How to Fill Out the PA Local Earned Income Tax Form

To fill out the Pennsylvania local earned income tax form, you report your gross wages and net self-employment profit, enter your six-digit Political Subdivision (PSD) code and resident tax rate, subtract the local tax your employer already withheld, and send the return to your district’s designated tax collector by April 15.1Pennsylvania Department of Community and Economic Development. Taxpayer Annual Local Earned Income Tax Return Instructions You file with the local collector that serves your home address, not with the state, and you file even when your withholding already covers the full amount.

What to Gather Before You Open the Form

Pull these together first. The form moves quickly once the paperwork is in front of you.

  • Your W-2. Box 18 shows local taxable wages. Box 19 shows the local income tax your employer withheld. Box 20 usually carries the PSD code the employer used. If you worked in more than one municipality during the year, expect a separate W-2 for each.
  • Any 1099-NEC or 1099-MISC for freelance or self-employment income. You report net profit after allowable business expenses, not gross receipts.
  • PA Schedule UE, if you have unreimbursed work expenses to deduct.
  • Your home-address PSD code and resident EIT rate.

Look up the PSD code and rate by entering your home address in the DCED’s municipal statistics search.2Pennsylvania Department of Community and Economic Development. Municipal Statistics – Find Local Withholding Rates by Address The same lookup names your designated tax collector. Large collectors such as Berkheimer Tax Innovations and Keystone Collections Group handle many districts, and each one hosts the current year’s form, an e-file portal, and payment options on its website. If the PSD code on your W-2 does not match the code the lookup gives for your actual home address, you will reconcile that on the return.

Allowable Unreimbursed Expenses

Schedule UE is narrower than people expect. It allows union dues, required work clothing not suitable for everyday wear, small tools and supplies, professional license fees, work-related travel and mileage, and required continuing education.3Pennsylvania Department of Revenue. What Are Acceptable Deductions on a PA Schedule UE Commuting, meals, and general clothing do not qualify. Subtract any employer reimbursement from the amount you claim.

Filling In the Form

Download the current year’s form from your collector’s site or the DCED’s local income tax page.4Pennsylvania Department of Community and Economic Development. Local Income Tax Information Work through it in this order:

  1. Enter your name, address, Social Security number, and the resident PSD code for the address where you lived on December 31. If you moved during the year, most forms ask you to file a part-year return for each residence.
  2. Enter gross compensation from Box 18 of each W-2. Report gross figures before pre-tax deductions unless the deduction is specifically exempt at the local level. Combine amounts from multiple W-2s on one return when they all tie to the same resident PSD code.
  3. Add net profit from any 1099 or self-employment activity. Losses from one business can offset profits from another, but earned-income losses do not offset W-2 wages.
  4. Subtract allowable Schedule UE expenses to arrive at total taxable earned income.
  5. Multiply taxable earned income by your resident EIT rate. That figure is your total tax liability for the year.
  6. Enter the local tax withheld from Box 19 of each W-2 on the credits line. Add any quarterly estimated payments you made during the year.
  7. Subtract total credits from total liability. A positive number is the balance you owe. A negative number is your refund.

If you are claiming an extension, check the extension box on the front of the form before you submit it.

Why the Numbers Sometimes Don’t Match

If your withholding is far below your liability, the most common cause is working outside your home municipality. Employers are required to compare your total resident EIT rate against the non-resident rate at the work location and withhold whichever is higher.5Pennsylvania Department of Community and Economic Development. Local Withholding Tax FAQs When the work-location rate is higher than your home rate, you cannot claim all of it as a credit against your home liability, and you may still owe at filing time.

Remote work complicates this further. Pennsylvania applies a convenience-of-the-employer standard, so an employee who works from home by choice rather than at the employer’s requirement may be treated as earning income at the office location. Check the PSD code your employer is reporting on your pay stub and confirm it reflects the arrangement you believe is in place.

If you live in Pennsylvania and work in Indiana, Maryland, New Jersey, Ohio, Virginia, or West Virginia, reciprocity agreements mean the other state should not tax your wages.6Pennsylvania Department of Revenue. How Does Working in a Reciprocal Agreement State Effect My State Income Tax If the other state withheld anyway, you recover that money by filing with the other state. You do not take a credit for it on your Pennsylvania local return, because it was never owed here.

Submitting the Return

Most collectors run secure online portals where you create an account, upload your W-2, enter the numbers from your calculation, and submit the return. E-filing produces a confirmation number right away, and that number is your proof of filing. If you file on paper, mail a signed copy of the return with copies of every W-2 and any schedules to your collector’s regional office.

If you owe a balance, you can pay by electronic funds transfer, by credit card (which typically carries a 2% to 3% convenience fee), or by mailed check or money order. For mailed payments, include the payment voucher from the return so the collector can match the payment to your account. Keep copies of the filed return, the W-2s you attached, and every payment confirmation. If the collector questions the return later, those are what you work from.

Deadline and Extensions

The return is due April 15. When April 15 falls on a weekend or holiday, the deadline moves to the next business day.1Pennsylvania Department of Community and Economic Development. Taxpayer Annual Local Earned Income Tax Return Instructions To request more time, check the extension box on the front of the EIT return and submit it with an estimated payment by April 15. A federal Form 4868 extension may be accepted, but some collectors want their own form. Keystone Collections Group, for example, has a dedicated extension application. Check your specific collector’s rules before relying on the federal extension.

An extension gives you more time to file, not more time to pay. Any unpaid balance accrues interest and penalties under the Local Tax Enabling Act.7Pennsylvania General Assembly. Pennsylvania Local Tax Enabling Act If you cannot pin down the exact figure by April 15, estimate on the high side and overpay. You get the excess back when the completed return is filed.

If You Live or Work in Philadelphia

Philadelphia operates outside the Act 32 collection system. The city runs its own wage tax through the Philadelphia Department of Revenue, with its own forms, portal, and rates. The form and process described here do not apply to Philadelphia filers. Go directly to the Philadelphia Department of Revenue for the correct instructions.
