Who Qualifies
You must be at least 21 years old, hold a valid Connecticut Class A, B, or C CDL, and be a U.S. citizen, lawful permanent resident, or hold a valid Employment Authorization Document.2Connecticut Department of Motor Vehicles. You also need a current Medical Examiner’s Certificate (Form MCSA-5876) on file with the DMV, confirming you meet federal health standards for commercial driving.5Federal Motor Carrier Safety Administration. Medical Examiner’s Certificate (MEC), Form MCSA-5876 Most hazmat drivers self-certify as non-excepted interstate, which means that medical card has to stay current throughout.
Step 1: Complete Entry-Level Driver Training
If you’ve never held a hazmat endorsement before, federal rules require you to finish Entry-Level Driver Training through a provider listed on FMCSA’s Training Provider Registry before you can take the knowledge test.6Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT) This has been mandatory since February 7, 2022. If you held an H endorsement before that date, ELDT doesn’t apply retroactively.
Your training provider uploads your completion record to the registry by midnight of the second business day after you finish. Connecticut DMV checks that registry before letting you sit for the test, so verify your record is in before booking the DMV appointment. Step 2: Pass the TSA Security Threat Assessment
Every hazmat applicant goes through a TSA background check that includes fingerprinting and an intelligence-related review.8eCFR. 49 CFR 1572.15 – Procedures for HME Security Threat Assessment You pre-enroll online through TSA’s enrollment website (currently operated by IDEMIA), then visit an enrollment center in person with identity documents such as a passport, or a birth certificate with a driver’s license.
The fee is $85.25 for both new and renewing applicants. If you already hold a valid TWIC card, a reduced rate of $41 may apply.9Transportation Security Administration. HAZMAT Endorsement TSA recommends starting at least 60 days before you need the endorsement, because processing times vary and the DMV won’t issue your H until clearance arrives.
Certain felony convictions permanently bar clearance, including espionage, treason, terrorism offenses, murder, and crimes involving explosives or improper transportation of hazardous materials.10Transportation Security Administration. Disqualifying Offenses and Other Factors A longer second tier (arson, robbery, firearms offenses, drug distribution, kidnapping, fraud, and others) triggers temporary disqualification if you were convicted within the past seven years or released from incarceration within the past five. Outstanding warrants or indictments on those offenses also block approval. Drivers denied for a temporary disqualifier can submit a written waiver request to TSA with court records, proof of completed sentencing, and references; drivers denied for a permanent disqualifier cannot.
Step 3: Take the Knowledge Test at the DMV
Once TSA clearance comes through, schedule an in-person appointment at a Connecticut DMV office that handles CDL knowledge testing. Not every location does. Bridgeport, Danbury, and Willimantic currently offer CDL knowledge testing, while several other offices limit CDL services to renewals without hazmat endorsements.11CT.gov. The written test covers hazardous materials regulations, loading and handling, placarding, cargo segregation, emergency response, and safety equipment.12eCFR. 49 CFR 383.121 – Requirements for Hazardous Materials Endorsement Expect roughly 30 multiple-choice questions and a passing score of 80%. The material comes from 49 CFR Parts 171 through 178 and Part 397, so study guides built around those regulations are your best preparation.
You’ll also do a vision screening at the DMV. Connecticut requires at least 20/40 distant acuity in each eye (with or without corrective lenses), a field of vision of at least 70 degrees in each eye, and the ability to distinguish standard traffic signal colors.

After you pass the test and pay, the DMV issues a temporary paper license on the spot. The permanent card with the H endorsement arrives by mail.
What to Bring to the DMV

You don’t need a paper letter from TSA. Your clearance is transmitted to the DMV electronically. If it hasn’t arrived, nothing else you bring will move the endorsement forward.
If You Need the Tanker Combination
Fuel delivery, chemical transport, and similar jobs involve liquid cargo in tank vehicles, which means both the H (hazmat) and N (tanker) endorsements. The combined credential is the X endorsement. If you know you’ll need both, test for them together: you’ll take a separate tanker knowledge exam alongside the hazmat exam, but the TSA background check covers the pair since it’s triggered by the hazmat piece.
If You’re Moving to Connecticut With a Hazmat Endorsement
The H endorsement does not transfer between states under federal rules. You’ll apply as a new Connecticut applicant through the DMV. If your TSA threat assessment is still valid, you can skip a new background check, but you still have to pass Connecticut’s knowledge test and pay the state endorsement and duplicate license fees. Handle this before your out-of-state license expires so you aren’t grounded during the transition.
Renewal
Your TSA security threat assessment is valid for five years, and your H endorsement can’t extend past it.9Transportation Security Administration. Renewal requires the same fingerprinting and background check as the initial application, at the same $85.25 fee (or $41 with a valid TWIC card).15Connecticut Department of Motor Vehicles. If you let the endorsement lapse, you may have to retake the knowledge test and complete ELDT again depending on the length of the gap.
