How to Fill Out Form VTR-272-B: Texas VIN Self-Certification

Texas Form VTR-272-B lets a qualifying Texas resident self-certify a vehicle’s VIN when the vehicle is physically outside the state, so you can get a Texas title without hauling the vehicle in for an inspection. To fill out Form VTR-272-B, you check the one category that applies to you, enter the date you personally inspected the VIN, the state or country where the vehicle sits, the full VIN, the year, model, and make, the owner’s name, and then print and sign. The form is filed with a Form 130-U title application at your county tax assessor-collector’s office, with a title fee of $28 or $33 depending on the county.1Texas Department of Motor Vehicles. Confirm You Qualify Before You Start

VTR-272-B is not a general workaround for skipping a vehicle inspection. It exists for six specific situations, and you must fit one of them:2Harris County Tax Office. Vehicle Identification Number Self-Certification

  • Recreational vehicle owner whose RV is temporarily out of state.
  • Military personnel stationed outside Texas.
  • Student attending school out of state.
  • Member of the U.S. Congress.
  • Owner of an apportioned vehicle currently out of state.
  • Title-only applicant whose vehicle is outside Texas.

If none of these fits, the form will not help you. You would need to bring the vehicle to Texas for an inspection or obtain a DPS Form VI-30 through another route.

Filling Out the Form, Field by Field

The form is a single page. Work through it in order.

  • Category checkbox. Check exactly one box matching your situation. Checking more than one, or none, will stall the application.
  • Date of inspection. Enter the date you personally looked at the VIN plate on the vehicle. Use a recent date; you are certifying firsthand inspection.
  • State or jurisdiction outside Texas. Write the state or country where the vehicle is currently located.
  • Vehicle Identification Number. Copy the full VIN exactly as it appears. On most vehicles the VIN is visible through the lower driver’s-side windshield or on a sticker inside the driver’s door jamb. Verify every character. A single transposed digit will send the paperwork back.
  • Year, Model, and Vehicle Make. Enter the model year, model name, and manufacturer.
  • Vehicle Owner Name. Use the legal name as it appears on the title or other ownership evidence.
  • Printed Name and Signature. Print and sign. If an agent is filing on the owner’s behalf under a power of attorney, the agent signs and prints their own name here.

What Your Signature Certifies

Signing VTR-272-B is not a formality. You are making two sworn statements under penalty of a third-degree felony: that the vehicle is not located in Texas at the time of application and is exempt from safety inspection provisions under Transportation Code ยง501.030, and that the VIN you recorded is accurate.3AutoTitling Document Services. Vehicle Identification Number Self-Certification

You are also acknowledging that a state-approved safety inspection will be required before the vehicle is driven on Texas roads once it returns. Skipping that step after the vehicle arrives can produce a law enforcement citation and a “Verify Inspection” flag on the vehicle record.2Harris County Tax Office. Attach the Right Proof for Your Category

Each category needs its own backup. Showing up without it is the fastest way to be turned away.

Every applicant also needs a government-issued photo ID for the accompanying title application. A U.S. driver license, U.S. passport, military ID, or Texas license to carry a handgun will all work.4Texas Department of Motor Vehicles. Application for Texas Title and/or Registration (Form 130-U)

The Forms You File With It

VTR-272-B is never submitted alone. It replaces the VIN inspection step within a larger title application.

Form 130-U, Application for Texas Title and/or Registration

Nearly every Texas title transaction runs through Form 130-U. You record the vehicle details, owner information, odometer reading, and whether you want registration along with the title. For vehicles subject to federal odometer disclosure (model year 2011 and newer, less than 20 years old), the mileage must be recorded accurately.5eCFR. 49 CFR Part 580 – Odometer Disclosure Requirements The 130-U goes to the county tax assessor-collector along with your fee, ownership evidence, photo ID, and proof of insurance.4Texas Department of Motor Vehicles. Form VTR-131, Application for Title Only

If you checked the Title Only Applicant box on VTR-272-B, you also need Form VTR-131. This produces a negotiable Texas title without registration, which means the vehicle will not carry Texas plates and cannot legally be driven on public roads. Filing VTR-131 requires surrendering any license plates or registration stickers on the vehicle. Construction machinery, farm equipment, combines, all-terrain vehicles, and slow-moving vehicles are not eligible for title-only status, and neither is any vehicle with a suspended or revoked Texas title.6Tarrant County Tax Office. Form VTR-271 if Someone Else Is Filing for You

If you cannot appear at the county office, which is common when you are stationed overseas or in school out of state, another person can file for you using Form VTR-271, the Limited Power of Attorney for Eligible Motor Vehicle Transactions. All sections must be completed, signed in black or blue ink only, with no alterations. Both the grantor and the grantee must include a photocopy of their photo ID.7Texas Department of Motor Vehicles. One limitation to know about: VTR-271 cannot be used in a dealer transaction to complete a title assignment on a vehicle subject to federal odometer disclosure. Those transactions require the secure Form VTR-271-A instead.7Texas Department of Motor Vehicles. Limited Power of Attorney for Eligible Motor Vehicle Transactions

Where to File, What It Costs, and How Long It Takes

Bring the complete packet to the county tax assessor-collector’s office in the county where you live. You can also file in the county where the vehicle was purchased or where the lien is held.4Texas Department of Motor Vehicles. Application for Texas Title and/or Registration (Form 130-U) The packet includes VTR-272-B, Form 130-U (and VTR-131 if title-only), ownership evidence, photo ID, proof of insurance, your category-specific proof, and the fee.

The title fee is $28 or $33 depending on the county. Confirm the exact amount with your county tax office before you go.8Harris County Tax Office. Application for Texas Title and/or Registration (Form 130-U) Most offices accept checks, money orders, and credit cards, though card payments often carry a small convenience surcharge. Motor vehicle sales tax of 6.25 percent of the sale price or fair market value may also apply, depending on how you acquired the vehicle.9Texas Comptroller. Motor Vehicle Sales Tax

Allow a minimum of 20 business days for the state to process the title. If a lienholder is listed, the title goes to the lienholder rather than to you. If there is no lien and 30 business days have passed with nothing in the mail, contact TxDMV.10Texas Department of Motor Vehicles. Buying or Selling a Vehicle

One timing note for military filers: Texas gives active-duty military personnel 60 calendar days from a private-sale purchase to apply for a new title, instead of the standard 30, before late penalties begin. The penalties ($25 at the start, plus $25 per additional month) cannot be waived.11Texas Department of Motor Vehicles. State Law Requires Private Sale Vehicle Buyers to Title in 30 Days

After the Title Arrives

The certificate of title that comes in the mail is your legal proof of ownership. Keep it somewhere safe, not in the vehicle. The inspection exemption you signed for applies only while the vehicle is outside Texas; once it comes into the state and you want to drive it, you will need a state-approved safety inspection and vehicle registration through your county tax office.2Harris County Tax Office. Vehicle Identification Number Self-Certification A title-only certificate issued through VTR-131 is still negotiable, so if you later sell the vehicle, the buyer applies for their own title and registration using Form 130-U.
