The Pennsylvania DL-180 learner’s permit application is the form you complete to get your first non-commercial permit, and most of the work is done before you arrive at a Driver License Center. You fill out the front, a qualifying medical provider completes a physical exam on the back, and if you’re under 18 a parent or guardian signs a separate consent form. You bring everything in person with your identity documents, your Social Security card, and $45.50, then take a vision screening and a knowledge test the same day.1Commonwealth of Pennsylvania. Who Can File the Application
You must be at least 16 and a Pennsylvania resident. PennDOT will not accept the form before your 16th birthday.2Commonwealth of Pennsylvania. Online Driver’s Manual – Chapter 1: Applying for a Learner’s Permit If you’ve ever held a license in another state, disclose it on the form; PennDOT checks a national database during processing.
Documents to Gather Before You Start
PennDOT requires originals. Photocopies are not accepted.3Commonwealth of Pennsylvania. Get a Learner’s Permit Pull these together first:
- Your original signed Social Security card. Metal replicas don’t count.
- Proof of identity and date of birth. A birth certificate with a raised seal or a valid U.S. passport (book or card) are the usual choices; the full list of accepted documents is printed on the back of the DL-180.3Commonwealth of Pennsylvania. Get a Learner’s Permit
- If you’re 18 or older, two proofs of Pennsylvania residency: utility bills, a W-2, tax records, a lease, mortgage documents, or a current weapons permit (U.S. citizens only).3Commonwealth of Pennsylvania. Get a Learner’s Permit
- Name-change paperwork if your legal name no longer matches your birth certificate. A marriage certificate, divorce decree, or court order links the two.
Applicants under 18 don’t carry the residency burden; a parent or guardian handles it and brings their own ID. If you’re 18 or older, live with someone else, and have no bills in your own name, bring the person you live with (with their ID) and one piece of mail addressed to you at that address.4Commonwealth of Pennsylvania. The Physical Exam on the Back
Every first-time applicant needs a physical. There are no exceptions. The exam is recorded directly on the back of the DL-180, so take the form to your appointment. Four kinds of practitioners can perform and sign it: a licensed physician, a certified registered nurse practitioner, a physician assistant, or a chiropractor.5Legal Information Institute. Pennsylvania Code 67-75.6 – Physical Examination
Watch the dates. The physical cannot be more than six months before your 16th birthday, and the completed exam is valid for one year from the date it’s performed.6Commonwealth of Pennsylvania. Non-Commercial Learner’s Permit Application (DL-180) Wait too long after the appointment and you’ll need a new one. The provider screens your vision, your neurological health, and any condition that could cause sudden loss of consciousness. A flagged concern may be sent to PennDOT’s Medical Advisory Board for further review.
Parental Consent if You’re Under 18
If you’re under 18, a parent, legal guardian, or spouse who is at least 18 has to complete a separate form, the DL-180TD. It is not part of the DL-180.3Commonwealth of Pennsylvania. Get a Learner’s Permit The consenting adult signs the DL-180TD in front of a license examiner at the Driver License Center, or in front of a notary if they can’t come along. Misrepresenting information on the DL-180TD is a third-degree misdemeanor, with a possible fine of up to $2,500 or up to one year of imprisonment.7Commonwealth of Pennsylvania. Parent or Guardian Consent Form (DL-180TD)
The person who gives consent can also withdraw it any time before you turn 18. If they do, PennDOT cancels the permit.
Filling Out the Front
Download the DL-180 from PennDOT’s website or pick one up at any Driver License Center.3Commonwealth of Pennsylvania. Get a Learner’s Permit The front side is yours. Enter your full legal name, mailing address, and the rest of your personal information. The form includes a voter registration section you’ll need to address and an option to register as an organ donor on your future permit. Disclose any out-of-state licenses you’ve held.
Leave the back blank for your medical provider. Keep every entry legible; smudges and gaps slow processing or get the form kicked back. Do not mail the DL-180 to PennDOT. You have to bring it to a Driver License Center in person.3Commonwealth of Pennsylvania. Get a Learner’s Permit
Submitting It at the Driver License Center
Bring your completed DL-180, your identity documents, your Social Security card, the DL-180TD if you’re under 18, and your payment. The fee is $45.50, which covers the permit and a four-year license. Applicants 65 or older pay $33.50 for a two-year license instead. PennDOT accepts debit cards, credit cards, checks, and money orders. No cash.1Commonwealth of Pennsylvania. Payments and Fees
Once the examiner verifies your paperwork, you take a vision screening. Pass that and you move to a computer terminal for the knowledge test. Fail either one and you’ll come back on a different day to try again.
The Knowledge Test
The test has 18 multiple-choice questions on road signs, Pennsylvania traffic laws, driving rules, and safe driving practices. You need 15 correct to pass, an 83% score.8Commonwealth of Pennsylvania. Pennsylvania Driver’s Manual (PUB 95) Every question comes from the Pennsylvania Driver’s Manual, published online as PUB 95. Read it in full before you go.
Walking Out With the Permit
Clear the vision screening and the knowledge test and PennDOT issues your permit the same day. It’s valid for one year from the date of issue.6Commonwealth of Pennsylvania. Non-Commercial Learner’s Permit Application (DL-180)
What the Permit Lets You Do
A learner’s permit does not let you drive alone. Any time you’re behind the wheel, a qualifying supervising driver has to be in the seat beside you. That person must be:
- At least 21, or at least 18 if they are your parent, guardian, or spouse
- Licensed to drive the type of vehicle you’re operating
- Not under the influence of alcohol or drugs
There’s no exception for short trips. Driving without a qualified supervisor in the passenger seat can get the permit suspended.
If You’re Not a U.S. Citizen
Non-citizens still qualify, but you have to establish legal presence. PennDOT confirms immigration status through the federal SAVE (Systematic Alien Verification for Entitlements) program run by U.S. Citizenship and Immigration Services.9USCIS. SAVE Bring your immigration documents along with everything else: a permanent resident card, an employment authorization document, or a foreign passport with current USCIS documentation. You can track a pending verification through the SAVE CaseCheck tool online. Processing may take longer than it does for U.S. citizens because of this extra step.
