The California DMV’s INF 1100 is the paper form employers use to add drivers to or remove drivers from an existing Employer Pull Notice (EPN) account. You list each driver’s full legal name as it appears on their license and their driver’s license number, keep additions and deletions on separate forms, attach a $5 check for each driver you are enrolling, and mail the packet to the DMV’s EPN Program in Sacramento.1Department of Motor Vehicles. Commercial Employer Pull Notice Enrollment or Deletion of Drivers One important deadline to know up front: as of April 1, 2026, all EPN submissions must be made electronically through the DMV’s online portal, which will retire INF 1100 as a paper process.2California DMV. What INF 1100 Does
INF 1100 is not the form you use to open an EPN account. It is the maintenance form you use after enrollment to tell the DMV which drivers belong on your roster. Every time you hire a driver who operates a covered vehicle, you add them with INF 1100. Every time a driver leaves, you remove them the same way.3California Legislative Information. California Code VEH 1808.1
If you have not yet enrolled your business in the EPN program, you need to do that first through the DMV’s EPN enrollment process. INF 1100 presumes you already have a requester code assigned to your account.
What You Need Before Filling It Out
Have the following ready for every driver you are adding:
- The driver’s full legal name, exactly as it appears on their California driver’s license.
- The driver’s license number.
- Your EPN requester code (assigned when the DMV approved your account).
For additions, you also need to have pulled a standalone driving record report for the new driver that is no more than 30 days old before they get behind the wheel. Review it, sign and date it, and keep it at your business location until the pull-notice system generates its own initial report.3California Legislative Information. California Code VEH 1808.1 This pre-hire check is a separate obligation from the INF 1100 submission, not a substitute for it.
Filling Out the Form
Enter your business information and requester code in the header fields. Then list each driver on a single line with their full legal name and driver’s license number. Accuracy matters here: the DMV matches on the license number, and a name that does not match the record exactly can cause the entry to bounce.
The rule that trips employers up most often: enrollments and deletions have to go on separate forms. If you mix additions and removals on the same sheet, the DMV returns the form unprocessed and nothing on it takes effect.1Department of Motor Vehicles. Commercial Employer Pull Notice Enrollment or Deletion of Drivers Use one INF 1100 for the drivers you are adding and a second INF 1100 for the drivers you are removing, even if you are mailing them in the same envelope.
Fees and Payment
Each driver you enroll costs $5.4California DMV. Enhanced DMV Digital Employer Pull Notice Service Much Faster than Paper There is no fee to remove a driver. Pay by check or money order made payable to “CA DMV” and attach it to the INF 1100 enrollment form.1Department of Motor Vehicles. Commercial Employer Pull Notice Enrollment or Deletion of Drivers If you are enrolling ten drivers, that is a single $50 check attached to one form.
Government employers that qualify under Vehicle Code Section 1812 are exempt from the per-driver fee.
If a required payment is not made, the DMV cancels your participation in the pull-notice program automatically, which puts you out of compliance with the enrollment mandate.3California Legislative Information. California Code VEH 1808.1

The April 2026 Electronic Mandate
California Code of Regulations, Title 13, Section 350.47 requires all EPN participants to submit documents, request and receive driver records, and pay invoices electronically starting April 1, 2026.2California DMV. Employer Pull Notice Program After that date, the paper INF 1100 workflow goes away for routine use. You will manage additions and deletions through one of three channels:
- The DMV’s online EPN portal, where you can add and remove drivers directly and view reports.
- Secure File Transfer (SFT), for batch inquiries covering new hires, casual drivers, and newly enrolled drivers.
- A DMV-approved EPN agent acting on your behalf, which requires a completed and signed form INF 2110 (EPN Agent Authorization).2California DMV. Employer Pull Notice Program
Invoicing moves to electronic as well, so the attached-check model used with paper INF 1100 will not carry over.
What Happens After You Submit
For a newly enrolled driver, the DMV generates the initial Driver Record Report (DL 414) and sends it to you within ten business days of the enrollment date.1Department of Motor Vehicles. Commercial Employer Pull Notice Enrollment or Deletion of Drivers After that, the EPN system pushes an alert to you automatically whenever the DMV posts a significant event to the driver’s record (a conviction, failure to appear, reported accident, suspension, or revocation), and generates a periodic report at least once every twelve months on the driver’s enrollment anniversary.2California DMV. Employer Pull Notice Program
Keep every report you receive at your principal place of business. The California Highway Patrol can demand to inspect your pull-notice records during regular business hours, and you must produce them on request.3California Legislative Information. California Code VEH 1808.1 For annual reports, you are also required to verify each driver’s license status, check their traffic violation point count, confirm whether they have any DUI convictions, and sign and date the report.
One housekeeping note worth building into your routine: because you pay $5 for every driver on your roster, promptly submitting a deletion INF 1100 when someone leaves saves you money and keeps your records from filling up with reports on former employees.
