To get a driver’s license in NJ, you work through the Motor Vehicle Commission in a set sequence: prove your identity with six points of documentation, pass a knowledge test and vision screening to earn a permit, complete a supervised practice period, and pass a road test. The timeline and restrictions depend on your age. Drivers under 21 move through a Graduated Driver License program with three stages; drivers 21 and older follow a shorter path with no curfew or passenger limits.
Prove Your Identity with 6 Points of ID
Before the MVC validates any permit or license, you have to document who you are using a point-based system that totals at least six points.1New Jersey Motor Vehicle Commission. 6 Points of ID Every document must be an original or a certified copy with the required seals. Photocopies are rejected.2New Jersey Motor Vehicle Commission. New Jersey Standard License and Non-Driver ID Requirements
You pick one primary document worth four points. Common choices are a U.S. passport that is current or expired less than three years, a certified U.S. birth certificate, or a certificate of naturalization. Non-citizens can use a foreign passport paired with a valid I-94 and USCIS verification.3New Jersey Motor Vehicle Commission. 6 Point ID Brochure
Secondary documents cover the rest. A marriage certificate or court-ordered name change is worth three points. A U.S. school photo ID with a transcript is worth two. One-point items include a Social Security card, a bank ATM card with your printed name, or a current health insurance card, and you can use no more than two one-point documents.3New Jersey Motor Vehicle Commission. 6 Point ID Brochure
On top of the six points, you need one proof of your Social Security number (Social Security card, W-2, or pay stub showing the full number) and one proof of your New Jersey address, such as a utility or credit card bill from the past 90 days, a bank statement from the past 60 days, or a New Jersey property tax statement.2New Jersey Motor Vehicle Commission. New Jersey Standard License and Non-Driver ID Requirements If names don’t match across your documents, bring the legal paperwork that links them: a certified marriage certificate, divorce decree, or court order.
Decide Between a Standard License and a REAL ID
Since May 7, 2025, federal agencies require a REAL ID-compliant license or another accepted ID to board a domestic flight or enter certain federal buildings.4Transportation Security Administration. REAL ID New Jersey issues both the standard and the REAL ID version, and you choose when you apply.
The REAL ID demands more paperwork: two separate proofs of your New Jersey address instead of one, plus the Social Security number proof and the full six points.5New Jersey Motor Vehicle Commission. NJMVC REAL ID If you fly domestically and don’t carry a passport, bring the second address proof on your first visit and skip the return trip. If you already have a valid U.S. passport, the standard license works for everyday purposes and your passport covers the airport.
If You’re Under 21: The Graduated Driver License Program
Drivers under 21 move through three stages: a special learner’s permit, an examination permit, or a probationary license.
Special Learner’s Permit at 16
At 16 you can apply for a special learner’s permit if you’re enrolled in a behind-the-wheel driver training course through your high school or a licensed driving school. The course includes six hours of instruction in a dual-controlled vehicle with a licensed instructor.6New Jersey Motor Vehicle Commission. First Driver License You also pass the knowledge test and vision screening at the MVC before the permit is validated.
Examination Permit at 17
At 17 you can get an examination permit without taking a formal training course. The documentation, knowledge test, and vision screening are the same.7Justia Law. New Jersey Code 39-3-13 – Examination Permits The GDL examination permit costs $10.8New Jersey Motor Vehicle Commission. License and Permit Fees
Supervised Practice Hours
With either permit, you must practice for at least six months before taking the road test. During that time, you log at least 50 hours of supervised driving, 10 of them at night. A parent, guardian, or supervising driver certifies the hours on a form you submit when you apply for your probationary license.9New Jersey Motor Vehicle Commission. Resource Guide Your supervising driver has to be a New Jersey-licensed adult who is at least 21 and has held a license for at least three years, and they must sit in the front passenger seat the entire time you’re driving.
