The NCUI 101 is the initial application for unemployment insurance benefits in North Carolina, filed with the Division of Employment Security (DES) to open your claim. The fastest way to submit it is through the MyNCUIBenefits online portal at des.nc.gov, though you can also mail a paper version. What to Have Ready Before You Start
The application asks for detail you probably don’t have memorized, and the online portal can time out. Pull everything together first.
- Your Social Security number and a valid North Carolina driver’s license or state ID.
- Employment history for the past 24 months. For each employer: the company name spelled exactly as it appears on your pay stubs, the physical street address of the worksite (not a corporate headquarters in another state), the phone number, and your exact start and end dates.
- A specific separation reason for each job. “Let go” is not enough. Know whether you were laid off, fired, quit, or had your hours cut, and be ready to explain what happened.
- Bank routing and account numbers if you want direct deposit instead of a debit card.
- Recent pay stubs or W-2s. You won’t necessarily type in your wages, but you’ll want the records when your Monetary Determination arrives so you can check DES’s figures.
Filing Online Through MyNCUIBenefits
Go to des.nc.gov and create a MyNCUIBenefits account. The portal walks you through screens for personal information, employment history, and separation details, and it lets you save your progress along the way.2North Carolina Division of Employment Security. Every employer entry needs a separation reason code that matches your circumstances. Choose carefully. If the code you pick doesn’t line up with what your former employer later reports, DES opens a fact-finding investigation and your first payment gets pushed back by weeks.
After the last employer entry, you pick a payment method and land on a review screen. Check every field against your records, especially company names and dates. Submitting generates a Claim Confirmation page with a unique confirmation number. Save or print it. That number is your proof DES received the application, and you’ll need it if you call customer service at 888-737-0259.
Identity Verification With ID.me
DES uses ID.me to confirm your identity before processing your claim.3North Carolina Division of Employment Security. If the automated check fails, ID.me connects you to a live video agent. Keep your ID and a device with a working camera nearby while you file, because the verification prompt can appear during the application or right after.
Filing by Mail
If you cannot file online, mail a completed paper NCUI 101 to the Division of Employment Security at P.O. Box 25903, Raleigh, NC 27611-5903.4North Carolina Division of Employment Security. What Happens After You File
The Unpaid Waiting Week
North Carolina law requires one unpaid waiting week before benefits begin. The first week you are otherwise eligible counts as that week. Your Monetary Determination Notice
DES mails you Form NCCLM 550, the Wage Transcript and Monetary Determination.6North Carolina Division of Employment Security. DES calculates the weekly figure by adding the wages you earned in the last two quarters of your base period, dividing by 52, and rounding down to the nearest dollar.5North Carolina Division of Employment Security. Unemployment Benefits FAQs Read the wage figures carefully. If an employer underreported you or DES pulled the wrong quarters, your benefit will come in low. You can appeal the determination if the numbers are wrong.
Your Employer’s Response
DES sends your last employer a Request for Separation Information. The employer has 10 days from the date the claim was filed to respond.7North Carolina Division of Employment Security. Start Weekly Certifications Right Away
File your first weekly certification the same week you submit the NCUI 101, even while your claim is still under review. Certifying during the wait preserves your eligibility for those weeks if DES ultimately approves you.8North Carolina Division of Employment Security. Each week the system asks whether you worked, earned money, refused any job offers, and were available for full-time work. Miss a certification and you get nothing for that week; you may also have to reopen your claim and serve another unpaid waiting week.8North Carolina Division of Employment Security. You also have to make at least three job contacts every week.9North Carolina Division of Employment Security. Weekly Requirements A contact can be an application, a job fair, or an interview. Keep a written log with the employer’s name, the date, and what you did. DES can audit your search at any time, and undocumented contacts can cost you benefits.
Reasons DES Can Deny the Claim
Filing the NCUI 101 does not by itself guarantee payment. DES will deny or end benefits if it finds any of the following:10North Carolina General Assembly. North Carolina Code Chapter 96 Article 2C
- You quit without good cause tied to the employer. Disliking the commute or wanting a career change does not count.
- You were fired for misconduct, including policy violations or insubordination.
- You refused suitable work that DES or an employer offered you, without good cause.
- You lost a license or certification your job required, through your own fault.
- You are out of work because of a strike or lockout at your workplace.
A prior disqualification can be cleared later if you work for a new employer and then file a new valid claim based on that employment.
Choose Whether to Have Taxes Withheld
Unemployment benefits are taxable at both the federal and state level. DES reports what it paid you on Form 1099-G in early February. You can elect voluntary withholding when you file so you don’t owe a lump sum in April. Federal withholding is a flat 10 percent of your weekly benefit. One last point on accuracy: any benefits DES pays you that you weren’t entitled to must be repaid, whether or not the overpayment was your fault, and fraudulent overpayments carry a mandatory federal penalty equal to 15 percent of the amount on top of anything else.12North Carolina General Assembly.
