How to Fill Out the New Mexico VIN Inspection Form (MVD-10705)

The New Mexico VIN inspection form, officially MVD-10705 (Request for Vehicle or Hull Identification Number Verification), is what you fill out and take with your vehicle to an authorized inspector so the identification number stamped on the vehicle can be compared against the number on your title. Most people need it because they’re titling and registering a vehicle in New Mexico that was previously registered in another state.¹

When the Form Is Required

New Mexico law requires a physical VIN inspection on any vehicle previously registered in another state before the MVD will issue a New Mexico title or registration. The statute (NMSA 1978 § 66-3-4) makes one exception: manufactured homes.²

The form itself covers a few other situations. You can use it to request a corrected ownership document when the VIN on the vehicle doesn’t match the VIN on the title, and it covers certain lien-related notifications where ownership verification is needed.³ The form also handles boats: Hull Identification Number verification for a vessel works the same way as a VIN check for a car.

One boundary worth noting. If you’re going through the surety bond process to obtain a title without proper ownership documents, the MVD uses a different form (MVD-10861, Affidavit of VIN) rather than MVD-10705.⁴

How to Complete MVD-10705

Download the form from the MVD website or pick one up at any field office. Before the inspection, you fill in the vehicle description and your own information. The inspector completes the verification section in front of the vehicle.

The vehicle or vessel section asks for:³

Year (model year of the vehicle or vessel).
Vehicle Identification Number or Hull Identification Number, copied exactly from your current title.
Make (Ford, Toyota, Yamaha, and so on).
Model.
Title Number from the current out-of-state or existing title.
Secondary VIN or HIN, if the vehicle carries one on a different part of the frame or body.

Below that, enter your name, address, city, state, zip, phone, and the date. A checkbox section asks you to indicate the reason for the request. If you’re bringing in an out-of-state vehicle, check the option reading “I am attempting to title and register the vehicle / vessel described above in New Mexico.” Agency representatives have separate fields for the agency name and address.

The rest of the page belongs to the inspector. There’s a visual-inspection area where the inspector records what the VIN or HIN on the actual vehicle reads and compares it to what appears on the title. That comparison is the whole point of the form, so have the vehicle accessible and the current title in hand when you meet the inspector.

Where to Get the Inspection

The statute allows VIN inspections to be done by the MVD itself, a law enforcement officer, or a designated agent of the division.² In practice, MVD field offices handle most inspections, but not every field office performs them, and some require an appointment. Call ahead before driving over.¹

Certified agents at private providers such as MVD Express franchises may also be authorized to perform inspections. Whoever signs the form must hold current MVD authorization; an ordinary mechanic without that designation cannot complete it. If you plan to use a third-party provider, confirm the certification is active before scheduling.

What Else to Bring When You Title the Vehicle

The VIN inspection is one piece of the out-of-state titling package. When you turn in the completed MVD-10705, you’ll also need everything else the MVD requires:⁵

The original out-of-state certificate of title with the Assignment of Title completed and signed by the seller. Copies aren’t accepted.
An odometer statement signed by both buyer and seller. This can appear on the back of the title, on a bill of sale (MVD Form 10009), on the Odometer Disclosure Statement (MVD Form 10187), or on the Application for Vehicle Title and Registration (MVD Form 10002).
Proof of insurance meeting New Mexico minimums: $25,000 for bodily injury or death of one person, $50,000 for bodily injury or death of two or more people, and $10,000 for property damage.
One proof-of-identity document.
Two documents proving New Mexico residency.
A bill of sale, only when the Assignment of Title or Dealer Assignment is not printed on the back of the title.
An emissions certificate, only for Bernalillo County residents.

Additional documents may apply depending on the situation: a release of lien if the title shows an existing lien, a power of attorney if someone other than the new owner is handling the transaction, a purchase agreement for dealer sales, or a notarized Affidavit of Gift signed by both donor and recipient if the vehicle was given as a gift.⁵

Expect to pay the 4% motor vehicle excise tax on the purchase price, plus title and registration fees, when you finalize the paperwork.⁶

After You Turn In the Form

The MVD clerk reviews the completed inspection form along with your title, odometer statement, insurance, and identification. Federal law also requires the MVD to verify the vehicle through the National Motor Vehicle Title Information System before issuing a New Mexico title for a vehicle from another state. NMVTIS cross-checks brand history (salvage, junk, total loss), odometer readings, and theft data.⁷ If everything checks out, you leave with a New Mexico title, registration, and plate.

If the inspector found a mismatch between the VIN on the vehicle and the VIN on the title, that has to be resolved before New Mexico will issue a title. MVD-10705 can itself serve as a request for a corrected ownership document; one of the checkboxes on the form is for exactly that purpose.³ For an out-of-state correction, the form instructs you to include a self-addressed stamped envelope so the issuing state can mail back the corrected title or a letter confirming the correct number.