If You’re 21 or Older: The Standard Path
Adults 21 and older follow the same core sequence but with lighter rules. The examination permit costs $5.8New Jersey Motor Vehicle Commission. License and Permit Fees The supervised practice period is three months instead of six, with no 50-hour log and no certification form.7Justia Law. New Jersey Code 39-3-13 – Examination Permits You still need a supervising driver who is 21 or older and licensed for at least three years in the front passenger seat whenever you drive. None of the GDL curfew, passenger, or decal rules apply once you’re licensed.
The Knowledge Test and Vision Screening
Both initial tests happen by appointment at an MVC driver testing center. Book through the MVC’s online scheduling portal.10New Jersey Motor Vehicle Commission. NJ MVC Appointment Scheduling Walk-ins aren’t accepted for initial permits, and slots fill quickly, so plan on booking a few weeks out.
The vision screening comes first. You need at least 20/50 acuity in each eye on a Snellen chart, with or without correction.11Cornell Law Institute. New Jersey Administrative Code 13-21-8.10 – Visual Acuity Test Standards Bring your glasses or contacts if you wear them. Passing only with correction puts a restriction on your license.
The knowledge test is multiple-choice, covers New Jersey traffic laws, road signs, and safe driving practices, and requires 80 percent to pass. The NJ Driver Manual is the study source and the MVC posts it online for free. Most failures come from skimming the sections on fines, points, and state-specific rules like jughandle turns.
The Road Test
Once your supervised practice period is done, schedule a road test at an MVC driver testing center. You provide the vehicle. It must be registered and insured, and the examiner needs access to the foot brake from the passenger seat. If a center console blocks it, the vehicle must have a parking brake mounted to the right of the driver where the examiner can reach it.12Cornell Law Institute. New Jersey Administrative Code 13-21-8.14 – Vehicle Used for Road Test
The examiner looks at steering, stopping, turning, reversing, parallel parking, yielding right-of-way, and following traffic signs.13New Jersey Motor Vehicle Commission. Basic Road Test If you fail, you have to wait at least 14 days to retake it.
When you pass, the examiner endorses your permit and you visit an MVC agency to pick up your license. The initial basic driver license fee is $24.8New Jersey Motor Vehicle Commission. License and Permit Fees Drivers under 21 receive a probationary license.
Probationary License Rules for Drivers Under 21
A probationary license comes with real limits that catch some new drivers off guard.
Nighttime Curfew
You can’t drive between 11:01 p.m. and 5:00 a.m. Exceptions apply for employment or religious activities with written verification in the format the MVC prescribes, and police can waive the curfew during a genuine emergency.14Justia Law. New Jersey Code 39-3-13.4 – Probationary Drivers License
Passenger Limits
You can carry only one passenger beyond your own dependents, unless a parent or guardian is in the car. The restriction lifts at 21.14Justia Law. New Jersey Code 39-3-13.4 – Probationary Drivers License
Reflective Decals
Special learner’s permit holders must display two removable, reflective decals on the vehicle they drive. The MVC supplies them, driving without them is a violation, and they come off once the permit period ends.15FindLaw. New Jersey Code 39-3-13.2a
Upgrading to a Basic License
A probationary license isn’t permanent. After one year of unsupervised driving with no suspensions, you can upgrade to a basic driver’s license. New Jersey lets eligible drivers do this online instead of visiting an MVC agency.16New Jersey Motor Vehicle Commission. New Jersey Motor Vehicle Commission Press Release Once you hold a basic license, the GDL curfew, passenger limits, and decal rules fall away.
Transferring a License from Another State
If you move to New Jersey, you have 60 days from establishing residency, or until your current out-of-state license expires, whichever comes first, to transfer it.17New Jersey Motor Vehicle Commission. Moving To New Jersey You still have to satisfy the full 6-point ID requirement, pass the vision screening, and pay the license fee.
You generally do not have to retake the knowledge test or road test if your out-of-state license is valid. Bring the old license to the MVC along with your identity documents. The MVC confiscates it and issues a New Jersey credential. CDL holders transfer through a separate process at designated driver testing centers and pay a $10 CDL transfer permit fee on top of the standard licensing fee.18New Jersey Motor Vehicle Commission.
