Documents to Gather First

The MV-21-A does not travel alone. What you attach depends on where the vehicle currently is in the title system.

If the borrower just bought the vehicle and has not yet retitled it, the title must be properly assigned to that buyer before the lien can be perfected.2Justia. Filling Out the Form

Enter the asset’s identifying number first. For a vehicle, that is the full 17-character VIN. For a boat, the Hull Identification Number. For an outboard motor, the serial number. Secured Party Information

Date of Security Agreement

The 25-Day Deadline

Oklahoma law gives the lender 25 days from the date the security agreement is signed to deliver the completed MV-21-A, all required ownership documents, and the filing fee to Service Oklahoma or a licensed operator.3New York Codes, Rules and Regulations. Miss it and the lien is still recordable, but perfection begins only on the date Service Oklahoma or the licensed operator actually receives the paperwork.1Service Oklahoma. Where to Submit and What It Costs

After the Filing Is Accepted

Once accepted, the lien is entered in Service Oklahoma’s centralized motor vehicle database and a new certificate of title is generated. Releasing the Lien Later

When the loan is paid off, the lender has seven business days to furnish a release of the security interest to Service Oklahoma and mail a copy to the borrower’s last known address. If the vehicle was paid off through a sale to a licensed used motor vehicle dealer, the lender must also mail a copy of the release to that dealer within the same seven-day window. There is no fee to remove the lien from the Service Oklahoma system. If the owner wants a fresh paper title printed without the lien, that costs $11. The lien release and existing title can be taken to any licensed operator or the Service Oklahoma licensing office on N.
