How to Fill Out the Illinois Emissions Economic Hardship Extension Form

If your car failed emissions testing in the Chicago or Metro-East St. Louis area and you can’t afford the repairs, the Illinois emissions economic hardship extension gives you a one-year compliance certificate so you can still renew your license plates. You apply through Illinois Air Team, the state’s testing program operator, either online or by mail, and you need to show both a qualifying low household income and a written repair estimate of at least $588 for emissions-related work.1Illinois Air Team. Economic Hardship Extension The extension is authorized by the Illinois Vehicle Emissions Inspection Law at 625 ILCS 5/13C-30.2Justia Law. Who Qualifies

The eligibility rules sit in 35 Illinois Administrative Code Section 276.404, and every condition has to be met. Missing one gets the application denied.3Legal Information Institute. Illinois Administrative Code tit 35 Section 276.404 – Economic Hardship Extension Requirements

  • Your vehicle must have failed an official emissions inspection. A failure limited to the fuel cap test does not qualify.
  • Your household income must meet the program’s low-income definition. If the vehicle is co-owned by people in different households, the combined household incomes still have to fall within the threshold.
  • You need a written repair estimate from a recognized repair technician showing emissions-related repairs of at least 50 percent of the waiver repair minimum. For 2026 the waiver minimum is $1,176, so your estimate must show at least $588. If you plan to do the work yourself, document the cost of emissions-related parts.4Illinois Air Team. Repair Waiver
  • The vehicle cannot have had a prior hardship extension unless it passed an emissions test after that earlier extension was issued.1Illinois Air Team. Economic Hardship Extension
  • You must authorize the Illinois EPA to verify your information with other state agencies, including the Secretary of State and the Department of Human Services.3Legal Information Institute. Illinois Administrative Code tit 35 Section 276.404 – Economic Hardship Extension Requirements

Household income is defined broadly: wages, interest, annuities, pensions, Social Security, retirement and disability benefits, public aid, alimony, child support, unemployment, workers’ compensation, and indirect income like utility allowances all count. Income earned by dependent children under 18 is excluded. The application itself lists the current income limits; for context, 150 percent of the 2026 federal poverty level for a family of four is $49,500.5Illinois General Assembly. Illinois Administrative Code Title 35 Part 2766U.S. Department of Health and Human Services. 2026 Poverty Guidelines

Two kinds of costs do not count toward the repair figure: repairs covered or to be covered by a manufacturer emissions recall, and repairs tied to tampering with emissions equipment. The extension is for genuine mechanical failures, not for cars with missing or disconnected emissions parts.

What a Valid Repair Estimate Looks Like

The estimate has to come from a recognized repair technician and arrive on a dated work order, company letterhead, or invoice.1Illinois Air Team. Economic Hardship Extension It should itemize parts and labor connected to the specific emissions failure. Unrelated work, such as brake pads or an oil change, won’t count toward the $588 floor even if it’s on the same invoice. The repair codes on the estimate should line up with the diagnostic trouble codes from your failed inspection, since that’s how the reviewer confirms the work addresses the failure.

How to Apply

The quickest option is the online application on the Illinois Air Team site. You enter your Illinois license plate number and VIN, the system pulls your vehicle and failed test record, and you fill in the income certification and upload the repair estimate. No separate paper form is needed when you apply online.1Illinois Air Team. Economic Hardship Extension

For paper applications, download the PDF from the same page, complete it in full, attach your documents, and submit by one of these channels:

  • Email: Waivers@IllinoisAirTeam.net
  • Fax: 312-327-7640
  • Mail: Illinois Air Team, P.O. Box 3266, Glen Ellyn, IL 60137-9998

You don’t need the form notarized. You do sign a certification that your information is accurate and that the state may verify your income and ownership through other agencies. Check your plate number and VIN carefully before sending; a typo prevents the system from matching your application to the failed inspection and stalls everything.

If Approved, and If Denied

Approval produces a one-year emissions compliance certificate for your vehicle, which you use to renew your registration with the Secretary of State.3Legal Information Institute. Illinois Administrative Code tit 35 Section 276.404 – Economic Hardship Extension Requirements The one-year clock runs from your current registration expiration date, not from the day the certificate is issued.1Illinois Air Team. Economic Hardship Extension

If the application is denied, the notice will state which requirement wasn’t met. The usual reasons are a repair estimate under the $588 threshold, income above the qualifying level, or a prior hardship extension on the same vehicle with no passing test in between. If the problem is fixable, such as getting a more detailed itemized estimate from the shop, you can resubmit.

Skipping the process entirely isn’t a workable option. Illinois won’t renew the plates on a vehicle that failed emissions and never obtained an extension, waiver, or passing retest, and driving on expired plates exposes you to traffic stops and fines.7Illinois.gov. Before the Year Runs Out

The hardship year goes by faster than people expect, and this is where applicants get stuck: you can’t just file another hardship extension on the same vehicle unless it has passed a full emissions test in the meantime.3Legal Information Institute. Illinois Administrative Code tit 35 Section 276.404 – Economic Hardship Extension Requirements Three realistic paths remain.

The cleanest is to finish the emissions repairs during the extension year and retest. If the vehicle passes, you’re back on the normal renewal cycle.

If you spend at least $1,176 on qualifying emissions repairs in 2026 and the vehicle still fails the retest, you can apply for a repair waiver instead. The waiver has its own rules: repairs must be done by a recognized technician, receipts must be dated no more than 30 days before the test eligibility date and identify the vehicle by VIN, and the car has to pass a visual check confirming that components like the catalytic converter, gas cap, and oxygen sensors are present and working. Tampering-related fixes and check engine light or data link connector failures don’t count toward the $1,176 minimum.4Illinois Air Team. Repair Waiver

If the repair bill approaches the car’s value, selling the vehicle or getting a junking certificate from the Secretary of State may be the better call. A vehicle with a junking certificate is exempt from emissions testing.8Illinois Air Team. Does My Vehicle Need to be Tested?
