How to Fill Out the Iowa W-4: Allowances, Exemptions, Withholding

To fill out the Iowa W-4 for 2026, you enter dollar-value allowances on Lines 1 through 6 based on your filing status, dependents, and expected deductions and credits, add them up on Line 7, list any extra withholding you want on Line 8, then sign the form and give it to your employer. Iowa’s version of the W-4 (form 44-019) does not count allowances the way the federal form does; each allowance is a specific dollar amount, and your employer plugs the total into the withholding tables built around Iowa’s flat 3.8 percent income tax rate.1Iowa Department of Revenue. Before You Start

Download the 2026 IA W-4 from the Iowa Department of Revenue website, or ask your employer’s payroll or HR office for a copy. New hires and rehires have 15 days from their start date to complete and sign one. Skip it and your employer must withhold as if you claimed zero allowances, which pulls the maximum from every check.2Department of Revenue. Iowa Withholding Tax Information

Have three things at hand: your Social Security number, your current home address, and your Iowa filing status (single, married filing jointly, head of household, or another status), since status drives how the withholding tables read your allowances.3LII / Legal Information Institute. Iowa Code r 701-301.4 – Filing Status

A note on the math you’ll see repeatedly: several lines ask you to multiply an estimated dollar figure by 0.038. That’s the 3.8 percent flat rate, converting an anticipated deduction or credit into the allowance equivalent.

Line 1: Personal and Spouse Allowances

Start with yourself. Claim $40 if you file as single or married filing jointly, or $80 if you qualify as head of household. Add $20 if you are 65 or older, and another $20 if you are blind.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

If you’re married and your spouse either doesn’t work or isn’t claiming allowances on a separate IA W-4, add on the same line:

  • $40 for your spouse
  • $20 more if your spouse is 65 or older
  • $20 more if your spouse is blind

Total everything and put the dollar figure on Line 1. A single 67-year-old, for example, enters $60.

Line 2: Dependents

Claim $40 for each dependent you expect to claim on your Iowa return. Three dependents means $120 on Line 2.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

Lines 3 Through 6: Deductions, Adjustments, and Credits

These four lines let you match your withholding to deductions and credits you expect to claim at tax time. Many filers leave some or all of them blank.

Line 3: Itemized Deductions

If you plan to itemize and your total will exceed the standard deduction already baked into the withholding tables, the form instructions walk you through estimating the excess and multiplying by 3.8 percent to get the allowance figure for Line 3.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

Line 4: Adjustments to Income

Line 4 handles above-the-line items such as IRA contributions, Keogh or SEP payments, early-withdrawal penalties on savings, and student loan interest. Estimate the annual total, multiply by 0.038, round to the nearest dollar, and enter the result.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

Line 5: Child and Dependent Care Credit

If you pay for child or dependent care and qualify for the Iowa credit, use your total Iowa income to find the allowance:4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

  • $0–$19,999: $200
  • $20,000–$34,999: $160
  • $35,000–$44,999: $120
  • $45,000–$89,999: $40
  • $90,000 or more: no allowance

Married couples filing jointly use combined income. Filers using married filing separately generally cannot claim this credit.

Line 6: Federal Personal Exemption Credit

Taxpayers age 65 or older may be eligible for a federal personal exemption of up to $6,000 for 2026. If it applies to you, multiply your estimated exemption amount by 0.038, round, and enter the result on Line 6.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

Line 7: Total Allowances. Line 8: Extra Withholding

Add Lines 1 through 6 and enter the total on Line 7. That single figure is what your employer feeds into the withholding tables.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

Line 8 is optional. Enter a flat dollar amount you want withheld from each check on top of the calculated amount. People use it to cover tax on side income, or simply to aim for a larger refund.

If You Have More Than One Job, or Both Spouses Work

Don’t claim the same allowances twice. The standard approach is to take your full allowances on the IA W-4 for your primary job and claim zero (or a reduced amount) on the form for any other job.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

You can also add extra withholding on the secondary form using Line 8. The Iowa Department of Revenue’s formula: divide either $15,000 or $30,000 (depending on the allowances claimed on your primary form) by the number of pay periods at the secondary job, then multiply by 3.8 percent.2Department of Revenue. Claiming Full Exemption From Withholding

You can ask for zero Iowa withholding, but only if you’re an Iowa resident and both of these are true:4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

    • For 2025, you were entitled to a full refund of all Iowa income tax withheld because you owed no Iowa tax.
    • For 2026, you expect a full refund for the same reason.

The form lists income thresholds to help you check. If you’re 64 or younger:

    • Single, claimed as a dependent: total income under $5,000
    • Single, not a dependent: total income under $9,000
    • Any other filing status: combined total income of $13,500 or less

If you’re 65 or older (only one spouse needs to be 65 or older):

    • Single: total income of $24,000 or less
    • Any other filing status: combined total income of $32,000 or less

Nonresidents cannot claim this exemption. An exemption expires each year; to keep it going, file a new IA W-4 by February 15.

A separate exemption applies under the Military Spouses Residency Relief Act if your spouse is a uniformed service member stationed in Iowa on orders, you are in Iowa solely to be with your spouse, and you keep legal residence in another state. Indicate this on the IA W-4 and list your state of legal residence.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

    Signing and Turning It In

Sign and date the bottom. Your signature certifies the information is true under penalty of perjury. Give the completed form to your employer’s payroll or HR department; you don’t send it to the Iowa Department of Revenue yourself.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions

Check the state tax line on your next couple of pay stubs to confirm the change took effect. How quickly it appears depends on your employer’s payroll cycle.

When to File a New IA W-4

Your form stays in effect until you replace it. Some changes force a quick update. If the allowances you can rightfully claim drop, because a dependent no longer qualifies or your spouse starts working and claims their own, you must file a new IA W-4 within 10 days.4Iowa Department of Revenue. 2026 IA W-4 Employee Withholding Allowance Certificate Instructions If your allowances go up (for example, after a birth), you may file a new form whenever you like but aren’t required to.

Other common triggers: a change in marital status, a big shift in income, or picking up or dropping a second job. If you realize during the year that you’ll owe Iowa tax for the first time, file a new IA W-4 within 10 days. If you expect to owe for the following year, file by December 31.

Getting It Wrong: Penalties and Under-Withholding

Overstating allowances undercuts your withholding and creates two problems. Under Iowa law, claiming allowances beyond what you’re entitled to is a serious misdemeanor.5Iowa Legislature. Iowa Code 422.16 – Withholding of Income Tax at Source Federally, willfully providing false information on a withholding certificate can carry a fine of up to $1,000, up to one year in prison, or both.6Office of the Law Revision Counsel. 26 USC 7205 – Fraudulent Withholding Exemption Certificate or Failure to Supply Information

Even without any bad intent, under-withholding can trigger an underpayment penalty on your return. For tax years beginning in 2026, the penalty generally kicks in when you owe $1,000 or more on income that wasn’t covered by withholding. You avoid it if your payments during the year equal or exceed your prior year’s total tax liability, or cover at least 90 percent of your current year’s tax on annualized income.7Department of Revenue.
