Why the Format Changes at 21
California issues vertical (portrait-oriented) driver’s licenses to anyone under 21 and horizontal (landscape-oriented) licenses to drivers 21 and older. The card doesn’t switch automatically on your birthday. You have to ask for the new one, and the DMV treats the swap as a replacement of your existing license rather than a new application.
What to Bring
For a straight replacement, the paperwork is light compared with a first-time application. Bring your current California driver’s license and a form of payment. If your current card is lost or damaged, bring another government-issued photo ID if you have one.
Since you’re already making the trip, consider whether you want the replacement card to be REAL ID–compliant. Since May 7, 2025, federal enforcement requires a REAL ID (or another acceptable ID like a passport) to board domestic flights and enter certain federal facilities.2Transportation Security Administration. Upgrading to REAL ID at the same time as your format change costs the same $37, but requires additional documents: proof of identity (such as an original or certified U.S. birth certificate or valid U.S. passport), proof of your Social Security number (the card itself, a W-2, an SSA-1099, or a paystub showing the full number), and two different documents proving California residency (utility bills, a lease, bank statements, and similar items all qualify — two bills from the same company don’t count).4California Department of Motor Vehicles. Book the Appointment and Start Online
Schedule an appointment through the DMV website before you go. Walk-in waits at California DMV offices are long, often over an hour, and appointment holders are seen much faster.
You can also start the replacement online through the DMV’s replacement portal, which speeds up your visit.5California Department of Motor Vehicles. Replace Your Driver License or ID Card The online replacement option doesn’t apply to commercial licenses or ID cards, and if you’re also converting to REAL ID for the first time, you’ll still need the in-person visit to present those documents.
At the DMV
Once you’re called to the window, the visit moves through a short sequence. The clerk reviews your documents. You take a vision screening: California requires 20/40 vision using both eyes together, and at least 20/40 in one eye with no worse than 20/70 in the other. No written test. No driving test. The replacement path skips both.
The DMV will also offer voter registration during the transaction, as required by federal law. You can register, decline, or update your existing registration.7California Secretary of State. General NVRA Requirements
What It Costs

Your Temporary Paper License and the Card in the Mail
You won’t walk out with the horizontal card itself. The DMV hands you a paper temporary license valid for 60 days, and that document is your legal proof of driving privileges while you wait.1California Department of Motor Vehicles. Driver Licenses Keep it with you when you drive. Law enforcement, TSA, and rental car agencies accept it during that window.
The permanent horizontal card arrives by mail within three to four weeks. If it hasn’t shown up and your 60 days are running out, contact the DMV through its website or by phone. Processing delays happen, and the DMV can check your application status or issue an extension.
When the New Card Expires
A California driver’s license expires on your fifth birthday after the application date.9California Department of Motor Vehicles. Driver License or ID Card Online Renewal If you get the horizontal card at 21, plan on renewing around 26. Noncitizens whose immigration documents expire before that five-year mark receive a limited-term license that expires when their authorization does.
Driving on an expired license in California is a violation under Vehicle Code Section 12500 and can result in a fine. Eligible drivers can renew online or by mail when the time comes, though the DMV requires an in-person visit at least every other renewal cycle for a new photo and vision check.
If You’re Not Just Replacing a Vertical License
The replacement path above assumes you already hold a valid California license and only need the format switched. Two other groups follow different rules.
First-time California applicants aged 21 or older, whether new to the state or new to driving, go through the full application. That means a $46 fee for an original Class C license, a written knowledge test on California traffic laws drawn from the California Driver Handbook (three attempts before you reapply and pay again), and a behind-the-wheel driving test with a DMV examiner in a vehicle you provide with valid registration and insurance.10California Department of Motor Vehicles. Out-of-state transfers with a valid license from another state take the written test but can skip the driving test in most cases. Every path, including a simple format change, requires an in-person DMV visit for the photo, thumbprint, and vision screening.
