If Your Application Is Denied
A denial comes with a written explanation. You have two paths for challenging it, and which one you use depends on the reason.
Fixing a PICS Background Check Error
If the denial rests on wrong information in the PICS database (a record belonging to someone else, an expunged conviction still showing, outdated mental health records), you can file a denial challenge with the Pennsylvania State Police Firearms Unit. The form is available from your county sheriff or any licensed firearms dealer, and it has to be completed and mailed to the State Police within 30 days of the denial.9Legal Information Institute (LII) / Cornell Law School. 37 Pennsylvania Code Section 33.121 – PICS Firearm Acquisition/License to Carry/Denial Challenge Request the form early. The State Police advise allowing at least three weeks for form requests to be processed.
Appealing to Court
If the denial stands, or if it was based on the sheriff’s discretion (typically the character-and-reputation clause), you can appeal to the Court of Common Pleas in your judicial district. This route matters most for judgment-call denials, because a judge will review whether the sheriff’s decision was supported by evidence. If you win, the court can order the sheriff to issue the license.
Renewing or Replacing the Card
You can renew up to 30 days before your card expires. Renewal runs through the same office and the same steps as a first application: new photo, new background check, another $20. Many counties finish renewals while you wait.
Letting the card expire and continuing to carry means you are carrying without a valid license. Pennsylvania law gives a limited legal defense if you are arrested within six months of expiration and are otherwise eligible to renew, but that is a defense raised in court after being charged. It does not stop the arrest. Treat the expiration date as a hard deadline.
If your LTCF is lost, stolen, or destroyed, contact your sheriff’s office for a duplicate. The replacement fee is typically $5, and you fill out a short form and provide a copy of your driver’s license. If the original card later turns up, you have to surrender it to the sheriff.
A Note on Where the License Lets You Carry
An LTCF is not blanket permission to carry anywhere in Pennsylvania. Court facilities are off-limits under 18 Pa.C.S. § 913, and elementary and secondary schools (public, private, and parochial), their grounds, and school transportation are off-limits under 18 Pa.C.S. § 912. Casinos are prohibited under Pennsylvania gaming regulations. Federal property, including post offices, VA facilities, federal courthouses, and military installations, follows federal law, which generally bans firearms regardless of your state license. Private businesses can prohibit firearms on their premises, and refusing to leave when asked turns into a trespassing issue.
Pennsylvania has reciprocity with roughly 30 states that recognize the PA LTCF, and a number of states, including New Jersey, New York, Maryland, and Delaware, do not. Reciprocity changes, so check the Pennsylvania Attorney General’s list before traveling.10PA Office of Attorney General.
