To get a general contractor license in New York, you apply through the city, town, or county where you plan to work, because the state does not issue a general contractor license of its own. In New York City that usually means one or both of two agencies. Outside the five boroughs, each county runs its own program with its own fees, bonds, and experience rules. A separate statewide registry through the Department of Labor also applies if you take on public works.
The practical first step is to list every jurisdiction where you intend to pull permits and contact its building department or consumer affairs office directly. A license from one municipality does not authorize you to work in another, and a contractor building homes in Brooklyn and remodeling kitchens in Nassau County typically needs credentials from at least three different agencies.
NYC Department of Buildings General Contractor Registration
The NYC Department of Buildings requires a General Contractor Registration for anyone who builds one-, two-, and three-family homes. Without it, you cannot obtain new building permits for those residential projects.1NYC.gov. General Contractor Registration
Who Qualifies
You must be at least 18, able to read and write English, and of good moral character as determined by a background investigation. Your corporation has to be in good standing under New York State law, with no outstanding OATH penalties tied to your name or any affiliated businesses.2NYC Department of Buildings. The DOB does not set a minimum number of years of construction experience. Financial capacity does that work: you must submit the last three consecutive business bank statements showing an ending balance of at least $25,000 each, or a notarized bank letter confirming your company held that balance over the past three months.3NYC Department of Buildings. Documents You Will Need
Plan on gathering an original general liability insurance certificate with at least $1 million per occurrence, workers’ compensation and disability insurance certificates,4NYC Department of Buildings. Licensing Insurance Guidelines a completed and notarized LIC6 registration form, a child support certification, proof of your Employer Identification Number from the IRS, government-issued photo ID, Social Security card, and proof of your business address.
How to File and What It Costs
New applications go through the DOB NOW portal. The registration fee is $300 and the registration lasts three years. Renewal costs $240, with a $50 late fee if you miss the deadline.1NYC.gov. NYC Home Improvement Contractor License
If your work is residential remodeling, repairs, or other home improvement projects costing more than $200 inside New York City, you need a Home Improvement Contractor license from the Department of Consumer and Worker Protection.5NYC311. The Exam
The DCWP requires a written exam covering NYC’s home improvement business law, contract and cancellation rules, advertising and selling practices, and general business knowledge.6NYC Department of Consumer and Worker Protection. Home Improvement Examination Guide The exam fee is $50.
Bond or Trust Fund
You must either enroll in the DCWP Trust Fund with a $200 enrollment fee, or post a $20,000 surety bond.7NYC Department of Consumer and Worker Protection. Home Improvement Contractor License Application Checklist Either one satisfies the requirement. The trust fund is more common because it avoids the ongoing cost of maintaining a bond.
License Fees
The license itself runs between $25 and $100, depending on where you fall in the DCWP’s two-year licensing cycle; applications submitted earlier in the cycle cost more because the license lasts longer before renewal. Licensing Outside New York City
Counties around the city run their own programs, and the rules do not line up neatly across jurisdictions.
- Nassau County licenses home improvement contractors, requires five years of trade experience, charges $400 to apply or renew, and renews every two years. Working without the county license can bring fines up to $5,000.
- Suffolk County licenses home improvement contractors with a $200 application fee.
- Westchester County requires a home improvement contractor license through its Department of Consumer Protection.
- Putnam County requires a $25,000 surety bond before you do any home improvement work.
If you plan to work across county lines, expect to carry several licenses at once, each with its own renewal cycle, insurance minimums, and paperwork. Call the local building department or consumer affairs office before taking on work anywhere new.
The State Contractor Registry for Public Works
Since December 30, 2024, all contractors and subcontractors bidding on or performing public works projects, along with certain private projects covered by Article 8 of the Labor Law, must register with the New York State Department of Labor under Labor Law Section 220-i.9New York State Department of Labor. Registration costs $200, or $100 for certified Minority or Woman-owned Business Enterprises, and is filed through the DOL’s online MPWR portal. Insurance and Bonding
General liability insurance is a fixed part of the process everywhere. NYC requires at least $1 million per occurrence for the DOB General Contractor Registration,4NYC Department of Buildings. Licensing Insurance Guidelines and $1 million per occurrence is a common floor elsewhere.
If you have any employees, New York State law requires workers’ compensation and disability benefits insurance. Surety bond requirements vary. NYC’s Home Improvement Contractor license accepts a $20,000 bond as an alternative to the trust fund,7NYC Department of Consumer and Worker Protection. Confirm your jurisdiction’s rule before buying a bond you may not need.
Set Up the Business First
Before any local application, your business needs to be legally established in New York. Corporations file a Certificate of Incorporation, LLCs file Articles of Organization, and limited partnerships file a Certificate of Limited Partnership, all with the New York State Department of State. Contractors who sell tangible personal property or taxable services in New York must obtain a Certificate of Authority from the Department of Taxation and Finance before opening for business. Site Safety Training in New York City
If you run NYC projects requiring a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager, Local Law 196 of 2017 requires everyone on site to hold Site Safety Training credentials. Workers need an SST card documenting at least 40 hours of approved safety training. Supervisors need a Supervisor SST card with 62 hours.15NYC Department of Buildings. The training obligation sits outside your license, but as the general contractor you are responsible for making sure workers and supervisors on covered sites carry valid SST cards. Violations can trigger stop-work orders and fines.
What Happens If You Work Without a License
The financial exposure runs well past a single fine. In New York City, doing home improvement work without a DCWP license triggers $1,000 per violation plus $100 for each day the violation continues.16The Rules of the City of New York. New York City Rules Section 6-29 – Home Improvement Business Penalty Schedule Nassau County can fine unlicensed contractors up to $5,000 and revoke any existing county licenses.
The larger risk is on the collection side. Under New York law, an unlicensed contractor cannot enforce a home improvement contract against a homeowner and cannot recover payment even on an unjust enrichment theory. Courts will dismiss the claim if the complaint does not allege compliance with licensing requirements. A homeowner who learns you are unlicensed can refuse to pay for completed work, and you have no legal remedy.
Keeping Your License Current

Keep your insurance certificates current and notify the licensing authority when your business address, ownership, or corporate status changes. A lapsed insurance policy can suspend your license even after you pay the renewal fee. If you hold licenses in more than one jurisdiction, track each deadline separately. A missed renewal is not just a late fee; permits pulled during the lapse can be invalid, and that puts active projects at risk.
