How to Get a Gun Permit in Michigan: CPL Training, Cost, and Renewal

To get a gun permit in Michigan, you apply for a Concealed Pistol License (CPL) at your county clerk’s office after you turn 21, finish a state-approved pistol safety course, and pass a background check. The total cost is $115 ($100 application fee plus $15 for fingerprinting), and the clerk has 45 days from the date your fingerprints are taken to issue the license or explain why you were denied. Michigan is a “shall issue” state, so if you meet every requirement, the clerk must approve you.

Note that Michigan does not require any permit to openly carry a pistol. The CPL is specifically for carrying a pistol concealed on your body or in a vehicle. Carrying concealed without one is a felony punishable by up to five years in prison and a $2,500 fine.1Michigan Legislature. Michigan Code 750-227 – Concealed Weapons, Carrying

Who Qualifies for a Michigan CPL

You must be at least 21 years old, a U.S. citizen or lawfully admitted alien, and a legal Michigan resident for at least six months before you apply. The six-month residency is waived if you are a new resident who already holds a valid CPL from another state. You will also need a valid Michigan driver’s license or state ID.

Several categories of history will block your application:

  • Any felony conviction, anywhere, ever. A pending felony charge also disqualifies you.
  • Certain misdemeanors within the past eight years, including a second OWI, reckless discharge of a firearm, and careless use of a firearm causing property damage.
  • Certain misdemeanors within the past three years, including a first OWI, refusal of a breath test as a commercial driver, and ignition interlock violations.2Michigan State Police. Concealed Pistol License Requirements
  • An order of involuntary commitment or legal incapacitation.
  • A dishonorable discharge from the U.S. Armed Forces.

Pending charges for the disqualifying misdemeanors also stop your application, not just convictions. The county clerk runs your record through the Michigan State Police database, so old cases will surface.

The Pistol Safety Training Course

Before you apply, you must complete a state-approved pistol safety course and hold a certificate dated within the last five years. The course runs at least eight hours: five hours in the classroom and at least three hours on the range, where you must fire a minimum of 30 rounds.3Michigan Legislature. Michigan Code 28-425j – Pistol Training or Safety Program

The classroom portion has to cover safe storage and handling (including child safety), ammunition and shooting fundamentals, shooting positions, firearms and the law (civil liability and use of deadly force, taught by an attorney or someone specifically trained in that area), self-defense principles, and Michigan’s concealed carry laws.

Your instructor must be certified by the State of Michigan or a nationally recognized firearms training organization. The completion certificate needs the instructor’s printed name and original handwritten signature, plus this exact statement: “This course complies with section 5j of 1927 PA 372.”3Michigan Legislature. Michigan Code 28-425j – Pistol Training or Safety Program Certificates missing that language get rejected at the counter. Courses typically run $75 to $150 depending on the instructor.

How to Apply

You apply in person at the county clerk’s office in the county where you live, using form RI-012. You can download the form from the Michigan State Police website or pick one up at the clerk’s office.4State of Michigan. Concealed Pistol Application and Instructions

Do not sign the form before you arrive. You have to sign it under oath in front of the clerk or their representative.

Bring:

  • The completed but unsigned RI-012 form
  • Your pistol safety training certificate
  • Your Michigan driver’s license or state ID
  • Payment for the fees

At the appointment, you will sign the application, pay, and be fingerprinted. Some counties fingerprint on site; others send you to the sheriff’s office or another authorized location. Your prints go to the Michigan State Police for the background check.

What It Costs

You will pay two fees when you file. The application and licensing fee is $100, paid to the county clerk.4State of Michigan. Concealed Pistol Application and Instructions Fingerprinting is $15 at most locations, though some agencies charge more, so confirm the amount and accepted payment methods ahead of time. Both fees are non-refundable, even if you are denied. Add the training course cost on top of that.

After You Apply

The county clerk has 45 days from the date your classifiable fingerprints are taken to either issue your CPL or send you a notice of statutory disqualification explaining the denial.4State of Michigan. Concealed Pistol Application and Instructions

If neither has arrived by day 46, your fingerprinting receipt itself works as a temporary CPL when you carry it with your Michigan driver’s license or state ID. That temporary authority stays valid until the clerk issues a final decision.

Once approved, your license is mailed to your home address. Check the name, address, and date of birth on it right away. A new CPL is valid until your birthday that falls between four and five years after issuance, so the exact expiration depends on the calendar.

Emergency CPL if You Are in Danger

If you face a real safety threat and cannot wait 45 days, Michigan offers an emergency CPL. You qualify if you hold a personal protection order or if the county sheriff finds clear and convincing evidence that you or your family are in danger.5Michigan Legislature. Michigan Code 28-425a – Emergency Concealed Pistol License

Fees are minimal (up to $15 for the sheriff and $10 for the clerk), and the training requirement is deferred rather than skipped. Within 10 business days of receiving the emergency license, you must complete the standard pistol safety course and file a regular CPL application. Miss that deadline and the emergency license becomes invalid. Only one emergency CPL is available in any five-year period.

Duty to Disclose to Police

This is the rule new CPL holders violate most. If you are carrying concealed and a police officer stops you for any reason, you must immediately tell the officer you are armed.6Michigan Legislature. Michigan Code 28-425f – Concealed Pistol License Possession Disclosure to Peace Officer Not when asked, not eventually. Immediately.

A first violation is a $500 civil fine and a six-month license suspension. A second violation within three years is $1,000 and permanent revocation of your CPL.7Michigan Legislature. Michigan Code 28-425f – Concealed Pistol License Possession Disclosure to Peace Officer The safest habit is to state that you have a CPL and are carrying at the moment you hand over your license and registration, and keep your hands visible.

Places Your CPL Does Not Cover

A CPL does not authorize concealed carry everywhere. Michigan law prohibits concealed carry on these premises:

  • Schools and school property (a parent may keep a pistol in a vehicle during drop-off or pickup)
  • Child care centers and related facilities
  • Sports arenas and stadiums
  • Bars and taverns whose primary business is serving alcohol by the glass (owners and employees are exempt)
  • Churches, mosques, synagogues, and other places of worship, unless the presiding official permits it
  • Entertainment venues with a seating capacity of 2,500 or more
  • Hospitals
  • Dormitories and classrooms of colleges, community colleges, and universities

“Premises” does not include parking areas, so you can keep a concealed pistol in your vehicle in a hospital or school parking lot even though you cannot carry it inside.8Michigan Legislature. Michigan Code 28-425o – Premises on Which Carrying Concealed Weapon Prohibited

Penalties escalate quickly. A first offense is a civil infraction with a fine of up to $500 and a six-month license suspension. A second offense is a misdemeanor with a fine up to $1,000 and revocation. A third or later offense is a felony punishable by up to four years in prison and a $5,000 fine, plus revocation.8Michigan Legislature. Renewing Your CPL

A CPL has to be renewed before it expires. The county clerk mails a reminder three to six months out, and you can submit a renewal up to six months early. If you file before your current license expires, the old license stays valid until the renewal decision is issued.9Michigan Legislature. Michigan Code 28-425l – License Validity Duration Renewal

The renewal fee is $115, and processing takes up to 30 days. You do not need to retake the full eight-hour course; instead, you certify that you completed at least three hours of training review and one hour of range time in the six months before you renew. Retired law enforcement officers are exempt from even that. An expired CPL can be renewed within one year of expiration. After that, you start over with a new application.
