How to Get a DOT Number in Pennsylvania: Registration and Requirements

To get a DOT number in Pennsylvania, register your business for free through the Federal Motor Carrier Safety Administration’s Unified Registration System at fmcsa.dot.gov, complete an identity verification step, and submit the online application. The USDOT number is typically issued immediately. Pennsylvania uses the federal number for both interstate carriers and for intrastate commercial vehicles at or above 17,001 pounds gross vehicle weight rating, so most commercial operators registered in the state go through the same FMCSA process.

Do You Actually Need a USDOT Number

Before you register, confirm the rule applies to your operation. The federal and Pennsylvania thresholds are different.

Interstate Operations

If you cross state lines, even occasionally, you need a USDOT number when any of these are true:

  • The vehicle has a gross vehicle weight rating or gross combination weight rating of 10,001 pounds or more.
  • The vehicle carries nine or more passengers, including the driver, for compensation.
  • The vehicle carries 16 or more passengers, including the driver, without compensation.
  • The vehicle transports hazardous materials in quantities requiring placards.

Pennsylvania Intrastate Operations

If you operate entirely within Pennsylvania, the weight trigger is higher than the federal one. You need a USDOT number when your vehicle has a GVWR or GCWR of 17,001 pounds or more. The passenger and hazardous materials thresholds are the same as the federal rules.2Pennsylvania State Police. Intrastate USDOT Number Requirements

What to Have Ready Before You Start

The application runs in one session, so gather everything first:

  • Your company’s legal name, any DBA names, and your EIN (or SSN if you’re a sole proprietor).
  • Your business structure: sole proprietorship, LLC, corporation, or partnership.
  • Operation type (for-hire, private, or exempt carrier) and what you’ll haul: general freight, household goods, hazardous materials, passengers, and so on.
  • Vehicle count, GVWRs, and whether any will carry hazmat.
  • Driver count, how many hold a CDL, and whether they’ll run interstate or intrastate.
  • A government-issued photo ID and a smartphone or device with a camera for the identity check.

Registering Through the Unified Registration System

All first-time USDOT number applications go through FMCSA’s Unified Registration System online. As of September 30, 2025, FMCSA no longer accepts paper transactions for any registration purpose, so the online system is the only option.4Federal Motor Carrier Safety Administration. FMCSA Registration

Every new registrant now has to pass an identity proofing and verification check before finishing registration. FMCSA partnered with IDEMIA to handle it. You scan a QR code, submit a selfie, and upload photos of a government-issued ID. It’s a fraud-prevention step, which is why a device with a camera is required.5Federal Motor Carrier Safety Administration. Identity Verification

Once you clear identity verification, you complete the online application with your business, vehicle, and operational details. The USDOT number is typically issued immediately on successful submission. FMCSA does not charge a fee to register or to update your number.6Federal Motor Carrier Safety Administration. Marking Your Vehicles

Federal law requires the USDOT number and your legal business name to appear on both sides of every self-propelled commercial motor vehicle you operate. Use the letters “USDOT” in front of the number. If a name other than yours already appears on the vehicle, such as a leasing company’s, your operating carrier name must appear with the words “operated by” in front of it. Letters must contrast sharply with the background and be readable from 50 feet away in daylight. Paint or removable magnetic signs are both acceptable as long as the markings stay legible.7eCFR. 49 CFR 390.21 – Marking of Self-Propelled CMVs and Intermodal Equipment

The 18-Month New Entrant Period

Getting the number puts you into FMCSA’s New Entrant Safety Assurance Program for 18 months. During that period, FMCSA tracks your safety performance through roadside inspections and conducts a safety audit, usually within your first 12 months of operations. The audit checks your recordkeeping, vehicle inspection and maintenance practices, and general compliance.8Federal Motor Carrier Safety Administration. New Entrant Safety Assurance Program

Some violations trigger automatic failure: operating without proper insurance, using a driver without a valid CDL, having no drug and alcohol testing program, or returning an out-of-service vehicle to the road before repairs. If you fail, you’ll submit a corrective action plan. Passenger and placarded-hazmat carriers get 45 days to demonstrate corrections; other carriers get 60. An unacceptable plan or no plan means FMCSA revokes your registration.9Federal Motor Carrier Safety Administration. New Entrant Safety Assurance Program

