How to Fill Out the Hawaii State Identification Card Application

To apply for a Hawaii state identification card, book an appointment at your county driver licensing center, bring original documents proving your identity, legal presence, and Hawaii address, complete the state ID application form, and pay the $40 fee. The card is valid for eight years and is issued in two versions: a REAL ID-compliant card with a gold star, and a limited purpose card for applicants who cannot or choose not to prove authorized presence in the United States.

Choose Which Card You Want Before You Apply

The first decision is which of the two Hawaii state ID cards you need. A REAL ID-compliant card carries a gold star and works for domestic air travel and entry to federal facilities. A limited purpose card does not; it is marked “Not acceptable for official federal purposes” and is valid for one year instead of eight.1Law.cornell.edu. Haw. You can only hold one REAL ID-compliant credential at a time. If you already have a REAL ID driver’s license and want a REAL ID state ID, you have to surrender the license and downgrade it to a limited purpose driver’s license or permit, and the reverse is also true.2Hawaii Department of Transportation. Documents to Bring

For a REAL ID-compliant card, Hawaii wants originals or certified copies covering four areas: legal presence, legal name and date of birth, Social Security number, and Hawaii principal residence. Photocopies, notarized copies, and faxes are not accepted.3Department of Customer Services. State ID

Identity and Legal Presence

A U.S. birth certificate or unexpired U.S. passport covers both identity and legal presence in a single document.4Hawaii Department of Transportation. Identification and Legal Presence Other accepted proofs of legal presence include a Certificate of Naturalization, Certificate of Citizenship, or a valid Permanent Resident Card. Non-citizens with temporary authorization may present an unexpired foreign passport with a valid U.S. visa and approved I-94, or an Employment Authorization Document.

If your current legal name differs from the name on your identity document, bring the connecting documents that show every step of the change. Social Security Number

Since June 18, 2021, presenting a Social Security number document has been optional.6Hawaii County, HI Vehicle Registration & Licensing. Hawaiʻi State Identification Cards You can still bring your Social Security card, a W-2, or an SSA-1099 to speed verification, but skipping it will not get your application denied. The number field remains on the form.

Hawaii Principal Residence

This is the step where applications most often fall apart. You need two documents from different entities or accounts, each showing your Hawaii address and your full first and last name.7Hawaii Department of Transportation.   • Utility bills for electric, water, gas, cable, or phone, no more than two months old.
  • Bank, credit union, credit card, or investment statements no more than two months old. Two statements from the same bank with the same account number count as one document.
  • Government mail such as a voter notification postcard, Social Security Administration benefit letter, or hospital statement, no more than two months old.
  • Current vehicle registration, title, or a valid auto insurance card.
  • U.S. or Hawaii income tax returns, W-2s, or 1099s from the previous year. Hawaii returns are accepted if filed within the last two years.
  • Current mortgage statement, real property tax assessment, or a residential rental agreement for six months or more.
  • A paycheck or pay stub from your employer, no more than six months old.

Living with someone whose name is on all the bills? Ask for the affidavit form at the licensing center. You affirm that your principal residence matches the address of the person you live with, and that person provides their own address documents. Filling Out the Application Form

You can download the State of Hawaii Identification Card Application as a PDF from the Hawaii Department of Transportation website or pick up a paper copy at any county licensing center.8Hawaii Department of Transportation. The form asks for your full legal name (last, first, middle, suffix), mailing address, Hawaii principal residence, Social Security number, and date of birth. If your mailing and residence addresses match, you can write “SAME” in the residence field. Mark whether you want the REAL ID-compliant card or the limited purpose card.

Book an Appointment in Your County

Every Hawaii county requires an appointment for state ID service. Walk-ins are generally not served. Each county runs its own booking system:

Appointments fill quickly, especially on Oahu. If nothing is open in the next few days, check again; cancellations open slots regularly.

What Happens at the Licensing Center

Bring your completed application, all original supporting documents, and payment. A clerk reviews your paperwork, verifies each document, and asks a few short questions to confirm your information. A new photograph is taken at the counter. In Honolulu, digital fingerprints are also captured; the other counties do not require fingerprints for a state ID.

If a document is missing, expired, or names you differently from your application, the clerk will send you away to come back with the right paperwork. There is no partial processing. Check name consistency across every document before you leave the house.

Fees and Fee Waivers

The standard eight-year card costs $40, whether you are applying for the first time or renewing. It expires on your birthday eight years from issue.3Department of Customer Services. State ID A duplicate to replace a lost, stolen, or damaged card costs $6.

Hawaii waives the $40 fee for applicants experiencing homelessness or extreme hardship. Homeless applicants present a verification letter from a Department of Human Services-recognized homeless service provider. Extreme hardship is documented with an SSA award letter for supplemental security income benefits or a DHS notice of financial benefits. Temporary ID Now, Permanent Card in the Mail

You leave the counter with a temporary paper ID. The permanent plastic card arrives by mail within six to eight weeks.3Department of Customer Services. State ID The temporary document works for most everyday needs: cashing checks, proving your age, handling business at a bank.

The temporary paper ID is not accepted by the TSA for air travel.15Transportation Security Administration. Acceptable Identification at the TSA Checkpoint If you have a flight during the six-to-eight-week wait, plan to use a U.S. passport, passport card, or another form of ID on the TSA’s accepted list. This gap matters more now that REAL ID enforcement is in effect for domestic flights.

What Changes at Renewal

Renewals use the same process, the same $40 fee, and the same document rules, with one shortcut. U.S. citizens and permanent residents who previously submitted REAL ID documents and received a compliant card do not have to bring those documents again, provided nothing has changed. A new photograph is required at every other renewal.14Hawaii Department of Transportation. For a name change on an existing card, bring the same connecting documents used at first application (certified marriage certificate, divorce decree, or court order) along with your current card. Address changes alone can be processed without a new photo, but any change to personally identifiable information beyond your address means a full in-person visit.
