The Harris County convenience package Form MV-501 is a one-page cover sheet that goes on top of a bundled envelope of title transfers and registration transactions dropped off at the Tax Assessor-Collector’s office for batch processing. Title services, dealerships, and residents with several transactions at once use it instead of standing at the counter for each one. The form is short. The paperwork, fees, and drop-off rules behind it are where packages get rejected.
What the Form Is and Who Uses It
MV-501 is listed on the Harris County Tax Office forms page under Vehicle Registration Forms as “Convenience Packages.”1Harris County Tax Office. The cover sheet tells processing staff what’s in the envelope so they can cross-check the contents before working through the transactions.
Filling In the Cover Sheet
The form has a header block of contact fields and a transaction table below it. Complete every field.2Harris County Tax Office. Harris County Convenience Package Form MV-501
- Company Name: your business name, or your personal name if you’re an individual.
- Mailing Address, City, State, Zip: where the Tax Office can reach you by mail.
- Phone and Email: completion notifications go out by email and text, so both need to be correct.
- Contact Person: who the office calls with questions about the package.
- Runner’s Name: the person physically dropping off and picking up.
- # Titles: the total count of title transfer transactions in the envelope.
- # Registrations: the total count of registration renewals.
- # of Checks: the number of checks or money orders enclosed. Count twice. Miscounted checks are a common reason packages get held up.
- Package Drop-off Location: which of the three authorized branches you’re using.
In the table below the header, list each applicant’s name and the vehicle’s VIN. The table has to match what’s actually in the envelope, in the same count and order.
What Each Transaction Needs Behind the Cover Sheet
A missing document on a single transaction can hold up the whole package. For a standard used-vehicle title transfer, every transaction set needs:
- The signed vehicle title, with the date of sale and odometer reading filled in by the seller.3Texas Department of Motor Vehicles. Buying or Selling a Vehicle
- A completed Application for Texas Title and/or Registration (Form 130-U).
- Proof of liability insurance in the new owner’s name, meeting the Texas minimum of 30/60/25.4Texas Department of Insurance. Auto Insurance Guide
- A photocopy of the applicant’s photo ID. A driver’s license or state ID from any U.S. state or territory, a U.S. or foreign passport, a U.S. military ID, or ID from DHS, State, or USCIS all qualify, and they can be expired by up to 12 months.5Texas Department of Motor Vehicles. - A current Vehicle Inspection Report in the state database, or a copy in the envelope. Harris County is an emissions county, so gasoline-powered vehicles 2 to 24 model years old need an annual emissions inspection. Diesel vehicles, electric vehicles, motorcycles, and mopeds are exempt.6Texas Commission on Environmental Quality. Vehicle Emissions Inspections in Texas
The title application has to be filed within 30 days of the sale date, or a late-transfer penalty applies.7Texas Department of Motor Vehicles. When someone other than the vehicle owner is submitting the application, which is the normal case for title services and dealerships, include an original Limited Power of Attorney (Form VTR-271). It must be signed in black or blue ink by both the grantor and the grantee, carry no alterations, and come with a photocopy of each party’s photo ID.8Texas Department of Motor Vehicles. Where and When to Drop Off
Only three branches accept convenience packages:14Harris County Tax Office. Commercial
- Cypress Hill: 4290 Cypress Hill Dr, Spring, TX 77388
- Distribution Center: 11525 Todd Rd, Houston, TX 77055
- Kyle Chapman: 7330 Spencer Hwy, Pasadena, TX 77505
Drop-off happens Monday and Tuesday only, 8:00 a.m. to 9:30 a.m. The window is narrow, so plan to arrive early. You can only drop at one location per scheduled day. Dealers are capped at six packages of no more than ten transactions each. Title services are capped at two packages of no more than ten transactions each, with up to six per authorized dealer they represent. Every package needs its own MV-501 on top.
After Drop-Off: Processing, Pickup, and Status
Processing runs roughly two to four weeks depending on staffing and volume. That is substantially slower than a walk-in transaction, so if a buyer needs plates quickly, a convenience package is not the right route.
When the package is ready, the Tax Office sends an automatic email notification, and a text as well if you supplied a cell number. At pickup, the runner checks in at a self-service kiosk in the branch lobby. The kiosk prints a receipt, which the runner then presents at the counter to collect the completed titles and registration documents.
If the two-week mark passes with no notification, use the status lookup at hctax.net. You can search by the last six digits of a VIN, the owner’s name, or the business name, select the branch where the package was dropped, and send a question directly to that branch’s processing staff.15Harris County Tax Office.
