How to Get a Free SC CWP: Training, Application, and Renewal

A free SC CWP is now the standard: since House Bill 3594 became law on March 7, 2024, SLED cannot charge any fee for an initial concealed weapons permit, and the same law requires at least two free training classes every month in every South Carolina county.1South Carolina Legislature. South Carolina Code 23-31-215 – Issuance of Permits The only out-of-pocket cost is a fingerprinting charge of up to five dollars at your local law enforcement agency. Everything else, from the eight-hour course to SLED’s processing of your application, is free.

Why Get a Permit When South Carolina Allows Permitless Carry

Constitutional carry protects you inside South Carolina. It stops at the state line. A CWP is what other states recognize through reciprocity, and South Carolina’s permit is currently honored in roughly 35 states across the Southeast, Midwest, and Mountain West. Without the permit, there is nothing for those states to recognize.

The permit also matters at home. Under the federal Gun-Free School Zones Act, it is a federal crime to possess a firearm within 1,000 feet of a school, and one of the narrow exemptions applies to people who hold a concealed carry license issued by the state where the school zone is located.2Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts Carry under constitutional carry alone and that exemption does not apply. School zones cover most residential neighborhoods, so this is not a corner case.

South Carolina does not require permit holders to inform law enforcement they are armed during an encounter, and the same protection applies to people carrying without a permit.3South Carolina Law Enforcement Division. Constitutional Carry Guidance The advantage of holding the permit shows up when you cross into a state with a different notification rule.

Who Qualifies

Under SC Code Section 23-31-215, SLED must issue the CWP to any resident or qualified nonresident who meets four conditions:1South Carolina Legislature. South Carolina Code 23-31-215 – Issuance of Permits

  • You are at least 18 years old. H.3594 lowered this from 21.
  • You are a South Carolina resident, meaning present in the state with the intention of making it a permanent home. Military members on permanent change-of-station orders qualify as residents.
  • You are not prohibited by state or federal law from possessing a firearm.
  • You pass a fingerprint-based background check that includes local, state, and federal databases and input from the sheriff of your county.

Qualified nonresidents can also apply. South Carolina defines a qualified nonresident as someone who owns real property in the state but lives elsewhere, and the application requires proof of that property ownership in place of residency.4South Carolina Legislature. Signing Up for the Free Training Class

State law requires at least two free CWP training courses in every county every month, taught by SLED, a certified CWP instructor, or local law enforcement.5South Carolina Law Enforcement Division. SLED Hosts Free Concealed Weapons Permit Classes It is the same eight-hour course private instructors run. Private courses generally cost between $100 and $200. The free version is identical instruction; the difference is the price.

The class covers South Carolina law on handguns and deadly force, safe handling, storage, holster technique, de-escalation, and a live-fire qualification. It ends with a 50-question multiple-choice test and a 25-round shooting qualification. You need 70% on each to pass.

Bring your own handgun and 25 rounds of ammunition. If you do not own a handgun, contact the instructor ahead of time to arrange a loaner. To register, go to the SLED CWP courses page at sled.sc.gov, pick your county, and submit your name for an open date. SLED sends a confirmation email with class details about seven days before the session.

What to Send With Your Application

  • The completed CWP application form from SLED’s website, including your Social Security number, driver’s license number, date and place of birth, and a physical description. Your instructor signs it too.
  • A photocopy of your driver’s license or state-issued photo ID. The address must match the address on the application.6South Carolina Law Enforcement Division. Concealed Weapons Permit
  • Proof of residence, or for qualified nonresidents, proof of real property ownership in South Carolina.
  • Proof of vision: a vision test dated within six months, or a current valid South Carolina driver’s license.
  • Your training certificate, with the training date, instructor certification number, and student number entered on the application.
  • Two complete sets of fingerprint cards. Your local law enforcement agency can fingerprint you for up to five dollars.

If a medical condition prevents fingerprinting, a licensed doctor can submit a written statement, and the SLED chief may waive the requirement.

Electronic fingerprinting through vendors like IdentoGO is an option, but those services charge their own processing fee on top of the statutory five-dollar cap. Using your local sheriff’s office or police department keeps the total cost at five dollars or less.

How Long SLED Takes

SLED has 90 days from the date it receives your application to either issue the permit or send you a written denial with reasons. If SLED does neither within that window, the permit is issued automatically by operation of law.1South Carolina Legislature. South Carolina Code 23-31-215 – Issuance of Permits A permit issued this way can still be revoked later if grounds for denial existed, but the deadline puts real pressure on the agency.

Incomplete applications slow everything down. Before mailing, confirm the address on your ID matches the application, your instructor signed the form, and your fingerprint cards are legible.

Where a CWP Does Not Let You Carry

Neither the permit nor constitutional carry overrides the state’s list of prohibited locations:3South Carolina Law Enforcement Division. Constitutional Carry Guidance

  • Law enforcement offices, jails, and detention facilities
  • Courthouses and courtrooms while court is in session
  • Polling places on election days
  • Government meetings of a county, municipality, school district, or special purpose district
  • School or college athletic events not related to firearms
  • Daycare and preschool facilities
  • Churches and religious sanctuaries, unless the church gives express permission
  • Hospitals, medical clinics, and doctor’s offices, unless the facility expressly authorizes it
  • Another person’s home without the owner’s permission
  • Any location with a sign posted in compliance with Section 23-31-235
  • Any location where federal law prohibits firearms

Federal law covers a lot of ground on that last point: federal buildings, federal courthouses, post offices and their parking lots, military installations, and the sterile areas of airports.7USPS.com. You cannot even leave a firearm locked in your car in a postal lot.

Renewal and the Few Small Fees Later On

A renewed CWP is valid for five years, and the statute sets a $50 renewal fee. It is waived for disabled veterans and retired law enforcement officers.1South Carolina Legislature. South Carolina Code 23-31-215 – Issuance of Permits SLED recommends mailing your renewal application 90 to 120 days before the permit expires. Renewal does not require a new training course or new fingerprints, just the application and a copy of your ID.

If you move, notify SLED in writing within 10 days and pay a five-dollar fee for the updated permit card. The same five-dollar fee applies to replacing a lost, stolen, or damaged permit. Those are the only ongoing costs of holding the permit.
