How to Fill Out the Pennsylvania MV-46 License Plate Replacement Form

The Pennsylvania MV-46 form is the free application you use to replace a registration plate that has worn out to the point it can no longer be read. You complete your vehicle and owner details, have the plate’s condition verified by a police officer, a certified safety inspector, or a PennDOT Online Messenger, sign the form, and mail it to Harrisburg. No fee, no payment enclosed. A new plate arrives by mail.

One thing to get straight before you download it: the MV-46 is only for plates that have deteriorated through normal wear. If yours was lost, stolen, or damaged in a specific incident, you need Form MV-44 instead, and that process costs $14 and has its own rules.

When the MV-46 Is the Right Form

PennDOT considers a plate illegible when one or more characters cannot be recognized from 50 feet away, or when the plate shows blistering, peeling, discoloration, or loss of reflectivity.¹ The damage has to come from gradual wear rather than a collision, vandalism, or theft.²

Driving with an unreadable plate is a summary offense under Section 1332 of the Pennsylvania Vehicle Code, with a fine of up to $100.³ Since the replacement is free, there’s no reason to put off filing once you notice fading or peeling.

Filling Out the Form

Download the MV-46 from PennDOT’s Driver and Vehicle Services website at pa.gov/dmv.⁴ It has three sections, and each is completed by a different person.

Section A: Your Information

Fill this out yourself. Have your current registration card in front of you and copy the information exactly as it appears there. You’ll need the title number, Vehicle Identification Number, current registration plate number, and your name and address. Individual owners also enter a PA driver’s license or photo ID number. If the vehicle is registered to a business, use the Employer Identification Number instead.²

Section B: Plate Verification

You cannot certify your own plate. Section B must be completed by a certified safety inspector at an official inspection station, a local or state police officer, or a PennDOT-authorized Online Messenger.² Bring the printed form and the vehicle (or at minimum the plate itself) so the verifier can look at it and confirm the condition. They sign Section B on the spot.

Online Messengers are private businesses under contract with PennDOT. You can find one using the Online Messenger Service Center Location Guide on PennDOT’s site.⁵ Messengers may charge their own service fee for handling the paperwork. Since the state charges nothing for the MV-46, that fee (if any) is the only cost you’ll see.

Section C: Your Signature

Once the verifier has completed Section B, sign the form in Section C. No notarization. If you leave the signature line blank, PennDOT will return the application without processing it.

Don’t enclose payment. A replacement for a worn-out standard-issue plate is free.⁶ Illegible personalized plates are also replaced at no cost, and they keep the same letter-and-number configuration.¹

What Arrives in the Mail

For a standard-issue plate, the replacement carries a new plate number. You will not get the same configuration back. If PennDOT has updated the plate design since your original was issued, the new one will be in the current design.¹ PennDOT does not publish a specific processing time for MV-46 applications; the comparable MV-44 replacement process runs roughly seven to ten business days after PennDOT receives and processes the paperwork.⁷

Because the number changes, update anywhere your plate is on file. E-ZPass and PA Turnpike accounts tie toll charges to the plate number, so log in and swap it to avoid billing problems. Residential and workplace parking permits often need the same update.

Driving While You Wait

Your old plate stays on the vehicle until the replacement arrives. It’s hard to read, but it’s still the registered plate. Removing a worn plate and driving with nothing creates a bigger legal issue than the faded plate. Once the new plate shows up, install it and destroy or discard the old one so the retired number can’t be misused.

Check Whether PennDOT Will Replace It for You

PennDOT is separately running a statewide reissuance program authorized under Section 1331(f) of the Vehicle Code. Plates with “D,” “E,” and “F” prefix configurations are being replaced automatically, with new plates mailed to registered owners. Affected owners get a notification letter roughly two to three weeks before the plate arrives.¹

Plates with “G,” “H,” “J,” “K,” or “Y” prefixes aren’t being replaced through the mail. Owners get a new plate the next time the registration transfers to a different vehicle.¹ If a plate in one of those groups is already illegible, filing the MV-46 is the faster route.
