To get a Commercial Learner’s Permit in Texas, you book an appointment at a Department of Public Safety (DPS) office, bring identity and residency documents plus a valid DOT medical certificate, pass the written knowledge exams on site, and pay a $25 fee. The permit then lets you practice driving a commercial vehicle on public roads with a licensed CDL holder in the seat beside you. Most of the work happens before the appointment, so plan the sequence carefully.
Before You Apply
You have to be at least 18. Texas law bars DPS from issuing a CLP to anyone younger.1State of Texas. Texas Transportation Code 522.011 At 18 you can drive commercially only within Texas; federal rules require age 21 for interstate driving, so a CLP issued between 18 and 20 carries an intrastate-only restriction.
You also need a valid Texas Class C driver’s license already in hand. DPS will pull your driving record, and disqualifying offenses will stop the application.
One trap catches people who otherwise have everything ready: the FMCSA Drug and Alcohol Clearinghouse. Since November 2024, a “prohibited” status in the Clearinghouse database forces DPS to deny a CLP application or strip commercial privileges from an existing license.2Drug and Alcohol Clearinghouse. Clearinghouse II and CDL Downgrades Prohibited status means an unresolved drug or alcohol violation and an incomplete return-to-duty process (substance abuse professional evaluation, treatment, follow-up testing). If you have ever been subject to DOT drug or alcohol testing, check your Clearinghouse status before you do anything else.
Get the DOT Physical
You need a valid Medical Examiner’s Certificate before DPS will process your CLP. The exam checks vision, hearing, blood pressure, and general physical and mental fitness for commercial driving.3Federal Motor Carrier Safety Administration. Medical
Not every doctor can do this exam. The examiner has to appear on the FMCSA’s National Registry of Certified Medical Examiners, which has a searchable tool that filters by location.4FMCSA National Registry. Search Medical Examiners Budget roughly $60 to $150 out of pocket; most health insurance won’t touch a DOT physical.
At the appointment you’ll also self-certify your driving type. Texas uses four federal categories, and the two most applicants pick are non-excepted interstate (Category 1) or non-excepted intrastate (Category 3). Both require a current medical certificate on file with DPS.5Texas Department of Public Safety. Gather Your Documents
Show up at DPS without one of these and you’ll be turned away.
- Proof of U.S. citizenship or lawful presence — a U.S. passport, birth certificate, or immigration document.
- Identity verification showing your full legal name, such as your current Texas Class C license.
- Your Social Security card or a document displaying your SSN.
- Two proofs of Texas residency from different sources, each showing your name and residential address. A utility bill dated within 180 days, a current lease, a Texas voter registration card, a vehicle registration, or an insurance policy all qualify.
- Your valid DOT Medical Examiner’s Certificate.
- Your self-certification of driving type.
The two residency documents have to come from different sources. A utility bill and a bank statement work. Two bills from the same provider do not. If you’re surrendering a CDL from another state, you still bring residency proof, but the usual 30-day Texas residency requirement is waived.7Department of Public Safety. Pass the Knowledge Tests
The written exams happen at the DPS office. The combination depends on the CDL class and endorsements you’re after, but most applicants take:
- Texas Commercial Rules, covering state regulations for commercial drivers.
- General Knowledge, covering federal safety rules, vehicle inspection, and basic operations.
- Air Brakes, if the vehicle you plan to drive has them.
- Combination Vehicles, if you’re pursuing Class A.
You can also test for endorsements now — hazardous materials, tank, passenger, school bus — and save yourself a return trip.
Passing is 80 percent on every test.8eCFR. 49 CFR 383.135 – Passing Knowledge and Skills Tests Your application fee covers three attempts per test. Fail a test three times and you’ll file a new application and pay the fee again before trying once more.9State of Texas. Texas Transportation Code 522.023 – Tests
The DPS Appointment
DPS driver license services are appointment-only. Walk-ins aren’t accepted, though a lobby self-service kiosk may sometimes book a same-day slot if one is open.10Department of Public Safety. Driver License Services – Appointments Don’t rely on that. Book online in advance.
At the appointment you’ll hand over your documents, give thumbprints, sit for a photo, and complete a vision screening.11Department of Public Safety. How Do I Apply for a Commercial Driver License? What Your CLP Lets You Do
The permit authorizes practice driving on public roads, but only with supervision. A licensed CDL holder has to ride with you at all times, must hold the same class of CDL and any endorsements needed for the vehicle, and has to sit in the front passenger seat where they can directly observe you. For passenger vehicles the supervisor may sit directly behind the driver or in the first row behind the driver’s seat.13eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP)
Federal rules also cap what a CLP holder can haul:
- No hazardous materials, ever, regardless of endorsements.13eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP)
- No passengers, even with a passenger endorsement. The only people allowed on board are federal or state auditors, inspectors, test examiners, other trainees, and the supervising CDL holder.13eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP)
- Tanks must be empty and purged of hazardous residue.13eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP)
Violations can bring disqualification from commercial driving.
After You Get the CLP
A mandatory 14-day waiting period begins once DPS issues the permit; you can’t take the CDL skills test until it ends.14Department of Public Safety. Commercial Driver License (CDL) Frequently Asked Questions Use that time to train with your supervising driver.
If you’re pursuing a Class A or Class B CDL for the first time, upgrading from B to A, or adding a passenger, school bus, or hazardous materials endorsement for the first time, federal Entry-Level Driver Training (ELDT) applies. You have to complete it through a provider on the FMCSA Training Provider Registry before you can take the skills test.15Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT) The theory portion can be done before or after you get the CLP; the behind-the-wheel portion requires the CLP because you can’t legally drive a commercial vehicle on public roads without it.
The CLP itself is valid for 180 days. If you don’t pass the skills test in that window, you can renew the permit once without retaking the knowledge exams. After that renewal expires, you start over with new tests and a new fee. Skills test appointments at DPS can have their own wait, so schedule yours early in the CLP period rather than in its final weeks.
