How to Get a Commercial Trip Permit in California: Forms and Fees

An out-of-state commercial vehicle needs a California commercial trip permit before it touches a state highway, and for most trucks that means more than one document. At a minimum, expect a DMV Nonresident Commercial Vehicle Trip Permit (form REG 41). Diesel-powered trucks without an IFTA license also need a California Fuel Trip Permit. Oversize or overweight loads add a Caltrans transportation permit, and carriers hauling property for compensation need a Motor Carrier Permit on top of everything else.

The DMV Trip Permit (REG 41)

The Nonresident Commercial Vehicle Trip Permit stands in for California registration. One permit covers a single commercial vehicle for up to four consecutive days, beginning on the day of first use.1California Legislative Information. Two categories of vehicle cannot use a REG 41. If the vehicle is based in California, meaning it is primarily dispatched from, garaged, serviced, or maintained at a California address, it needs full California registration instead. Vehicles last registered in Mexico are also ineligible.1California Legislative Information. The California Fuel Trip Permit

If your truck runs on diesel or another non-gasoline fuel and you don’t hold a valid International Fuel Tax Agreement license, you need a California Fuel Trip Permit (CFTP) in addition to the REG 41. This applies to any “qualified motor vehicle”: two axles with a gross vehicle weight above 26,000 pounds, three or more axles regardless of weight, or a combination exceeding 26,000 pounds. Each fuel trip permit covers one vehicle for up to four consecutive days and costs $30.3California Department of Tax and Fee Administration. Caltrans Oversize and Overweight Permits

California’s legal limits on state highways are 80,000 pounds gross weight, 14 feet in height, and 8 feet 6 inches in width. Any non-divisible load exceeding one of those thresholds needs a transportation permit from the California Department of Transportation. A non-divisible load is one that cannot be broken down without destroying its value or intended use.

A Caltrans Single Trip Permit is valid for seven consecutive days and can be issued up to three days before the trip begins.5California Department of Transportation. Motor Carrier Permit

This is the permit carriers most often miss. California requires any motor carrier of property operating a commercial vehicle on a public highway to hold a valid Motor Carrier Permit (MCP) issued by the DMV.7California Legislative Information. Applying requires a California Highway Patrol carrier identification number and proof of workers’ compensation and liability insurance. The application form is the MC 706 M. Where to Buy Each Permit

The REG 41 is sold at DMV field offices and participating truck stops throughout California. Carriers who cross the state often can buy permits in volume by contacting DMV headquarters. The California Fuel Trip Permit is available through CDTFA online services, at any CDTFA office, and at most DMV offices.4California Department of Tax and Fee Administration. California Fuel Trip Permit Third-party permit services also issue them electronically.

Caltrans oversize and overweight permits are handled through the Caltrans online permit system. Because these permits are route-specific, you need to know your origin, destination, and intended highways before applying.5California Department of Transportation. Single Trip Permit

Information to Have Ready

Whatever permit you’re buying, have this on hand:

  • Company name, physical address, and USDOT number
  • VIN, make, year, license plate number, and state of registration
  • Exact trip start date, since every permit runs for specific consecutive days
  • Proof of liability coverage meeting federal and California minimums

For a Caltrans oversize or overweight application, add a description of the load, the number of axles, trailer type, exact height, width, length, and overhang, total gross weight, origin and destination addresses, and any preferred or restricted highways.

Carrying and Displaying the Permits

California law requires the REG 41 to be carried inside the vehicle it covers and placed in the designated permit receptacle where an officer can inspect it.1California Legislative Information. The fuel trip permit must stay in the cab and be available on demand.4California Department of Tax and Fee Administration. Federal Requirements That Ride Along

State permits do not cover federal obligations, and California weigh stations check for both.

Unified Carrier Registration

Motor carriers, freight brokers, and leasing companies operating across state lines must complete Unified Carrier Registration and pay the annual fee before January 1 of the registration year. Fees scale with fleet size, from $46 for two or fewer vehicles up to $44,836 for fleets over 1,000 vehicles for 2026.9UCR Plan. Heavy Vehicle Use Tax

Any highway motor vehicle with a taxable gross weight of 55,000 pounds or more must have a paid Form 2290 on file with the IRS.11Internal Revenue Service. Vehicles expected to travel fewer than 5,000 miles during the tax period can claim a suspension but still have to file.

Liability Insurance

Federal minimum financial responsibility for interstate for-hire carriers hauling non-hazardous property in vehicles rated over 10,000 pounds is $750,000.12eCFR. 49 CFR Part 387 – Minimum Levels of Financial Responsibility for Motor Carriers Hazardous materials carriers face significantly higher minimums. California will verify insurance as part of the MCP process, so make sure filings are current before you enter.

Electronic Logging Device Short-Trip Exception

Drivers who use paper logs no more than eight days in any 30-day period are exempt from the federal electronic logging device (ELD) mandate.13Federal Motor Carrier Safety Administration (FMCSA). Past eight days, you need a compliant ELD installed before you enter the state.
