To get a Class C license in Texas, you book an appointment at a Department of Public Safety office, bring documents proving your identity, lawful presence, Social Security number, and Texas residency, complete any driver education required for your age, and pass a vision screening, a written knowledge test, and a behind-the-wheel driving test in a vehicle you provide.1Texas Department of Public Safety. Who Needs a Class C
Class C is the standard Texas license for cars, SUVs, minivans, and pickup trucks. It covers any single vehicle under 26,001 pounds GVWR and vehicles designed to carry up to 23 passengers, including the driver.2Texas Department of Public Safety. Driver Education by Age
How much coursework you owe DPS depends entirely on how old you are the day you apply.
Under 18
Teens have to finish a full driver education course covering both classroom and behind-the-wheel instruction. The classroom portion runs either 6 hours under the concurrent method or 24 hours under the block method, depending on the course format.4Texas Department of Public Safety. Documents to Bring
Showing up without the right paperwork is the most common reason people leave without a license. You need all of the following:7Texas Department of Public Safety. What to Bring With You When Applying for a Texas Driver License or Identification Card
- Proof of U.S. citizenship or lawful presence, such as a birth certificate, U.S. passport, or passport card. DPS verifies non-citizen status through the federal SAVE program, which is usually instant but can occasionally delay a license by up to 45 days.
- Proof of identity, such as a Texas ID card or U.S. passport.
- Proof of Texas residency, such as a utility bill, lease, or bank statement showing your address.
- Your Social Security card or another document showing the full number.
- Proof of liability insurance for each vehicle you own, or a statement that you don’t own one.
- Out-of-state applicants surrendering a license also need Texas vehicle registration.
If you’re under 25, add your driver education certificate. If you’re taking the skills test that day, add your Impact Texas Drivers certificate.5Texas Department of Public Safety. Impact Texas Drivers (ITD) Program

The Three Tests at DPS
At your appointment you’ll go through a vision screening, a written knowledge test, and a driving skills test, in that order. The vision check happens first. If your eyesight doesn’t meet the minimum standard, you’ll be referred to an eye specialist before DPS can move forward.10Texas Department of Public Safety. Explanation for Eye Specialist
The knowledge test has around 40 multiple-choice questions covering traffic laws, road signs, and safe driving practices. You need at least 70% to pass. Fail it and you don’t take the driving test that day.
The driving skills test is a ride-along with a DPS examiner in a vehicle you provide. The examiner scores you on turns, lane changes, stops, and parking. Once you pass, DPS collects your thumbprints, takes your photo, and hands you a paper temporary license before you leave.1Texas Department of Public Safety. Apply for a Texas Driver License
Getting Your Vehicle Ready for the Road Test
The examiner inspects your vehicle before the skills test starts. If anything fails, the test is rescheduled on the spot. The vehicle needs:11Texas Department of Public Safety. DL-60 Vehicle Inspection Form
- Two permanently affixed license plates, front and back. Temporary plates are accepted; dealer plates are not.
- Current, unexpired registration and insurance. You cannot be listed as an excluded driver on the policy.
- Working turn signals front and back, brake lights, headlights, and taillights.
- A working horn, speedometer, windshield wipers, seatbelts, and at least one rearview mirror.
- Driver and front passenger doors that open normally.
A burned-out brake light or expired registration sticker is enough to lose the appointment. Walk around the car the night before.
Restrictions If You’re Under 18
Drivers who are 16 or 17 receive a provisional license carrying real restrictions, enforced through tickets and possible suspension:12Texas Department of Public Safety. Texas Provisional License as a Teen
- No more than one passenger under 21 who isn’t a family member.
- No driving between midnight and 5:00 a.m. except for work, a school activity, or an emergency.
- No cell phone use at all while driving, including hands-free. The only exception is calling 911.
These restrictions lift when you turn 18 and the provisional license converts to a standard one.
After You Pass
The paper temporary license you leave with is your legal authorization to drive until the plastic card arrives by mail, usually within two to three weeks.1Texas Department of Public Safety. Apply for a Texas Driver License If it hasn’t shown up after a month, contact DPS to check the status.
