Missouri Form 2447 is a one-page rider that a licensed Missouri dealer attaches to a Certificate of Title or Manufacturer’s Statement of Origin when reassigning ownership of a vehicle. To complete it, a dealer fills in the vehicle description, the buyer’s information, the sale price and date, an odometer disclosure, and signatures from both parties, then securely attaches the finished rider to the original title or MSO so the buyer can apply for a new title at a Missouri license office.1Missouri Department of Revenue. Missouri Form 2447 – Reassignment of Ownership by Registered Dealer
One boundary to clear up first. The form’s header states it “may be used only by a registered Missouri dealer when making an assignment of ownership on a manufacturer’s statement of origin or certificate of title.”1Missouri Department of Revenue. Missouri Form 2447 – Reassignment of Ownership by Registered Dealer Private sellers cannot use it. If you’re selling your personal vehicle, use the assignment area printed on the back of the title.
When a Dealer Needs Form 2447
Dealers reach for this rider when the assignment section on the title itself has no room left, or when a vehicle is moving through dealer inventory on an MSO that lacks additional space. It comes up most often with vehicles traded between dealerships at auction or through wholesale channels, where the title has already been signed off several times.
There is a hard limit worth knowing before you start: only one Form 2447 can be attached to any single title or MSO.1Missouri Department of Revenue. Missouri Form 2447 – Reassignment of Ownership by Registered Dealer If the rider on a given title has already been used, you cannot stack a second one. A new title has to be obtained before the vehicle can change hands again.
Information To Gather Before You Start
Pull everything together before writing anything on the form. Mismatched names, transposed VIN digits, or a wrong title number will cause the license office to reject the package, and there is no clean way to fix an error once ink hits the page.
- The full 17-character VIN, model year, make, model, and body style, matching the existing title or MSO exactly.
- The title number printed on the current Certificate of Title.
- The dealership’s full legal name and address, plus the printed name and position of the agent signing for the dealer.
- The buyer’s full legal name and address. If the buyer is also a dealer, the agent’s name and position.
- The sale price, any trade-in amount, and the calculated net price.
- The date of sale, which starts the buyer’s 30-day clock to apply for a new title.2Missouri Revisor of Statutes. Missouri Code 301.190 – Application for Certificate of Ownership

Filling Out the Form
Use permanent ink. The form warns in bold that any alterations or erasures void the entire document.1Missouri Department of Revenue. Missouri Form 2447 – Reassignment of Ownership by Registered Dealer No correction fluid, no scratch-outs. If you make a mistake, throw the sheet away and start again on a fresh form.
Work top to bottom. Start with the vehicle description block: VIN, year, make, title number, model, and body style. Then complete the purchaser block with the buyer’s printed name, address, city, state, and zip code. Enter the sale price, the trade-in amount, the date of sale, and the net price.
Odometer Disclosure
The form has a dedicated odometer section where the seller certifies the current mileage. Enter the reading in whole miles, with no tenths. Then check the appropriate box: actual mileage, mileage that exceeds the odometer’s mechanical limits, or mileage that is not actual due to a discrepancy.
Not every vehicle needs a mileage figure. Federal law exempts vehicles with a gross vehicle weight rating over 16,000 pounds, vehicles that are not self-propelled, and vehicles old enough to qualify under the 20-calendar-year rule.3eCFR. 49 CFR 580.17 – Exemptions In 2026, that covers model year 2006 and older. If the vehicle qualifies, note it as exempt rather than recording a number.
Signatures
Both the seller and the buyer sign at the bottom of the assignment section. Each signer prints their name below the signature. For dealership transactions, the agent’s position, such as Sales Manager or Owner, goes next to the printed name. Both signatures must be present. A form carrying only one party’s signature is incomplete and will not be processed.
Attaching and Submitting the Finished Form
Once every field is filled and both parties have signed, securely attach the completed Form 2447 to the original Certificate of Title or MSO. The form itself instructs that it “must be securely attached to the accompanying Manufacturer’s Statement of Origin or Certificate of Title.”1Missouri Department of Revenue. Missouri Form 2447 – Reassignment of Ownership by Registered Dealer The rider is not a standalone document. The license office needs both pieces together.
Photocopy the finished package before it leaves your hands. The form reminds dealers to retain a copy for their records, and if anything goes wrong during processing, that copy is your proof of what was submitted.1Missouri Department of Revenue. The buyer, or the next dealer in the chain, then takes the combined title and rider to any Missouri license office to apply for a new title.
Fees, Taxes, and the 30-Day Deadline
At the license office, the buyer pays an $8.50 title fee and a $9.00 processing fee.4Missouri Department of Revenue. Motor Vehicle Titling and Registration Sales tax is due at the same time: Missouri’s state rate is 4.225 percent of the purchase price after any trade-in allowance, plus applicable local sales tax.5Missouri Department of Revenue. Buying a Vehicle
Missouri law gives the buyer 30 days from the date of purchase to apply for a new title.2Missouri Revisor of Statutes. Missouri Code 301.190 – Application for Certificate of Ownership Missing that window triggers a $25 penalty on the 31st day, and the penalty grows by another $25 for every additional 30-day period, up to a maximum of $200.4Missouri Department of Revenue. Motor Vehicle Titling and Registration Those penalties are collected on top of the standard fees and taxes, and there is no waiver after the fact. The date of sale entered on the rider is what starts that clock, so make sure it is accurate before the form leaves the dealership.
