The Chicago business license application then moves through zoning review, fee payment, and any inspections your license type requires before BACP mails you the license certificate. Picking the right license category and clearing any debt you owe the city before you pay the fee are the two things that decide whether your application takes a couple of weeks or drags on for months.

Figure Out Which License You Need

Chicago sorts business licenses into two broad buckets. Some operations need more than one license. A retail store that adds a small café picks up a separate food establishment license on top of its existing one. Professions That Don’t Need a City License

Many professions regulated by the Illinois Department of Financial and Professional Regulation are exempt from the Chicago business license requirement, including physicians, dentists, attorneys, architects, CPAs, pharmacists, real estate brokers, nurses, and veterinarians. State-chartered banks, credit unions, currency exchanges, mortgage brokers, and money transmitters regulated by IDFPR’s Division of Banking are also exempt. If You’re Running the Business From Home

Home-based businesses are allowed but tightly capped. No more than one non-resident employee can work in the home, and you’re limited to two patrons inside at any one time and ten total across any 24-hour period. What to Gather Before You Start

The city’s checklist for a new application is specific, and vague answers slow the review down. Have the following ready:

  • Registration with the Illinois Secretary of State if you’re operating as an LLC, corporation, or partnership.
  • A Federal Employer Identification Number. Sole proprietors without employees can use a Social Security Number instead.
  • An Illinois business tax registration through MyTax Illinois with the Illinois Department of Revenue.

  • Your exact business address and the square footage used for the commercial activity.

Submitting the Application

Zoning Review

Every new application triggers a zoning review confirming that your proposed activity is permitted at that specific address under the Chicago Zoning Ordinance. There is no separate zoning certificate to buy; the review happens inside the license application. Depending on the business, BACP may ask for architectural plans prepared by a licensed architect, Department of Buildings permits, proof of parking compliance, or a valid driveway permit from the Chicago Department of Transportation.6City of Chicago. Fees

Once zoning clears, BACP provides the full application. After BACP confirms it’s complete, you pay. Fees are non-refundable and depend on the license type. As of January 1, 2026:

  • Limited Business License: $500 for a two-year term
  • Regulated Business License: $1,000 for a two-year term
  • Massage Establishment: $550 for a two-year term
  • Hotel: $1,000 plus $2.20 per room for a two-year term
  • Shared Housing Unit Operator: $500 for a two-year term
  • Shared Housing Unit Registration: $250 per year
  • Pharmaceutical Representative: $750 per year

Inspections and Debt Holds

After payment, one or more departments may need to inspect your premises. What you face depends on your license type:6City of Chicago. Business License Application Steps

  • Health inspections by the Chicago Department of Public Health for food businesses and some other regulated activities.
  • Buildings inspections by the Department of Buildings for public places of amusement, children’s facilities, and certain other categories.
  • Fire inspections by the Fire Department for garages, gas stations, mobile food vehicles, and similar operations.
  • A criminal history check for license types that require fingerprinting.
  • A debt check on the applicant and any controlling person.

The debt check is where a surprising number of applications stall. Outstanding parking tickets, unpaid water bills, overdue tax filings with the Department of Finance, or expired permit fees for signs or awnings all put a hold on your account and block the license from issuing. If an inspector flags a violation, whether a missing exit sign, improper food storage, or inadequate fire suppression, you’ll need to fix it and pass a follow-up before the license issues.

Getting the License

Keeping the License Current

Most Chicago business licenses run on a two-year cycle, and you renew online through Chicago Business Direct before the expiration date printed on the certificate. BACP sends a renewal notice by mail, but the responsibility to renew on time is yours; late fees and interest accrue on overdue renewals.13City of Chicago. Renewing a Business License Renewal follows the same shape as the initial application: log in, clear any account holds, update ownership or activity changes, pay the fee, and pass any renewal inspection your license type requires.

Between renewals, tell BACP promptly about changes. For most license holders, any change in ownership involving someone with more than a 25% interest, or any change in corporate officers, requires a change of ownership/officer application.
