To get a barber license in California, you need to be at least 17 with a 10th-grade education, complete 1,000 hours of training at a Board-approved barber school (or finish an approved apprenticeship), submit an Application for Examination and Initial License with a $125 fee, and pass a written exam administered by PSI. There is no practical demonstration anymore. Start to finish, plan on roughly a year of training plus several weeks of application processing.
Who Can Start the Process
Before you enroll anywhere, Business and Professions Code Section 7321 sets two threshold requirements. You must be at least 17 years old, and you must have completed the 10th grade or its equivalent, such as a GED.1California Board of Barbering and Cosmetology. Out-of-State/Out-of-Country School Training Record – Form B Have documentation of both ready. You will need to attach education verification (transcript, GED certificate, or equivalent) to your license application later.
Complete 1,000 Hours at a Board-Approved Barber School
Senate Bill 803 cut the training requirement from 1,500 hours to 1,000 hours of practical and technical instruction. Those hours only count if they are earned at a school approved by the California Board of Barbering and Cosmetology.2California Legislative Information. California Code, BPC 7362.5 The Board publishes a current list of approved schools on its website.3California Board of Barbering and Cosmetology. Approved School List Enrolling at an unapproved school is wasted time and money for licensing purposes, so confirm the school’s status before you sign anything.
The curriculum is set by law and covers five areas: health and safety, disinfection and sanitation, chemical hair services, hairstyling, and shaving and beard trimming.4California Board of Barbering and Cosmetology. Barbering Course Minimum Requirements Each area has minimum hours, and the school allocates the remainder across them.
When you finish, the school issues a Proof of Training document. That certified form goes into your license application, so keep the original somewhere safe. Getting a replacement means going back to the school, and that can delay the application by weeks.
The Apprenticeship Alternative
If you would rather earn while you learn, California recognizes a full apprenticeship pathway in place of school. Apprenticeships are jointly approved by the Division of Apprenticeship Standards and the Board of Barbering and Cosmetology, and they let you train under a licensed barber inside a licensed establishment.5California Board of Barbering and Cosmetology. Apprenticeship
The time commitment is much larger. You will complete a minimum of 3,200 on-the-job hours plus 220 hours of related classroom instruction over two years, working between 32 and 42.5 hours per week. One hard rule to know up front: school hours and apprenticeship hours do not transfer between the two paths. If you start barber school and switch, your school hours do not carry over.5California Board of Barbering and Cosmetology. Apprenticeship
To begin, join an approved sponsor from the Board’s list, complete the Board’s online Pre-Apprentice Training Class on health, safety, and sanitation, and submit an Application for an Apprentice License. Your trainer must hold a valid barber license, and the shop must be properly licensed, with no outstanding fines or recent disciplinary actions.
Submit Your Application and Fee
Once your training (or apprenticeship) is done, you file the Application for Examination and Initial License. You will need:
- Your Social Security Number or ITIN. Disclosure is mandatory under Business and Professions Code Section 30, and the Franchise Tax Board can assess a $100 penalty for failing to provide one.1California Board of Barbering and Cosmetology. Out-of-State/Out-of-Country School Training Record – Form B
- Your Proof of Training from the school or apprenticeship program.
- Education verification showing at least a 10th-grade completion.
- The school code identifying where you trained.

After the Board approves the application, expect a PSI candidate information handbook roughly six weeks later with instructions for scheduling your exam.8California Board of Barbering and Cosmetology. Pass the Written Exam
Since January 1, 2022, the practical exam has been eliminated for every license type. The written exam is the only test.9California Board of Barbering and Cosmetology. Information Regarding the Written and Practical Examinations The Board uses a national examination developed by PSI, administered at PSI centers across California.
Content tracks your training: health and safety, disinfection and sanitation, chemical services, hairstyling, and shaving. Sanitation questions carry heavy weight because that is where the public health risk sits. Candidates who spent most of their school time on cutting technique often get caught off guard here.
Schedule the exam at a PSI center that works for you, and bring valid government-issued photo ID. The test is computer-based and your score comes back immediately. Pass, and the Board issues your license so you can start working.
If You Don’t Pass
You can retake it. You submit a new re-examination application with a $75 fee.9California Board of Barbering and Cosmetology. Information Regarding the Written and Practical Examinations There is no formal waiting period beyond the Board’s processing time for the new application, which itself can take several weeks.
Already Licensed in Another State
If you hold an active barber license elsewhere, California offers reciprocity under Business and Professions Code Section 7331. You do not repeat training and you do not retake the exam, but your existing license must be current, in good standing, and free from suspensions or restrictions.10California Board of Barbering and Cosmetology. Reciprocity Application Instructions and Checklist for All License Types
File a reciprocity application through BreEZe or by mail with a valid photo ID and the required fee. The piece that trips people up: your original state’s licensing board must send a certification letter directly to California. You cannot submit it yourself, and some states take weeks to produce it and charge their own fee. Start that request early. Processing on California’s side runs about four weeks, and once approved you visit a PSI center in person for your photo. The license is valid for two years from issue.10California Board of Barbering and Cosmetology. Reciprocity Application Instructions and Checklist for All License Types
Renewing the License
California barber licenses renew every two years for $50 through BreEZe.10California Board of Barbering and Cosmetology. Reciprocity Application Instructions and Checklist for All License Types There is no continuing education requirement. You can take additional classes if you want to, but none are mandatory for renewal.8California Board of Barbering and Cosmetology. Don’t Work Before the License Is in Hand
Practicing without a valid license carries a $1,000 administrative fine per violation under the Board’s fine schedule, applied the same way to first, second, and third offenses, and the fine is not waivable.11Cornell Law School. California Code of Regulations Title 16, Section 974 – Schedule of Administrative Fines Criminal charges under the Business and Professions Code can also apply. If you are between licenses, waiting on an initial approval, a reciprocity decision, or a renewal, hold off on paid work until the paperwork clears.
