How to Fill Out SCDMV Form TI-006: Proof, Taxes, and Fees

SCDMV Form TI-006, the Statement of Vehicle Operation in South Carolina, is a one-page sworn declaration you file when you want to title and register a vehicle in South Carolina but don’t hold an SC driver’s license, beginner’s permit, or state-issued ID. South Carolina limits titling and registration to vehicles located or primarily operated in the state, so the form is how you prove your situation qualifies despite the missing SC credential. Who Has to File It

If you already hold a valid SC driver’s license or ID, skip the form entirely. The SCDMV requires TI-006 “only if you do not have an SC driver’s license or ID.”1South Carolina Department of Motor Vehicles. Titles Everyone else has to fit one of four categories, and you pick the one that applies in Section B:

  • Active duty military stationed in South Carolina while keeping permanent residency in another state. You’ll need your military ID number.
  • Student enrolled in a South Carolina school while keeping permanent residency elsewhere. You’ll need your school name and school ID number.
  • Vehicle principally garaged in South Carolina. You’re a permanent resident of another state, but the vehicle sits on SC property you own, lease, or otherwise lawfully occupy for six or more months a year.   • Medical or physical impairment that prevents you from getting an SC license. The vehicle must be stored in SC, driven by someone other than the owner, and either carry a disability license plate or the owner must hold a permanent disability parking placard.

Filling Out the Form

Download the PDF from the SCDMV site or pick one up at any branch. It has four sections. You complete the first three. Section D belongs to the SCDMV representative or SC dealer processing your paperwork.

Section A: Owner and Vehicle Information

Enter your full legal name (last, first, middle initial, suffix), date of birth, street address, city, state, zip, email, and phone. Then the vehicle’s VIN, make, and model year. You also identify yourself with one of the following:

  • An out-of-state driver’s license or ID: list the state or U.S. territory of permanent residency and the license or ID number.
  • Foreign national documentation: your foreign passport country and number, your U.S. Employment Authorization Document number, or your U.S. Permanent Resident Card number.

If the vehicle has co-owners, only one of them needs to complete the form.

Section B: Operation Status

Check the box for your category and add the specific information it asks for:

  • Military: your military ID number.
  • Student: your school name and school ID number.
  • Principally garaged: the full SC address where the vehicle is kept.
  • Medical impairment: the SC address where the vehicle is kept and your SC disability plate or placard number.

Section C: Declaration

Sign, date, and print your name as it appears on your vehicle ownership documents. Your signature is made under penalty of perjury, and the form cites SC Code Section 56-3-390 for false statements. No notary is required.

Extra Proof if You’re “Principally Garaged”

This category has the heaviest documentation load because it covers the widest range of living situations. What you bring depends on how you occupy the SC property:3South Carolina Department of Motor Vehicles. Moving To SC – Vehicle

  • If you own or lease a home in SC: bring one SC proof of address from the list on the United States Citizens’ Checklist (SCDMV Form MV-93).
  • If you’re employed in SC: bring a letter from your employer confirming your employment in the state.
  • If you live with someone else who owns or leases the home: the homeowner has to come with you to the branch in person. You complete Form TI-006, and the homeowner completes Form TI-006A, the Affidavit of Vehicle Principally Garaged at South Carolina Residence. Bring a copy of the homeowner’s valid, unexpired SC driver’s license or ID showing the correct address.

That last one catches people out. If you live with a friend or family member, plan for two people at the branch, not one.

What to Bring With the Form

Form TI-006 never goes in on its own. Bring the full titling package:1South Carolina Department of Motor Vehicles. Titles

  • Title Application (SCDMV Form 400).
  • The vehicle title signed over to you, with sale price and odometer reading recorded on the back. If either is missing, you also need a separate Bill of Sale.
  • A Bill of Sale or Buyer’s Order for the transaction, showing total sale price minus any trade-in, signed by buyer and seller.
  • Liability insurance information. Your insurer has to be licensed in South Carolina.
  • Your original paid property tax receipt from the county treasurer. Photocopies won’t be accepted.
  • A Power of Attorney, but only if you’re leasing and signing Form 400 for the title holder.

Pay County Property Tax First

South Carolina won’t register a vehicle until you’ve paid property tax on it to your county of residence. This step trips people up because it happens at the county, not the SCDMV:3South Carolina Department of Motor Vehicles. Moving To SC – Vehicle

  • Contact your county auditor with the VIN. Provide your most recent registration card. The auditor generates a property tax bill.
  • Pay the bill at the county treasurer’s office.
  • Bring the original paid receipt to the SCDMV.

Don’t plan to do this the same morning as your SCDMV visit. The auditor and the SCDMV are separate agencies, sometimes in separate buildings, and generating the tax bill takes time.

What You’ll Pay at the SCDMV

  • Title fee: $15 standard, or $35 expedited (in-person only).
  • Registration: $40 for most passenger cars and RVs; $10 for motorcycles and mopeds; $38 at age 64; $36 at age 65 or older, or with a disability. Hybrids add $60; electric vehicles add $120.
  • Infrastructure Maintenance Fee (IMF): $250 for a vehicle being titled in SC for the first time. If you’re buying the vehicle at the same time, the IMF is 5% of the purchase price, capped at $500.3South Carolina Department of Motor Vehicles. Moving To SC – Vehicle

The IMF is a one-time charge per vehicle.

Submitting the Package

You have to appear in person at an SCDMV branch with everything: TI-006, Form 400, the title or registration, the original paid property tax receipt, insurance information, and payment. The SCDMV doesn’t accept individual title applications by mail or online. A standard $15 title arrives by mail after processing; the $35 expedited title is handed to you at the branch.

Penalty for False Statements

The signature in Section C is under penalty of perjury, and everything you write is subject to SCDMV verification. The form cites SC Code Section 56-3-390 for false statements in connection with vehicle registration. Misrepresenting where the vehicle is kept or inventing a qualifying status can lead to criminal penalties and revocation of the title and registration.
