What to Gather Before You Open the Form
Have five things in front of you: your myUTSA ID (the ten-digit number on your student account), the VA benefit chapter you are using, your declared major exactly as it appears in the university system, the specific term you want certified, and the credit hours you are enrolled in for that term. Any mismatch — especially on your major — can stall certification, because the CMAS office checks your form against what UTSA has on file.
You also need your Certificate of Eligibility (COE), the decision letter the VA sent after you applied for benefits using VA Form 22-1990. The chapters you’ll see listed on the form are Chapter 33 (Post-9/11 GI Bill), Chapter 30 (Montgomery GI Bill – Active Duty), Chapter 35 (Survivors’ and Dependents’ Educational Assistance), and Chapter 31 (Veteran Readiness and Employment). Pick the one on your COE.
One last check before you start: only list courses required for your declared degree. The VA won’t pay for electives outside your approved program, and certifying officials verify each course against UTSA’s degree audit before sending anything to the VA. If your degree plan is outdated, meet with an academic advisor to update it first.
Filling Out the Form Field by Field

Select the term you’re certifying (Fall, Spring, or Summer). Enter your full legal name, myUTSA ID, and phone number. Choose your benefit chapter from the list. Type your major exactly as it appears in your UTSA degree audit, not a shorthand version. List each course by prefix, number, and section along with its credit hours. Pull these straight from your registered schedule in the myUTSA portal. If what you write on the form doesn’t match what the system shows, the CMAS office has to contact you to sort it out, and that adds days to your certification.
Uploading the Form to CMAS
Submit the completed PDF through the CMAS Document Uploader at uploader.it.utsa.edu, logging in with your myUTSA credentials. If this is your first semester using benefits at UTSA, or if your eligibility has changed, upload your Certificate of Eligibility (or Statement of Benefits) alongside the form.1University of Texas at San Antonio. Confirm the uploaded file is legible and complete, then save or screenshot any confirmation the uploader gives you. That’s your proof of submission during high-traffic periods like the run-up to fall registration. When to Submit

CMAS will still accept forms after these dates through the end of the term, but late submissions aren’t guaranteed to be processed before the first day of class. After You Submit
Plan on 15 to 30 business days of processing once CMAS has your paperwork.1University of Texas at San Antonio. VA Benefits During that window, a certifying official checks that every course on your form appears in your degree audit and that your enrollment matches what you reported. If something is off, the office will email your official UTSA account, so watch that inbox rather than a personal address.
You can track outstanding items through the to-do list in your myUTSA portal. Once UTSA has certified your enrollment to the VA, verify on the federal side by signing into the enrollment verification tool at VA.gov; Post-9/11 GI Bill, Montgomery GI Bill (Active Duty and Selected Reserve), and DEA recipients can all use it.6Veterans Affairs. One thing to know about how UTSA reports your charges: certification happens in two steps. First, the university certifies your enrollment, which triggers your monthly housing allowance and book stipend. Then, after the census date (the 10th class day in fall and spring), UTSA sends your actual tuition and fees to the VA for payment.1University of Texas at San Antonio. While certification is pending, UTSA may extend your payment deadline automatically so you’re not dropped for nonpayment. That protection has limits. If Your Major or Schedule Changes
Switching majors or transferring schools requires VA Form 22-1995 (Request for Change of Program or Place of Training). It’s the only form for benefit changes, whether you’re a veteran, service member, or a dependent using transferred benefits, DEA, or the Fry Scholarship.8Veterans Affairs. You’ll also need to send CMAS a fresh certification request form showing the new major so the office can certify courses under your updated program.
Dropping a course after the census date is a separate matter with its own consequences on the VA side, and it’s worth talking to CMAS before you do it if you have any flexibility on timing.
