To get a HazMat endorsement in NC, you need to pass the North Carolina written HazMat knowledge test, clear a TSA security threat assessment, and, if it’s your first time, complete federal Entry-Level Driver Training before you test. Plan on about 60 days from start to finish because of TSA processing, and budget roughly $140 to $165 in fees.
Who Can Apply
You must be at least 21 to carry a HazMat endorsement, even for driving that stays inside North Carolina.1North Carolina Department of Transportation. Official NCDMV: Commercial Driver License You also need a valid North Carolina CDL (Class A, B, or C), or to be in the process of getting one.
You’ll need a current medical examiner’s certificate. Most drivers hauling placarded hazardous materials fall into the “non-excepted interstate” category and must hold a federal medical certificate under 49 CFR 391.45.2Federal Motor Carrier Safety Administration. Bring a valid Social Security card or another document showing you have an SSN, and proof of liability insurance from a provider licensed in North Carolina.3North Carolina Department of Transportation. Complete Entry-Level Driver Training First
If you’re applying for a HazMat endorsement for the first time, federal rules require you to finish Entry-Level Driver Training (ELDT) before you can sit for the knowledge test. This has been in effect since February 7, 2022.4Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT)
ELDT is a theory course covering hazardous materials classification, placarding and labeling, loading and segregation rules, emergency response, and security awareness. You have to take it through a school listed on the FMCSA Training Provider Registry. The registry logs your completion, and the NCDMV checks that record before it lets you test. If your provider isn’t on the registry, the coursework doesn’t count.
Drivers who already held a HazMat endorsement before February 2022 don’t have to take ELDT when they renew.4Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT)
Pass the HazMat Knowledge Test
The written test has 30 multiple-choice questions. You need 24 correct (80%) to pass. Questions cover hazardous materials regulations, safe handling, placarding, and emergency response. The Hazardous Materials section of the North Carolina CDL Manual, free on the NCDMV website, is your primary study source.
You can test at any NCDMV office that handles CDL services. The application fee is $51.50 and covers up to three attempts. Fail all three and you’ll pay it again for another three tries.5North Carolina Department of Transportation. Official NCDMV: Licenses and Fees
Clear the TSA Security Threat Assessment
Federal law bars any state from issuing a HazMat endorsement until the Department of Homeland Security confirms the applicant does not pose a security risk.6Office of the Law Revision Counsel. 49 USC 5103a – Limitation on Issuance of Hazmat Licenses The TSA runs the check, which covers criminal history, immigration status for non-citizens, and international databases through Interpol when appropriate.
The fee is $85.25 for new and renewing applicants. Holders of a valid Transportation Worker Identification Credential (TWIC) pay a reduced $41.00.7Transportation Security Administration. How to Enroll
North Carolina does not route TSA enrollment through the DMV. You work directly with TSA Enrollment by Idemia. Pre-enroll online through the TSA enrollment portal, then visit an application center in person for fingerprints and identity verification.7Transportation Security Administration. Bring a current U.S. passport, or a driver’s license paired with a birth certificate, to prove citizenship. Lawful permanent residents and certain non-immigrants in lawful status can also apply with the appropriate immigration documents.
How Long TSA Takes
TSA recommends enrolling at least 60 days before you need the endorsement. Processing can exceed 45 days for some applicants, and TSA has noted increased demand in recent years.7Transportation Security Administration. HAZMAT Endorsement If a job is waiting on the endorsement, start TSA enrollment early. This is the step most people underestimate.
Criminal History That Can Block You
The background check is substantive. Some convictions block the endorsement forever; others block it for a set number of years.
Permanent Disqualifiers
You cannot receive a HazMat endorsement if you’ve been convicted of espionage, sedition, treason, a federal crime of terrorism, murder, or crimes involving explosives. Improper transportation of hazardous materials under federal law and offenses involving a transportation security incident are also permanent bars. Conspiracy and attempt count the same as the completed crime.8eCFR. 49 CFR 1572.103 – Disqualifying Criminal Offenses
Temporary Disqualifiers
A second list of felonies disqualifies you if you were convicted within the past seven years or released from prison within the past five. That list includes robbery, arson, kidnapping, extortion, bribery, firearms offenses, drug distribution, identity fraud, smuggling, immigration violations, and certain sexual assault offenses.8eCFR. 49 CFR 1572.103 – Disqualifying Criminal Offenses Once enough time has passed, these no longer bar an application.
Waivers and Appeals
If TSA denies you based on a temporary disqualifier, you can request a waiver in writing. Include court documents showing the disposition, proof you’ve completed all terms of your sentence, and any rehabilitation evidence such as employer references or program completion certificates. Waivers are not available for permanent disqualifiers. If you believe a denial rests on incorrect information, you also have a right to appeal.
Finalize the Endorsement at the NCDMV
After you pass the knowledge test and TSA clears you, take your valid North Carolina CDL, your TSA clearance documentation, and proof of citizenship or lawful status to an NCDMV office to finalize.
The endorsement fee is $5.00 per year for each year remaining on your CDL. If your CDL is close to expiring or has already expired, you’ll renew it at the same time, which adds the CDL renewal fee of $25.50 per year. Renewing Your Endorsement
The HazMat endorsement generally runs for five years. At renewal, you submit new fingerprints and pay the TSA fee again.7Transportation Security Administration. If you let the endorsement lapse, you go through the full process again, including ELDT if you haven’t held the endorsement continuously since before February 2022. Syncing your renewal with your CDL expiration date cuts down on trips to the DMV and duplicate fees.
