To get a Utah learner permit, you apply online through the Driver License Division (DLD), book an in-office appointment, bring proof of identity and residency, pass a vision screening and a 50-question written test, and pay $19. Who Can Apply
Anyone 15 or older can apply, but the requirements split sharply at age 19.
If you are between 15 and 18, you must complete a state-approved driver education course, have a parent or legal guardian co-sign your application to accept financial liability for your driving, and log 40 hours of supervised practice, at least 10 of them after sunset.2Utah Driver License Division. If you are 19 or older, driver education is optional, no co-signer is required, and there is no minimum practice-hour rule.
Every applicant has to prove identity, date of birth, Social Security number, and Utah residential address. U.S. citizens can use a valid passport or a certified birth certificate filed with a state vital statistics office. Some things will stop the application before it starts. A suspension or revocation in any state has to be resolved first. Unpaid traffic tickets and outstanding warrants can also block you. How to Apply Step by Step
Two things happen before you ever set foot in a DLD office. First, complete the application on the DLD website. Second, schedule an appointment at a Driver License Division office through the same site.5Utah Driver License Division. At the appointment, bring your identity and residency documents. Staff will run the vision screening, administer the written knowledge test, and capture your photograph and digital signature. One point of confusion worth clearing up: fingerprinting is not part of a standard learner permit. It applies only to applicants for a Driving Privilege Card, a different document issued to people who cannot prove lawful presence.7Utah Driver License Division. DPC Fingerprint Vendors
The Written Knowledge Test
The written exam is 50 questions drawn from the Utah Driver Handbook. It covers traffic laws, road signs, right-of-way rules, and impaired-driving regulations, and it is closed-book.2Utah Driver License Division. Fail the test and you will need to book a separate retake appointment. The DLD does not advertise a same-day retake, so plan on coming back another day.2Utah Driver License Division. Learner Permit Your passing score, once you have it, stays valid for 18 months.
The Vision Screening
Utah does not use a single pass/fail line for vision. It uses tiers. Corrected vision of 20/40 or better in each eye qualifies you for an unrestricted permit in private vehicles. Between 20/50 and 20/100, you can still qualify, but the permit carries restrictions such as speed limits, area limits, or daylight-only driving depending on severity. If you need glasses or contacts to hit the standard, the permit carries a corrective-lens restriction. Wear them every time you drive.
Driving With the Permit
The learner permit never authorizes solo driving. A qualified adult has to sit in the front passenger seat every time you are behind the wheel, and who qualifies depends on your age.1Utah Legislature. Utah Code 53-3-210.5 – Learner Permit
If you are 15 to 17, your supervisor must be a licensed parent, legal guardian, the adult who co-signed your application, or an approved driving instructor. If your parent or guardian is not a licensed driver, they can authorize another licensed adult age 21 or older to supervise you, but that person must carry written proof of the authorization in the car.
If you are 18, any licensed driver age 21 or older can supervise.
Carry the permit itself whenever you drive. Being caught without it in hand can produce a citation even when your permit is otherwise valid.
How Long the Permit Lasts
The permit is valid for 18 months from the date of issue.1Utah Legislature. Because your written test score is also good for 18 months, renewing inside that window means you do not have to retake the exam.2Utah Driver License Division. Learner Permit
Let the permit lapse without renewing or upgrading and you restart from zero, including the written test if the score has expired.
Moving Up to a Full Class D License
When you are ready, the next step is the driving skills test, a behind-the-wheel exam with a DLD examiner in real traffic. Road tests are scheduled in advance.
Applicants under 18 also have to finish the 40 hours of supervised practice and the driver education course before sitting for the road test.2Utah Driver License Division. The fee for an original Class D license is $52.10Utah Legislature. What Changes After You Upgrade
Some rules people assume apply to the learner permit actually kick in only after you get the provisional license. Utah’s graduated licensing program imposes a nighttime curfew between midnight and 5:00 a.m. and passenger limits for the first six months (or until you turn 18, whichever comes first), with exceptions for a licensed driver 21 or older riding along, work, emergencies, school-sponsored activities, and agricultural operations.12Utah Driver License Division.
