Under the federal definition, a vehicle counts as a commercial motor vehicle if it meets any one of these thresholds:2eCFR. 49 CFR 390.5 – Definitions
- A gross vehicle weight rating, gross combination weight rating, gross vehicle weight, or gross combination weight of 10,001 pounds or more.
- Designed or used to carry 9 or more people including the driver for compensation.
- Designed or used to carry 16 or more people including the driver, whether or not fares are charged.

One qualifying vehicle in your fleet triggers the requirement for the whole company. The number is assigned to the business, not to individual trucks.
What to Have Ready Before You Apply
Pull these together first. Missing pieces will stall the application:
- Legal business name and a physical street address. A P.O. box alone won’t work.
- Business structure: sole proprietorship, LLC, partnership, or corporation.
- EIN for most entities, or SSN if you’re a sole proprietor.
- The types of cargo you plan to haul, such as general freight, household goods, or hazardous materials.
- Number and types of commercial vehicles you operate.
- Whether you’ll run interstate, intrastate, or both.
- Name and contact information for your safety compliance contact.
- A valid government-issued photo ID for identity verification.
Applying Through the Unified Registration System

New applicants have to clear an identity verification step: scan a QR code, take a selfie holding your government-issued ID, and upload photos of the front and back of that ID.4Federal Motor Carrier Safety Administration. The USDOT number itself carries no fee. If your operations also require operating authority (an MC, FF, or MX number), each authority type is a one-time $300 filing fee.5Federal Motor Carrier Safety Administration. After You Submit
Your USDOT number is usually issued instantly when you finish the online application, and a carrier notification letter follows by mail.6Federal Motor Carrier Safety Administration. MC number applications for first-time registrants typically run 20 to 25 business days, and files that trigger additional agency review can stretch to eight weeks or more.7Federal Motor Carrier Safety Administration. If the FMCSA finds discrepancies or missing information, they’ll contact you for clarification. Answer quickly. False or misleading information on the application can lead to revocation of your registration along with civil or criminal penalties.8Federal Motor Carrier Safety Administration. Insurance and Process Agent Filings If You Need Authority
A USDOT number alone doesn’t require insurance or a process agent to be on file with the FMCSA. If you’re also getting operating authority, both filings have to be in place before you can start hauling.
Minimum liability insurance levels are set by federal rule based on cargo and vehicle size, ranging from $300,000 for smaller non-hazmat property carriers up to $5,000,000 for large passenger operations and certain hazardous materials.9eCFR. 49 CFR 387.303 – Insurance or Other Security Required Your insurer files proof directly with the FMCSA on Form BMC-91, BMC-91X, or BMC-82.10Federal Motor Carrier Safety Administration. You also need a BOC-3 form on file. It designates a process agent in every state where you operate — a person or company authorized to accept legal documents for you. Only the process agent can file the BOC-3; you can’t submit it yourself unless you’re a broker or freight forwarder without commercial vehicles.11Federal Motor Carrier Safety Administration. If the BOC-3 isn’t filed within the required timeframe, your operating authority application is dismissed and the $300 filing fee is forfeited.
Marking Your Vehicles

- Both sides of the vehicle.
- Your legal business name (or the single trade name shown on your registration) plus your USDOT number preceded by the letters “USDOT.”
- Lettering that contrasts sharply with the background color.
- Legible from 50 feet away in daylight while the vehicle is stationary.
The regulations don’t set a minimum letter height. The 50-foot legibility standard is what an inspector applies. Most carriers use letters at least two inches tall to meet that comfortably. Magnetic signs are acceptable if they stay put during operation.
What Comes After You Get the Number
The New Entrant Safety Audit
Getting the number starts an 18-month monitoring period. The FMCSA watches your safety record through inspections and conducts a formal safety audit, generally after you’ve been operating for at least three months.13eCFR. 49 CFR Part 385 Subpart D – New Entrant Safety Assurance Program The audit looks at basic safety management controls: driver qualification files, vehicle maintenance records, hours-of-service compliance, drug and alcohol testing.
If controls are found inadequate, the FMCSA sends written notice and gives you 60 days to correct the problems. Driver Medical Cards
Every driver operating a commercial vehicle over 10,000 pounds in interstate commerce must hold a valid Medical Examiner’s Certificate.14Federal Motor Carrier Safety Administration. Certificates are valid for up to two years, with shorter periods for drivers with certain health conditions. CDL holders also have to self-certify their operating category with the Nebraska DMV and get each new medical certificate on file before the current one expires. Unified Carrier Registration
