When You’d Use the BA-49

  • Initial registration for a car bought from a dealer or private seller.
  • Renewal of an expiring registration (though many renewals can be done online without this form).
  • Transfer of existing plates from one vehicle to another.
  • Duplicate or replacement registration card or plates.
  • Code change or weight increase or decrease, such as switching between personal and commercial use.

Filling Out the Form

Applicant Section

Enter your name, street address, phone, city, state, zip, and county. Then your New Jersey driver’s license number (or a corporate code if registering under a business), gender, eye color, and date of birth. Tick the single box that matches your situation. If you’re uncertain, the clerk can help at your appointment, but choosing correctly in advance moves things along.

Vehicle and Insurance

Enter the plate number if you already have one, the full 17-character Vehicle Identification Number, your insurance company name, and your policy number. Lessee Information

If you’re leasing the vehicle for one year or more, complete the lessee section with your name, address, driver’s license number, the date the lease was signed, and the lease term in months. Yes/No Questions and Signature

The bottom of the form asks whether the vehicle will be used as a rental, whether it’s for commercial use, and whether your registration privileges are currently revoked or suspended in any state. If the vehicle is registered under a trade or company name, question 4 asks for the Federal Tax Identification Number. What to Bring to Your Appointment

The completed BA-49 is one piece of the packet. What else you need depends on whether the vehicle is new, used, or coming in from another state.

New Vehicle

Pre-Owned Vehicle

Bring the title properly assigned by the seller. That means both buyer and seller names, addresses, and signatures, the date of sale, the purchase price, and the buyer’s driver’s license number are all filled in on the title’s assignment section. Everyone

  • Proof of insurance. Bring your New Jersey insurance card, or at minimum the company name and policy number.   • Identification meeting the MVC’s 6-Point ID standards. Leased or Financed From Out of State

If you moved to New Jersey with a leased or financed vehicle, submit a completed Application for the Release of a Title from Lienholder (Form OS/SS-54) to the MVC. Fees You’ll Pay

  • 1970 or older, under 2,700 lbs: $35.50
  • 1970 or older, 2,700–3,800 lbs: $44.50
  • 1970 or older, over 3,800 lbs: $65.50
  • 1971–1979, under 2,700 lbs: $38.50
  • 1971–1979, 2,700–3,800 lbs: $49.50
  • 1971–1979, over 3,800 lbs: $72.50
  • 2 years old or older, under 3,500 lbs: $46.50
  • Within 2 years old, under 3,500 lbs: $59.00
  • 2 years old or older, over 3,500 lbs: $71.50
  • Within 2 years old, over 3,500 lbs: $84.00

New Jersey sales tax at 6.625% of the purchase price applies to most vehicle purchases.10NJ Division of Taxation. On a dealer purchase the tax is usually built in; confirm with your dealer that it has been satisfied before your appointment.

Booking and Submitting

Initial registration requires an in-person visit to one of 20 MVC Vehicle Centers around the state, running from Newton in the north to Rio Grande at the southern tip.11New Jersey Motor Vehicle Commission. At the counter, the clerk reviews your BA-49 and supporting documents, calculates fees, and collects payment. Once everything checks out, you’ll receive a stamped registration certificate to keep in the vehicle and two license plates, one for the front and one for the rear. When You Can Skip the Form

Many renewals don’t require the BA-49 at all. The MVC lets you renew online at mymvc.state.nj.us/reg-renewal/, and the renewal takes effect immediately.13New Jersey Motor Vehicle Commission. If your registration type isn’t eligible, or you’re changing your registration class, or there’s a discrepancy in your record, you’ll need to submit a BA-49 in person with an appointment.

Inspection Is Separate

Registration and inspection are different processes.
