How to Generate and Complete the Massachusetts RMV B2B Cover Sheet

The Massachusetts RMV B2B cover sheet is the manifest you attach to each bundle of vehicle paperwork when you drop work at a Business-to-Business service center. Generate it online through the myRMV portal at Mass.Gov/myRMV so it carries a scannable QR code, or download the blank PDF from the RMV’s B2B cover sheets page if you can’t reach the portal. Fill it out completely, clip it to the organized bundle behind it, and drop it at any participating B2B location between 9:00 a.m. and 5:00 p.m.1Mass.gov. Business to Business (B2B) Services

Who the Cover Sheet Is For

B2B centers serve licensed auto dealers, insurance agents, and their designated runners. Individual vehicle owners cannot drop off at these locations; a personal registration has to go through a standard RMV service center or through an insurance agent who submits on your behalf.1Mass.gov. Business to Business (B2B) Services2Mass.gov. Ask the RMV

Your business also has to be registered as an RMV business partner before the portal will let you generate a cover sheet. Complete the Business Partner Contact Form on the RMV’s Community Portal, designating a Primary Business Contact for your organization. Email confirmation can take up to ten business days. Once it arrives, log into the Community Portal within 24 hours to activate access. If your company already has portal access and you’re adding an employee, your Primary Business Contact can grant that access without a new registration.3Mass.gov. New Business Registration

Generating the Cover Sheet Online

The online cover sheet integrates with the B2B Tracker, so staff can scan your bundle in at drop-off and you can watch its status after. Log in at atlas-myrmv.massdot.state.ma.us, scroll to Vehicle Registration, click “More,” and select “B2B Drop Off Cover Sheet Request.”4Mass.gov. B2B Tracker – Customer From there:

  • Fill in the Transaction Information fields. You can include up to eight VINs per transaction.
  • Review the summary screen for accuracy, then submit.
  • On the Confirmation screen, click “Printable View” to print the sheet. A copy also goes to the email address on the form.

Use a separate cover sheet for each bundle in your drop-off. Registrations for one dealership and title transfers for another entity cannot share a sheet; they are separate bundles with separate sheets.5Mass.gov. B2B Cover Sheets for Drop Off Work

Using the Downloadable PDF Instead

A blank PDF cover sheet is available on the RMV’s B2B cover sheets page.5Mass.gov. B2B Cover Sheets for Drop Off Work It works when you can’t reach the portal, but it has no QR code, so the bundle isn’t scanned into the tracker at intake. Fill the PDF out completely before you arrive. A blank or partial cover sheet at the counter holds up the whole bundle behind it.

What Goes Behind the Cover Sheet

The cover sheet is the wrapper. Each transaction underneath needs its own complete packet, clipped or banded together and arranged in the order you listed on the sheet. One missing document in one packet can delay the batch.

Registration and Title Application

Every vehicle needs a completed Registration and Title Application. Transactions that require an insurance stamp, including new registrations and most amendments, must have the RTA stamped and signed by a licensed Massachusetts insurance agent before you submit. The stamp certifies the vehicle carries a liability policy conforming to M.G.L. Chapter 175, Section 113A. The RTA form itself marks the transaction types that need the stamp in bold. Submissions missing the stamp when one is required come back unprocessed.6Mass.gov. Registration and Title Application

Proof of Ownership

For a new vehicle, include the Manufacturer’s Certificate of Origin. For a used vehicle bought from an individual, include the previous owner’s certificate of title, or, for vehicles old enough to be title-exempt, the previous registration and a bill of sale.7Mass.gov. Apply for a Registration and Title for a Vehicle Purchased From an Individual On every title being transferred, the mileage reading must be filled in and signed by the seller.

Power of Attorney

When a runner, dealership employee, or other third-party agent signs on behalf of the owner, include a Power of Attorney. The RMV asks agents to use the “Vehicle Owner’s Limited Power of Attorney” form, but will accept any legally executed free-form POA so long as it names and is signed by the principal, grants authority over vehicle title and registration transactions, and the agent writes “P.O.A.” next to their signature on every document they sign. Electronic signatures on the POA are acceptable, with one exception: if the POA carries a witness signature, every signature on it must be handwritten.8Mass.gov. Power of Attorney for Registration and Title Transactions

Heavy Vehicle Tax Proof

Registering a vehicle with a taxable gross weight of 55,000 pounds or more? Include a stamped Schedule 1 from IRS Form 2290. The IRS stamps and returns Schedule 1 specifically as proof of Heavy Highway Vehicle Use Tax payment for state registration. Without it, the RMV cannot process those registrations.9Internal Revenue Service. Form 2290 – Heavy Highway Vehicle Use Tax Return

Dropping Off the Bundle

B2B service is spread across several RMV centers rather than one central site. The full list and addresses are on the RMV’s B2B locations page.10Mass.gov. Business to Business (B2B) Services Locations A few locations, Chicopee among them, run strictly as B2B sites with no walk-in service for individual customers.2Mass.gov. Ask the RMV

Each B2B location has a separate drop-off area for runners, agents, and dealers, and a separate pickup area. Drop-off and pickup hours both run 9:00 a.m. to 5:00 p.m. daily. When you arrive, a customer service representative scans the QR code on your cover sheet, if you generated it online, and logs the bundle into the tracking system.1Mass.gov. Turnaround

The RMV publishes two turnaround windows based on bundle size:1Mass.gov. Business to Business (B2B) Services

  • Up to 100 items: ready for pickup the second full business day after drop-off, from 9:00 a.m.
  • More than 100 items: ready the third full business day after drop-off, from 9:00 a.m.

Drop 80 packets on Monday morning, pick up Wednesday after 9:00 a.m.

Tracking the Bundle

Once staff scan your online-generated cover sheet at intake, the transaction shows as “New” in the B2B Tracker and a confirmation number is emailed to the address on the sheet. The status moves through “In Progress” to “Completed,” “Partial Completion,” or “Rejected,” with an email at each change.4Mass.gov. B2B Tracker – Customer

To check manually, go to Mass.Gov/myRMV, open the Vehicle Registration section, select “More,” and click “Check B2B Case Status.” Enter the Case ID or Tracking Number from your confirmation email. A “Partial Completion” status means some packets went through and others didn’t; the staff comments on the case tell you what to fix.4Mass.gov. B2B Tracker – Customer

Common Reasons Bundles Come Back

Most rejections are preventable at the desk before you leave for the center:

  • Missing insurance stamp on an RTA that requires one. This is the single most common issue.
  • Business name or FEIN on the cover sheet doesn’t match what the RMV has on file for your business partner account. The bundle stalls at intake.
  • Mistyped VINs. With up to eight per transaction, verify each character against the title or MCO.
  • Missing signatures, or an agent signature with no accompanying POA.
  • Incomplete ownership chain: a used vehicle without the previous title, or a new vehicle without its Manufacturer’s Certificate of Origin.

Fees Travel With the Bundle

B2B fees are the same as at the counter. There is no bulk surcharge and no bulk discount. Common amounts include:11Mass.gov. Massachusetts Registry of Motor Vehicles Fees

  • Passenger registration (normal plates): $60, renewed biannually.
  • Commercial registration up to 5,000 lbs: $40 per 1,000 pounds, renewed biannually.
  • Commercial registration over 5,000 lbs: $20 per 1,000 pounds, renewed annually.
  • Registration transfer: $25.
  • Registration amendment: $25.

Include the correct payment with each bundle. Fee miscalculations, particularly on the weight-based commercial formula, are a common cause of delays. When the weight category is close, round up and let the RMV refund the difference rather than have the packet returned for underpayment.
