How to Get a Florida Disabled Veteran Fishing License

Florida issues a free Disabled Veteran fishing license to qualifying residents through the Resident Persons with Disabilities Hunting and Fishing License, administered by the Florida Fish and Wildlife Conservation Commission (FWC). The license lasts five years, covers both freshwater and saltwater fishing, and bundles in a state hunting license and several permits at no cost. Two pathways lead to it: one for veterans certified totally and permanently disabled, and a newer one for veterans with a service-connected disability rating of 50 percent or higher.

Which Pathway You Qualify Under

Florida Statute 379.353 sets out the qualifying categories. Two apply to veterans directly, and the paperwork differs between them.

Totally and Permanently Disabled

Under subsection (a), the FWC issues the free license to any Florida resident certified as totally and permanently disabled by the U.S. Department of Veterans Affairs, a branch of the Armed Forces, or the Railroad Retirement Board. No percentage minimum applies here because the standard is total and permanent disability. A valid Florida Department of Veterans’ Affairs identification card issued under Florida Statute 295.17 also qualifies you under this pathway; that card is available to veterans with a 100-percent service-connected permanent and total rating.¹

50 Percent or Greater Service-Connected Rating

Subsection (c), effective July 1, 2024, opened the license to a wider group. You qualify if you were honorably discharged and the VA or a branch of the Armed Forces certified a service-connected disability rating of 50 percent or greater. No total-and-permanent finding is required.¹ The license still runs for five years.

A third category, subsection (b), covers people receiving Social Security disability benefits, but that version only lasts two years and requires fresh SSA documentation at each renewal. Veterans who can qualify through a VA pathway should use it instead.²

Documents to Gather Before You Apply

You need two things: proof of Florida residency and proof of your qualifying disability.

For residency, the primary document is a Florida Driver License or state ID card with a Florida address verified through the Department of Highway Safety and Motor Vehicles. Active-duty personnel stationed in Florida can use their Florida military orders. If you genuinely do not have a Florida license or state ID, the FWC accepts a current Florida county voter registration card, a notarized declaration of domicile from your county clerk, or Florida homestead exemption documentation from your county property appraiser. Landlord certification is no longer accepted.³

For disability, the document depends on your pathway. If you are applying as totally and permanently disabled, bring a VA determination letter certifying total and permanent disability, a certification from your branch of service, or a valid Florida Department of Veterans’ Affairs ID card under Section 295.17. If you are applying under the 50-percent pathway, bring your VA award letter or military certification showing your service-connected rating along with proof of honorable discharge.²

How to Apply

Online

Log in to your customer account at GoOutdoorsFlorida.com, or create one. Click “Click Here to Get a License,” scroll to “Persons with Disabilities Resident Hunting/Fishing License Application – Other Qualification,” add it to your cart, and follow the checkout to upload your documents. Choose the “Other Qualification” version rather than “SSA Qualification”; VA disability, workers’ compensation, and Railroad Retirement determinations all fall under Other Qualification. If you can’t upload during the application, you can mail your documents to the FWC afterward.

FWC staff respond within 10 business days. The agency does not mail a physical license. Once approved, log back into GoOutdoorsFlorida and repeat the license steps; the system will now show the actual license, and the term will display as five years for VA-qualified veterans. Print it and keep it with you when you fish. Officers can ask to see it.⁴

In Person

Bring your residency proof and disability documents to a county tax collector’s office. Not every office processes disability license applications, so call before you drive over.²

What the License Covers

The bundle is substantial. In one license, you receive:

Freshwater fishing license
Saltwater fishing license
State hunting license
Snook and Lobster permits
Deer, Wildlife Management Area, Archery, Muzzleloading Gun, Crossbow, Turkey, and Florida Waterfowl permits

Purchased separately, these would run several hundred dollars.²

What It Doesn’t Cover

Several requirements survive even with this license. Anglers most often trip over these:

Tarpon Tag, if you want to keep a tarpon
State Reef Fish Angler designation, required for anyone fishing certain reef species from a private vessel; it is free but must be added
Federal HMS Angling Permit for billfish, tuna, swordfish, or sharks in federal waters (issued to the vessel)
Federal Duck Stamp for waterfowl hunting
Goliath Grouper Harvest Program permit
Alligator and limited entry/quota hunt permits

The license also does not grant commercial fishing privileges.²

State Waters, Federal Waters, and Federal Registration

Florida state waters extend 9 nautical miles from shore on the Gulf side and 3 nautical miles on the Atlantic side. Beyond those lines, you are in federal waters.⁵ Your Florida disability license satisfies the state licensing requirement that federal rules generally impose as a baseline, so you can still fish beyond the state line. Targeting highly migratory species like tuna, swordfish, billfish, or sharks requires a federal HMS Angling Permit, which is issued to the vessel; a charter that already has one covers you.⁶

Because your license includes saltwater privileges, you do not need to register separately with NOAA’s National Saltwater Angler Registry. Florida is a participating state, and any valid state saltwater license meets the federal registration requirement.⁷

Renewing the License

Five years passes faster than you’d think. The FWC allows renewal applications up to 30 days before the current license expires. The process is identical to the original: log into GoOutdoorsFlorida, select the disability license application, upload current documentation, and wait for review. You can also renew at a tax collector’s office.² Don’t let it lapse and keep fishing. Once the license expires, every bundled permit expires with it.

A Related Benefit: The Federal Access Pass

While you have your VA documentation out, consider applying for the federal Access Pass. It is a free lifetime pass for any U.S. citizen or permanent resident with a permanent disability, granting free entry to more than 2,000 federal recreation sites, including national parks, national forests, and wildlife refuges, along with discounts on amenity fees such as camping and boat launching.⁸

No specific disability percentage is required. Any permanent physical, mental, or sensory impairment that severely limits a major life activity qualifies, and a VA award letter showing any disability percentage is acceptable documentation. The pass admits the holder and all passengers in a personal vehicle at per-vehicle fee areas, or the holder plus three additional adults at per-person fee areas.
