Any New York City resident age 10 or older can apply, regardless of immigration status, housing situation, or gender identity.2NYC. Frequently Asked Questions – IDNYC The city does not ask about immigration status at any point in the process.3NYC.gov. Privacy and Confidentiality
Applicants between 10 and 13 must apply with a caretaker. That caretaker needs to bring a document showing the relationship: the child’s birth certificate naming them as a parent, an adoption decree, a court guardianship order, or a letter from NYC Administration for Children’s Services or an ACS-designated foster care agency dated within 60 days.4NYC.gov. If you are experiencing homelessness, a signed letter from a shelter director, social service agency, or residential care facility executive dated within 60 days satisfies the residency requirement. Residents in foster care who are 21 or younger can use a letter from ACS or a foster care agency for the same purpose.
Gather Four Points of Documents
The application runs on a point system. You need at least four points total: three proving identity and one proving NYC residency. At least one document must include a photograph, and at least one must show your full date of birth.5NYC. How to Apply – IDNYC
Identity Documents
The cleanest path to three identity points is one high-value document. Each of these is worth three points on its own:4NYC.gov. Document Calculator – How to Apply – IDNYC
- Current U.S. passport or passport card
- Foreign passport with a machine-readable zone
- U.S. Permanent Resident Card (green card)
- Current U.S. work permit
- Certificate of Citizenship or Naturalization
- U.S. state-issued ID card or driver’s license
- Current IDNYC card, or one expired within the last six months (without a current address)
If you don’t have one of those, combine two-point documents to reach three. These include a U.S. birth certificate, a Social Security card, a U.S. passport expired within three years, a non-machine-readable foreign passport, a U.S. visa with a photo, and a USCIS approval notice.
One-point identity documents fill smaller gaps and include a U.S. voter registration card, a marriage certificate, a foreign passport copy, an ITIN card, and a foreign birth certificate. Working only from one-point documents, you may need three or four of them to hit the identity threshold.
Residency Documents
One residency point is enough. Common one-point proofs:6NYC311. IDNYC Documents Required to Apply
- Utility, phone, or cable bill dated within 60 days
- Current residential lease
- Employment pay stub showing a NYC address
- Bank or financial account statement
- Property tax bill
- School transcript or enrollment letter from a NYC institution
A current New York State driver’s license or state ID with your NYC address printed on it can satisfy both halves at once: three identity points and residency.
Rules That Apply to Every Document
Only originals or copies certified by the issuing agency are accepted. Photocopies and digital screenshots are not.4NYC.gov. Document Calculator – How to Apply – IDNYC Expired documents don’t count unless the point chart specifically allows them, such as certain passports expired within three years. Everything you bring is returned to you at the end of your appointment.5NYC. How to Apply – IDNYC
If your documents are in a language other than English or Spanish, the program will arrange a free translator for your appointment. Note your language in the “Special Instructions” field when you book so the translator is ready when you arrive.6NYC311. IDNYC Documents Required to Apply
Complete the Online Form
Begin the application at a069-idnyconlineportal.nyc.gov. Filling it out online before your appointment saves time at the enrollment center because staff can pull up your information rather than typing it in from scratch.7NYC.gov. Start Your IDNYC Application
The form asks for:
- Full legal name as it appears on your identity documents
- Date of birth
- Residential address in one of the five boroughs (this address prints on the card)
- Physical description: eye color and height
- Gender designation: male, female, or X
- Preferred language for future program communications
Match your name and date of birth to your supporting documents exactly. A mismatch between the form and the paperwork is one of the most common reasons applications stall at the enrollment center.
Optional Designations on the Form
The application lets you add a “Veteran” label printed directly on the card. To qualify, bring an original or certified copy of a discharge document such as a DD-214 showing an honorable discharge, a DD-2 retired military ID, a Veterans Health Identification Card, an NGB-22 from the National Guard, or a New York State license with a veteran marker. If you’ve lost your discharge paperwork, the NYC Department of Veterans’ Services can help you get replacement documentation.8NYC311. IDNYC Card Corrections, Changes, and Lost Cards
You can also add an organ donor designation through the portal. Removing that designation later takes either a portal update or an in-person appointment. Removing it from the card does not remove you from the New York State Donate Life Registry, which is a separate process through the state.
Book and Attend Your Appointment
Most enrollment centers require an appointment, bookable through the online portal or by calling 311.9NYC.gov. Make an Appointment – IDNYC Four locations accept walk-ins on designated days, first come, first served:7NYC.gov. Start Your IDNYC Application
- East New York (2400 Fulton Street, 5th Floor) on Tuesdays
- Bronx Monterey on Wednesdays
- Manhattan Union Square on Thursdays
- Queens Public Library at Central (89-11 Merrick Boulevard) on Fridays
Bring every original document you plan to use. The enrollment officer reviews each one in person. Your photo is taken on site, so you don’t need to bring one, and you’ll provide a digital signature that goes on the card.5NYC. How to Apply – IDNYC The visit usually takes 15 to 30 minutes if your documents are in order.
After You Apply
Once the enrollment officer approves your application, the city mails the finished card to the address you provided. Expect it in about 14 business days.1NYC311. IDNYC Municipal ID Card You’ll leave the appointment with a receipt number that lets you track the card’s status through the online portal.
If the application is denied, the city sends a letter explaining why. The most common reasons are insufficient document points, expired documents that don’t qualify for an exception, and mismatches between the application and the paperwork. Suspected fraud, such as falsified documents or a photo matching an existing cardholder, can result in both a denial and the suspension of any current card.10NYC.gov. HRA Executive Order No. E-750
The card itself is free. A replacement for a lost or damaged card costs $10.8NYC311. IDNYC Card Corrections, Changes, and Lost Cards
