How to Get a Free Fishing License for the Disabled in California

If you are a California resident who is mobility impaired, blind, or developmentally disabled, you can get a free fishing license in California through the Department of Fish and Wildlife (CDFW). You submit a photocopy of your ID along with a certification of your disability, CDFW verifies eligibility, and the license is issued at no cost with the same privileges as the standard $59.75 sport fishing license.

Who Qualifies

Fish and Game Code Section 7151 sets out three disability categories that make you eligible for a free sport fishing license. The proof required is different in each one.

  • Mobility impaired. You must be a California resident who is permanently unable to move from place to place without a wheelchair, walker, forearm crutches, or a comparable mobility device. A licensed physician must certify the disability.
  • Blind. Your central vision acuity must be 20/200 or less in your better eye with the best possible correcting glasses, or the widest diameter of your remaining visual field must be 20 degrees or less. An optometrist or ophthalmologist certifies this. There is no California residency requirement for this category.
  • Developmentally disabled. A licensed physician or the director of a state regional center for persons with developmental disabilities must provide the certification. No California residency requirement applies here either.

Under Fish and Game Code Section 70, being a California resident means you have continuously lived in the state for at least six months before you apply.1State of California – Department of Fish and Wildlife. 2026-2027 Guide License Application DFW 992

Once issued, the free license gives you the same rights as a paid sport fishing license: you can take fish, amphibians, and reptiles in California ocean or inland waters for 365 days from the date of purchase.2State of California Department of Fish and Wildlife. Documents to Gather Before You Apply

Everyone needs a valid California driver’s license or state-issued identification card. You also need a Get Outdoors Identification (GO ID) number, which is CDFW’s customer tracking number. If you don’t already have one from a prior license, you can create a customer record and get a GO ID through the CDFW online license sales portal.3California Wildlife Internet Sales. On top of that, you need the certification that matches your category:

  • Mobility impaired: a physician’s certification letter on professional letterhead.
  • Blind: certification from an optometrist or ophthalmologist confirming vision at or below the legal threshold.
  • Developmentally disabled: certification from a licensed physician or the director of a state regional center.

How to Submit Your First Application

Send a photocopy of your ID and your certification to CDFW using whichever method works best for you:

  • Upload through your customer record on the CDFW Online License Sales and Services website.
  • Mail to CDFW License and Revenue Branch, P.O. Box 944209, Sacramento, CA 94244-2090.
  • Fax to (916) 419-7585.
  • Email LRB@wildlife.ca.gov to request a secure upload link. Do not attach documents directly to the email.
  • Bring your documents in person to a CDFW regional license sales office.

Renewing in Later Years

Once CDFW has verified your eligibility and updated your customer record, buying a license each year is much easier. You can purchase online, at any license agent, or at a CDFW office.

Blind and developmentally disabled license holders can renew at any CDFW license agent, CDFW license sales office, or online without resubmitting certification. Mobility-impaired applicants still need to show proof at renewal, but a copy of your previous year’s free fishing license counts, so you don’t have to return to a physician each year.2State of California Department of Fish and Wildlife. What the Free License Does Not Cover

“Free license” doesn’t mean free everything. If you plan to fish for certain regulated species, you have to buy a report card at the regular price. There is no disability discount on report cards. The 2026 fees are $10.29 for the Steelhead Report Card, $12.70 for the Spiny Lobster Report Card, $9.21 for the North Coast Salmon Report Card, and $8.13 for the Sturgeon Fishing Report Card.

Report cards double as a harvest tracking tool. You have to record your catch and return the card by its deadline. Spiny lobster holders who fail to return the card or report their harvest online by April 30 pay a $21.60 non-return fee the next time they buy a lobster report card.2State of California Department of Fish and Wildlife. Disabled Veterans: A Reduced-Fee License, Not a Free One

Disabled veterans are handled under a different program. It is not free, but the price drops sharply. Any honorably discharged veteran of the U.S. Armed Forces with a service-connected disability rating of 50 percent or greater qualifies, and there is no California residency requirement. The 2026 fee is $10.04 at a CDFW office and $10.54 from a license agent, compared with $59.75 for a standard resident license.

You will need a letter from the U.S. Department of Veterans Affairs confirming your honorable discharge and a combined service-connected evaluation rating of 50 percent or greater. The VA Benefit Summary Letter, obtained through the VA’s website, works for this.4State of California Department of Fish and Wildlife. Reduced-Fee Hunting License and Disabled Entitlements

A separate reduced-fee license at the same price is available to recovering service members. You qualify if you are a member of the Armed Forces, National Guard, or Reserves undergoing medical treatment, recuperation, or therapy in outpatient status for a serious injury or illness related to your military service. You submit a letter from your commanding officer or a military medical doctor, and if that letter includes an expected recovery date, CDFW enters that date in your customer profile so you can renew without submitting another letter until it passes.2State of California Department of Fish and Wildlife.
