these together first. Showing up without any one of them usually means a second trip.
- The full Vehicle Identification Number for a motor vehicle or mobile home, or the Hull Identification Number for a vessel.
- Your current Florida license plate number, or for vessels the registration number.
- The current odometer reading in whole miles.
- A valid government-issued photo ID.
- Whether the original title was lost, stolen, or damaged. If it was damaged, bring the damaged certificate to turn in with the application.1Florida Department of Highway Safety and Motor Vehicles. You can download the blank form from the FLHSMV website or pick one up at any county tax collector’s office or license plate agent.
Filling Out the Form
The form is two pages. Page one takes the vehicle and owner information; page two has the instructions and signature.
In Section 1, check the box for “Vehicle/Vessel Duplicate” and mark whether the original was lost, stolen, or damaged. Section 3 asks for the VIN or HIN, year, make, body style, and plate or registration number. Copy each field exactly as it reads on your current registration. Mismatches between what you write and what the state database shows will slow the application down or get it rejected.
The odometer section wants the current reading in whole miles, no tenths. Federal law requires this disclosure for most vehicles under 20 model years old. Vehicles of model year 2010 or older are permanently exempt. Model year 2011 and newer vehicles become exempt only once they reach 20 years of age, so a 2011 model year vehicle is not exempt until 2031.2NHTSA. Consumer Alert: Changes to Odometer Disclosure Requirements A false reading can lead to fines or imprisonment.
Enter your full legal name and current address in the owner section. By signing, you swear under penalties of perjury that the application is true.1Florida Department of Highway Safety and Motor Vehicles. Paper or Electronic Title
When you apply for the duplicate, you choose whether the replacement comes to you as a paper certificate or stays electronic in the FLHSMV database. An electronic title holds the same information and legal weight as a paper one, and it cannot be lost.4Florida Department of Highway Safety and Motor Vehicles. Electronic Liens and Titles (ELT) The fee is often lower for the electronic option.
Picking electronic now does not lock you in. If you later need a paper copy for a private sale or out-of-state transfer, you can request one through the MyDMV Portal for $4.50, and it is mailed to the address on your record within about three to four weeks.4Florida Department of Highway Safety and Motor Vehicles. Electronic Liens and Titles (ELT)
One boundary worth knowing: if your title is already electronic and there is no lien, the record is intact in the state database and Form HSMV 82101 does not apply. You would convert it through the MyDMV Portal rather than file a duplicate application.
Fees
The state fee for a duplicate motor vehicle or mobile home title is $70, plus a $1 security surcharge.5Florida Senate. Florida Code 319.32 – Fees; Service Charges; Disposition Counties add service charges on top of that. Seminole County, for example, charges $78.25 for an electronic duplicate and $85.75 for a paper one.6Seminole County Tax Collector. Motor Vehicle Fees Expect similar ranges elsewhere.
Vessel duplicates have a lower fee of $6.7Florida Department of Highway Safety and Motor Vehicles. Renewals, Title Transfers and Duplicate Certificates
Many counties also offer a “fast title” service for an extra charge, letting you walk out with the printed certificate the same day. Miami-Dade confirms fast title is available for duplicate titles.8Miami-Dade Tax Collector. Fast Title Service Not every county offers it, so call before counting on same-day pickup.
If your title was newly issued and simply never arrived in the mail, apply within 180 days of the original issuance date and no fee is charged. The form has a separate box for this lost-in-transit scenario. After 180 days, the standard duplicate fee applies.
Where to Submit
You have two routes.
Walking into a county tax collector’s office or service center is faster. The clerk can review the form on the spot, catch errors before they become rejections, and process the transaction immediately. It is also the only route if you want fast title service, and the only route if your lost title was issued on paper rather than held electronically. FLHSMV’s online portal does not process duplicate paper titles.4Florida Department of Highway Safety and Motor Vehicles. Electronic Liens and Titles (ELT)
For mail, send the completed form, ID copies, and payment to your county tax collector’s mailing address. Each county has its own, so check your local tax collector’s website. Processing takes longer by mail. Manatee County, for example, reports six business days to process after the packet arrives, plus three to five days for mail delivery, with the paper title generally landing in your mailbox 10 to 14 business days after processing starts.9Manatee County Tax Collector. If the Vehicle Has a Lien
An outstanding loan does not stop you from getting a duplicate, but the duplicate will show the lien. Under Florida’s Electronic Lien and Title program, the lienholder’s interest is recorded in the state database and carries over to any duplicate issued.4Florida Department of Highway Safety and Motor Vehicles. Electronic Liens and Titles (ELT)
If you have paid the loan off but the state still shows the lien, you need the lienholder to file a satisfaction on Form HSMV 82260. The lienholder sends it to the Division of Motorist Services in Tallahassee within 10 days of final payment for motor vehicles and mobile homes, or within 30 days for vessels.10Florida Department of Highway Safety and Motor Vehicles. Florida Department of Highway Safety and Motor Vehicles Lien Satisfaction Until that is recorded, the lien appears on any duplicate issued. If your bank or credit union has been slow to file, call them directly. This is one of the most common holdups when owners need a clean title to sell.
If Someone Else Is Filing for You
An owner who cannot appear in person can send a representative with Form HSMV 82053, Florida’s power of attorney for motor vehicle, mobile home, and vessel transactions. The form authorizes the representative to apply for a duplicate title, among other actions.11Florida Department of Highway Safety and Motor Vehicles. Power of Attorney for a Motor Vehicle, Mobile Home, Vessel or Vessel With Trailer The representative brings their own photo ID along with the completed POA.
There is a limit when odometer disclosure is involved. Form HSMV 82053 can be used only when the representative is signing as either buyer or seller, not both. If the duplicate is tied to a sale and one person needs to sign for both sides on the odometer, the secure power of attorney, Form HSMV 82995, is required instead.11Florida Department of Highway Safety and Motor Vehicles. Power of Attorney for a Motor Vehicle, Mobile Home, Vessel or Vessel With Trailer
Active-duty military members stationed outside Florida get a federal shortcut. A military power of attorney notarized under 10 U.S.C. 1044a must be recognized by every state as having the same legal effect as a POA prepared under state law, and it does not need to follow Florida’s specific form.12Office of the Law Revision Counsel. 10 USC 1044b – Military Powers of Attorney: Requirement for Recognition by States
Replacing and Selling in the Same Visit
The form offers a “Duplicate with Transfer” option that lets you replace the lost title and transfer it to a buyer in one transaction. It is useful when a sale is already lined up and the title is missing.
The rules are stricter. Both the seller and the buyer must appear in person at the tax collector’s office with photo identification. A power of attorney cannot substitute for either party, except in insurance total-loss situations. The buyer provides a plate or registration number unless the vehicle will not be operated on Florida roads or waterways, and the form takes the date of sale and selling price.1Florida Department of Highway Safety and Motor Vehicles.
