The Utah TC-810MC is an exemption affidavit that lets the operator of a commercial fleet vehicle registered under the International Registration Plan renew Utah registration without a Utah emissions or safety inspection, provided the vehicle is currently located outside the state. You file the signed original with Motor Carrier Services at renewal, send a copy to the county health department where the vehicle is registered, and keep a copy in the truck itself.1Utah State Tax Commission. Who the Form Is For
The TC-810MC is strictly for vehicles in an IRP-apportioned fleet. IRP registration covers commercial vehicles that operate in two or more states, with fees paid proportionally by miles driven in each. In Utah, a vehicle qualifies when its gross or combined vehicle weight exceeds 26,000 pounds.2UDOT. International Registration Plan (IRP) Tractor-trailers and heavy commercial rigs, not pickups or passenger cars.
If you have a personal vehicle that happens to be out of state at renewal time, this is the wrong form. Utah uses Form TC-820, the Exemption Affidavit for Utah Emissions Testing, for non-IRP vehicles belonging to students, civilians on temporary out-of-state assignment, or military members stationed elsewhere. The TC-820 is available on the Utah DMV website.3Utah Division of Motor Vehicles. Vehicle Inspections
What You Are Actually Certifying
Filing the TC-810MC does not exempt the truck from inspection anywhere; it exempts it from Utah’s inspection because Utah cannot test a vehicle that isn’t here. When you sign, you certify that the vehicle complies with the emissions and safety inspection laws of the state where it is currently operating.1Utah State Tax Commission. TC-810MC Exemption of Utah Emission and Safety Requirements for Apportioned Vehicles Not In Utah The reverse side of the form lists states that run their own inspection programs. If your truck is sitting in one of those states, it needs a valid inspection under that state’s rules before you can honestly sign.
This is where fleet operators most often get into trouble. The form is not a workaround for a truck that is physically in Utah, and it is not a workaround for a truck that is out of state but out of compliance where it sits.
Filling Out the Form
Download the current version from the Utah State Tax Commission at tax.utah.gov. It is a single page, and every entry has to match your IRP file at Motor Carrier Services.
The vehicle information section asks for the year, make, and model exactly as they appear on the IRP record; the full 17-character VIN; the fuel type (gasoline, diesel, or other); the Utah apportioned plate number; and the fleet number and unit number that identify the vehicle within your fleet.
Below that, you give the physical address where the vehicle is currently located: street address, city, county, state, and zip code. P.O. boxes are not accepted.1Utah State Tax Commission. It only needs enough detail to verify that the truck is genuinely outside Utah.
