How to Fill Out NC-4EZ: Allowances, Exemptions, and Filing

To fill out Form NC-4EZ, enter your name, address, and Social Security Number at the top, pick your filing status, use the table printed on the form to find the number of allowances that matches your filing status, expected income, and qualifying children under 17, write that number on Line 1, add any extra per-paycheck withholding on Line 2, sign and date the form, and give it to your employer’s payroll or HR department. The form is short on purpose. The North Carolina Department of Revenue describes it as the version that “should suffice for most taxpayers.”1NCDOR. Make Sure the EZ Is the Right Form for You

The NC-4EZ works if you plan to claim only the North Carolina standard deduction, the child deduction amount, or both, and you don’t plan to claim any other deductions or any North Carolina tax credits.2NCDOR. NC-4 Employee’s Withholding Allowance Certificate That covers most wage earners.

Use the full NC-4 instead if any of these apply to the return you’ll file:

  • You expect substantial North Carolina itemized deductions.
  • You expect to claim a state tax credit, such as one for 529 contributions or tax paid to another state.
  • You have federal adjustments to income or state deductions from income that affect your taxable wages.
  • Your filing status is qualifying widow(er), which the EZ version doesn’t handle.

Picking the wrong version doesn’t trigger a penalty on its own, but it can leave you badly under- or over-withheld by December. When in doubt, start with the NC-4EZ; you can switch later by submitting a new certificate, and the most recent form on file controls your withholding.1NCDOR. Personal Information and Filing Status

Fill in your full legal name, current residential address, and Social Security Number. Check the SSN against your Social Security card; this is what the state uses to credit withholding to your account.

Then choose one filing status. The NC-4EZ offers three:3North Carolina Department of Revenue. NC-4 EZ Employees Withholding Allowance Certificate

  • Single
  • Married Filing Jointly or Surviving Spouse
  • Head of Household

Your choice here determines which column of the allowance table you’ll use next.

Line 1: Finding Your Allowance Number

Line 1 is the heart of the form. The NC-4EZ has a lookup table printed right on it. Find your filing status, cross-reference your estimated annual income, and read across to the column for your number of qualifying children under 17. The number where those meet is what you enter on Line 1.

If you have no children, or you fall outside the income range that qualifies you for the child deduction, you’ll generally enter zero or one. Each allowance you claim reduces the tax pulled from every paycheck. Too many and you’ll owe at tax time; too few and you’re lending the state money for the year at no interest.

The child deduction phases out at higher incomes, and the form’s table already accounts for those thresholds by filing status.4North Carolina Department of Revenue. North Carolina Child Deduction As long as you use the row that matches your expected income for the year, the number the table gives you should be close to right.

Line 2: Extra Withholding

Line 2 lets you ask your employer to withhold an additional flat dollar amount from each paycheck. This is useful when you have income that isn’t already subject to withholding — investment income, freelance work, a side business — and you’d rather cover the tax through your paycheck than send in quarterly estimated payments.

Lines 3, 4, and 5: Exemptions

Most people leave these blank. Line 3 is for employees who had no North Carolina tax liability last year and expect none this year. Line 4 is for military spouses who are legally domiciled in another state under the Military Spouses Residency Relief Act. Line 5 is where you revoke a previously claimed exemption if your situation has changed and you want normal withholding to resume.

Sign, Date, and Hand It In

Sign and date the bottom of the form. Your signature certifies under penalty of perjury that the information is accurate.3North Carolina Department of Revenue. NC-4 EZ Employees Withholding Allowance Certificate An unsigned form is invalid, and your employer will treat you as if you filed nothing at all. Keep a copy for your records so you can compare it against your W-2 in January.

The completed form goes to your payroll or HR department, not to the Department of Revenue. There’s one exception: if you claim more than 10 allowances, your employer has to forward a copy to the Department while keeping one on file.1NCDOR. When to File a New NC-4EZ

North Carolina requires a new withholding certificate within 10 days of any change that reduces the number of allowances you’re entitled to.2NCDOR. NC-4 Employee’s Withholding Allowance Certificate Common triggers:

  • Divorce
  • A child turning 17 or moving out
  • A previously non-working spouse starting a job

One exception applies: if you lose Head of Household status after maintaining the household for most of the year, you can wait until the following year to update.2NCDOR. NC-4 Employee’s Withholding Allowance Certificate

Changes that increase your allowances, such as the birth of a child, don’t come with the same 10-day rule. Update whenever it’s convenient. Sooner just means less tax withheld from the checks between now and year’s end. It’s also a good habit to look at the form again each January, since the child deduction depends on the income you expect for the coming year.

If You Have Two Jobs or a Working Spouse

The NC-4EZ’s table assumes one job per household. If you work two jobs, or you and your spouse both work, and each of you claims the full allowances the table suggests, your combined withholding will fall short. North Carolina’s standard deduction only applies once on the return, but each employer’s calculation acts as if the whole deduction belongs to that job.

The fix is to concentrate your allowances on one form. Claim the allowances the table gives you on the NC-4EZ for the highest-paying job, and claim zero (or fewer than the table suggests) on the form for the lower-paying job. You can also use Line 2 on one of the forms to add a flat amount each pay period. For higher-income households, quarterly estimated payments on Form NC-40 may make more sense than trying to cover the gap through paycheck withholding alone.2NCDOR. What Happens If You Don’t File One, or Get It Wrong

If you don’t submit any withholding certificate, your employer has to withhold as if you’re single with zero allowances.5North Carolina General Assembly. North Carolina Code 105-163.5 – Employee Withholding Allowances and Certificates For most people that means too much tax comes out of every check. You’ll get it back at tax time, but until then the money sits with the state.

Going the other direction is riskier. If you put information on your withholding certificate that has no reasonable basis, and it causes less tax to be withheld than should have been, the penalty is 50% of the amount that was underwithheld.5North Carolina General Assembly.
