How to Get a DOT Number in Missouri: Application, Insurance, MC Number

To get a DOT number in Missouri, apply free through the Federal Motor Carrier Safety Administration’s Unified Registration System, pass an identity verification check, and get the required liability insurance filed on your behalf before you start operating. The USDOT number itself is issued shortly after you submit, but full processing runs about 20 to 25 business days. Missouri carriers who stay inside the state still go through the FMCSA first, because the state’s intrastate operating authority application through MoDOT uses your USDOT number as a starting point.1Missouri Department of Transportation. Who Needs a USDOT Number

Federal rules require a USDOT number for anyone operating a commercial motor vehicle in interstate commerce.2Federal Motor Carrier Safety Administration. Do I Need a USDOT Number? Interstate commerce is wider than it sounds. It covers any shipment that is part of a journey originating or ending in another state, even when your truck itself never leaves Missouri.3Federal Motor Carrier Safety Administration. How Does One Distinguish Between Intra- and Interstate Commerce for the Purposes of Applicability of the FMCSRs

A vehicle counts as a commercial motor vehicle if any one of these is true:4eCFR. 49 CFR 390.5 – Definitions

  • Gross vehicle weight rating or gross combination weight rating of 10,001 pounds or more
  • Designed or used to carry more than 8 passengers including the driver, for compensation
  • Designed or used to carry more than 15 passengers including the driver, without compensation
  • Used to transport hazardous materials in quantities requiring placarding

Missouri adds its own trigger. For-hire motor carriers moving property or passengers only inside Missouri still need intrastate operating authority from MoDOT, and that process requires a USDOT number up front.1Missouri Department of Transportation. Missouri Operating Authority – Intrastate Operations So the “I only drive in Missouri” exception that some new carriers assume exists does not.

What to Gather Before You Apply

The FMCSA handles registration through its online Unified Registration System, and there is no fee for the USDOT number itself.5Federal Motor Carrier Safety Administration. FMCSA Registration Have the following ready before you start the application:

  • Legal business name, any DBA names, and both physical and mailing addresses
  • Business structure (sole proprietorship, partnership, LLC, or corporation)
  • Type of operation (for-hire, private, or exempt)
  • What you will haul (general freight, household goods, passengers, hazmat, and so on)
  • Number and types of vehicles in the fleet
  • Whether you will run interstate, intrastate, or both
  • A government-issued photo ID for identity verification

Identity Verification

Every new registrant now has to pass an identity proofing step before a USDOT number is issued. The FMCSA runs this through IDEMIA inside the Unified Registration System as part of the application.6Federal Motor Carrier Safety Administration. Identity Verification It is designed to confirm that the person registering actually represents the business, so keep your ID in hand when you begin.

Submitting the Application and How Long It Takes

Create an FMCSA portal account and work through the prompts. The system assigns a USDOT number fairly quickly after submission, but full registration processing takes roughly 20 to 25 business days. If the agency flags your application for further review, add eight weeks or more.7Federal Motor Carrier Safety Administration. Get Operating Authority (Docket Number) The most common cause of delay is simple: errors or missing information in the form. Review every field before you submit.

Insurance Has to Be on File

You cannot activate a USDOT number or begin operating until the required minimum liability insurance is on file with the FMCSA. The minimum depends on what you haul and the size of your vehicles, running from $300,000 for lighter non-hazardous freight up to $5,000,000 for explosives, poison gas, radioactive materials, and larger passenger vehicles.8Federal Motor Carrier Safety Administration. Insurance Filing Requirements Your insurer files proof directly with the FMCSA using Form BMC-91 or BMC-91X. Until that filing is processed, your authority does not go active, so talk to your insurance company early rather than at the end.

Do You Also Need Operating Authority (MC Number)?

A USDOT number is only an identifier for safety tracking. Operating authority, often called an MC number, is permission to haul certain cargo or passengers for hire. The two are separate registrations with separate requirements, and many carriers need both.