Minimum Insurance

You cannot legally operate without meeting FMCSA’s minimum liability coverage, and inadequate insurance is one of the automatic-fail items in the new entrant audit. The federal minimums:

  • Non-hazardous property, for-hire, 10,001+ lbs GVWR: $750,000
  • Oil, hazardous waste, or hazardous substances: $1,000,000
  • Bulk explosives, poison gas, or radioactive materials: $5,000,000
  • Passenger carriers, 16 or more passengers including the driver: $5,000,000
  • Passenger carriers, 15 or fewer passengers including the driver: $1,500,000

These are floors. Actual premiums depend on fleet size, cargo, driver records, and loss history.10eCFR. 49 CFR Part 387 – Minimum Levels of Financial Responsibility for Motor Carriers

Other Registrations the USDOT Number Doesn’t Cover

A USDOT number identifies your company to FMCSA. It doesn’t grant operating authority, register your vehicles for interstate travel, cover fuel tax reporting, or satisfy Pennsylvania’s separate intrastate rules. Depending on what you do, you may also need the following.

Pennsylvania Intrastate Operating Authority

To haul property, household goods, or passengers for compensation entirely within Pennsylvania, you likely need a Certificate of Public Convenience from the Pennsylvania Public Utility Commission. The PUC application is separate from FMCSA registration, filing fees run $100 or $350 depending on service type, and you cannot begin providing intrastate service until the certificate is issued. Philadelphia and Allegheny County have their own regulatory schemes for certain passenger services such as taxis and limousines.11Pennsylvania Public Utility Commission. BOC-3 Process Agent Designation

For-hire carriers must file Form BOC-3 with FMCSA, designating a process agent in every state where they operate or travel. Only the process agent can file the form on your behalf, though you can name yourself as agent for your home state. Most carriers use a commercial filing service that provides agents nationwide, usually for under $50 a year. A post office box does not qualify as an agent’s address, and only one BOC-3 can be on file at a time.12Federal Motor Carrier Safety Administration. IRP, IFTA, and UCR

Pennsylvania-based carriers running in two or more states have additional obligations. The International Registration Plan handles interstate vehicle registration; you’ll need IRP apportioned plates through PennDOT if your vehicle has two axles and a gross weight over 26,000 pounds, three or more axles regardless of weight, or operates in a combination over 26,000 pounds. IRP registration requires three proofs of Pennsylvania residency.13Pennsylvania Department of Transportation. Commercial Vehicles Registration Requirements Fact Sheet

The International Fuel Tax Agreement covers fuel tax reporting. Any carrier operating in Pennsylvania and at least one other jurisdiction must register with a base state under IFTA and files a single quarterly report instead of dealing with each state separately.13Pennsylvania Department of Transportation. Interstate for-hire carriers, private carriers, brokers, freight forwarders, and leasing companies also register annually under the Unified Carrier Registration program. Fees are tiered by fleet size, starting at $46 for zero to two vehicles.14Unified Carrier Registration Plan. Fee Brackets

Drug and Alcohol Clearinghouse

If you employ CDL drivers, you must register with the FMCSA Drug and Alcohol Clearinghouse, run a full query before hiring any CDL driver, and run at least one limited query on every current CDL driver each year. Owner-operators who employ only themselves must designate a consortium or third-party administrator to handle Clearinghouse functions.15FMCSA Drug and Alcohol Clearinghouse. Keeping the Number Active

FMCSA requires a biennial update through the MCS-150 form. Your filing year is set by the next-to-last digit of your USDOT number: odd digits file in odd-numbered years, even digits in even years. You have to file even if nothing has changed or you’ve stopped operating. Whenever your legal name, address, vehicle count, or cargo type changes, update your records promptly.16Federal Motor Carrier Safety Administration. Updating Your Registration or Authority

Skipping the biennial update deactivates your USDOT number and can bring civil penalties of up to $1,000 per day, capped at $10,000. For-hire passenger and freight carriers, freight forwarders, and brokers can face additional penalties above that cap.17Federal Motor Carrier Safety Administration.
