How to Fill Out the Maryland MVA Change of Address Form (VR-154)

To complete a Maryland MVA change of address, log into your myMVA account at mymva.maryland.gov or visit a self-service kiosk, enter your new residential address, and submit. There is no fee, the update takes a few minutes, and state law gives you 30 days from your move to do it.¹ The MVA then mails a free Change of Address card to your new address, which you carry alongside your current license or ID as proof of your updated residency.²

The MVA no longer centers this process on a single paper form. Most people complete it digitally.²

What You Need Before You Start

Have three things ready before you log in or walk up to a kiosk:²

Your driver’s license or ID card number. If you’ve lost the card, you can look up the number through your myMVA account or by contacting the MVA directly.
Your date of birth.
Your MVA PIN or login credentials. The PIN was assigned when you first received your license or ID. If you don’t have it, you can reset it through the myMVA portal.

You’ll also need your complete new residential address, including any apartment or unit number and the zip code. Keep your old address handy too, since the system asks for both to match your record.

Changing Your Address Online Through myMVA

The fastest route is myMVA at mymva.maryland.gov. Address changes are among the 60-plus services the portal handles.³ After logging in with your license number, date of birth, and PIN, go to the address change section, enter the new information, and confirm. The system generates a confirmation that the update was received.

Updating the address itself costs nothing.² The whole transaction takes only a few minutes once your login is ready.

Using a Self-Service Kiosk

If you’d rather not do it online, MVA self-service kiosks at branch locations run the same transaction.² You authenticate with the same three items: license number, date of birth, and MVA PIN. The on-screen prompts walk you through entering the new address. No appointment is needed, which makes a kiosk useful if you’re already at an MVA office. The locations page at mva.maryland.gov/locations lists branches with kiosk service.

The 30-Day Deadline

Maryland Transportation Code Section 16-116 requires anyone who holds or has applied for a driver’s license to notify the MVA in writing within 30 days of a move.¹ Completing the online change or a kiosk transaction satisfies the “in writing” requirement. An expired license is exempt.

Missing the deadline won’t necessarily trigger a fine on its own. The real risk is practical: registration renewals, legal notices, and MVA correspondence all go to the address on file. If something important lands at your old place and you miss a deadline because of it, the consequences fall on you.

What You Receive After You Submit

The MVA mails a Change of Address card to your new residential address at no cost. You carry this card together with your current license or ID, and the pair serves as your official proof of identity and residency.² It arrives without any further action on your part.

You will not automatically receive a new plastic license or ID showing the new address. The Change of Address card is designed to fill that gap. It fits in your wallet with your existing card, and agencies recognize it as a valid companion document.

Ordering a Duplicate License With the New Address Printed

If you want a plastic license or ID that shows your new address, you have to order a duplicate. A duplicate driver’s license currently costs $30.⁴ You can order one through your myMVA account or at an MVA branch, and the new card arrives at the residential address on file within 7 to 10 business days.²

For most people, the $30 isn’t worth it unless you’re close to renewal anyway or need the physical card for a specific purpose. The free Change of Address card does the same legal job.

Vehicle Title and Registration Are Separate

Updating your license address does not update your vehicle title or registration. Those are separate records, and Maryland law gives you the same 30-day window to notify the MVA of a new address for any registered vehicle.⁵ In most cases you can handle it online through the same myMVA account, and if a corrected title or registration is issued, it will be mailed to you.⁶

Updating Voter Registration at the Same Time

During the myMVA address change, you can update your voter registration in the same transaction. Federal law authorizes this.⁷ The system prompts you, and taking care of it here means your election materials reach the correct precinct without a separate filing through the State Board of Elections. If you skip it during the address change, you can still update your voter registration through the elections board afterward.