You need operating authority on top of your USDOT number if you are a for-hire carrier, transport passengers in interstate commerce, or haul federally regulated commodities for compensation.9Federal Motor Carrier Safety Administration. What Is Operating Authority (MC Number) and Who Needs It? Private carriers hauling their own goods, and for-hire carriers hauling only exempt commodities, generally do not. Each authority type costs a one-time $300 fee, and that fee is nonrefundable even if the application is denied. Need more than one type of authority? Expect $300 for each.10Federal Motor Carrier Safety Administration. What Is the Cost for Obtaining Operating Authority (MC/FF/MX Number)?

Other Federal Registrations You’ll Hit Along the Way

BOC-3 Process Agent

Every interstate carrier must file Form BOC-3, designating a legal process agent in each state of operation. Only a process agent can file this form on behalf of a carrier that owns vehicles. The agent has to be a resident of the state they cover, and a P.O. box is not a valid address.11Federal Motor Carrier Safety Administration. Form BOC-3 – Designation of Agents for Service of Process Several national services file this for a modest annual fee.

Unified Carrier Registration

Interstate carriers, brokers, freight forwarders, and leasing companies also register annually under the Unified Carrier Registration program and pay fees based on fleet size. For a 1-to-2-vehicle fleet, the 2026 fee is $46, with brackets climbing from there.12Unified Carrier Registration (UCR). Fee Brackets UCR registration for each year opens October 1 of the prior year and has to be done before January 1. Running without current UCR can draw roadside fines.

Drug and Alcohol Clearinghouse

If you employ drivers with a commercial driver’s license, you have to register with the FMCSA Drug and Alcohol Clearinghouse. Employers query the database before hiring a CDL driver and at least once a year for current ones. Owner-operators who drive under their own USDOT number register as both driver and employer.13Federal Motor Carrier Safety Administration – Drug & Alcohol Clearinghouse. Before You Register

Missouri State-Level Registrations

Intrastate Operating Authority

For-hire carriers operating only within Missouri need intrastate operating authority from MoDOT. The application goes through MoDOT Carrier Express online, and you need your USDOT number and proof of insurance before you start it.1Missouri Department of Transportation. Missouri Operating Authority – Intrastate Operations

IRP and IFTA

Missouri-based carriers that cross state lines need two more state registrations. An International Registration Plan (IRP) apportioned license plate covers vehicle registration across every state you travel through, bought once in Missouri. An International Fuel Tax Agreement (IFTA) license lets you file fuel tax in Missouri instead of state by state.14Missouri Department of Transportation. Starting a New Account Both go through MoDOT Motor Carrier Services.

Marking the Vehicle

Every commercial motor vehicle must display the USDOT number on both sides. The marking includes the carrier’s legal name or DBA and the number preceded by the letters “USDOT.” The lettering has to contrast with the vehicle color and be legible from 50 feet in daylight while the vehicle is stationary.15eCFR. 49 CFR 390.21 – Marking of Self-Propelled CMVs and Intermodal Equipment Magnetic signs are fine as long as they stay on while you drive. Missing or illegible markings are a routine inspection citation.

The New Entrant Period

Once your USDOT number is active, you enter an 18-month new entrant monitoring period. Within the first 12 months, the FMCSA conducts a safety audit covering recordkeeping, vehicle maintenance, and overall safety management.16Federal Motor Carrier Safety Administration. New Entrant Safety Assurance Program Pass, and monitoring continues through the end of the 18 months. Fail, and you have to implement corrective actions; a failure to fix the problems leads to revocation.

Keeping the Number Active

Every carrier has to update its registration every two years by filing Form MCS-150, even if nothing has changed. The second-to-last digit of your USDOT number decides whether you file in odd or even years, and the last digit sets the month (1 for January, 2 for February, with 0 meaning October).17Federal Motor Carrier Safety Administration. Updating Your Registration or Authority Missing the biennial update deactivates your number and can bring civil penalties of up to $1,000 per day, capped at $10,000. A deactivated number means you can’t legally operate, and a roadside stop with one leads to an out-of-service order.

Don’t wait for the two-year cycle to report changes. Update your MCS-150 through the FMCSA portal whenever your legal name, address, type of operation, or fleet size changes.17Federal Motor Carrier Safety Administration. Updating Your Registration or Authority
