How to Get a Horizontal License in New Jersey

To get a horizontal driver’s license in New Jersey, wait until your 21st birthday and then request either a replacement or a renewal online through the Motor Vehicle Commission. The horizontal orientation is simply the standard card issued to drivers 21 and older; it replaces the vertical “UNDER 21” card younger drivers carry. A replacement costs $11 and a renewal costs $24, and the new card is mailed to the address the MVC has on file.1New Jersey Motor Vehicle Commission. License and Permit Fees

The Online Switch on or After Your 21st Birthday

Which transaction you file depends on how close you are to your expiration date.2New Jersey Motor Vehicle Commission. Frequently Asked Questions

  • More than six months from expiration: request a replacement license online. The fee is $11.1New Jersey Motor Vehicle Commission. License and Permit Fees
  • Within six months of expiration: renew your license online. The fee is $24.1New Jersey Motor Vehicle Commission. License and Permit Fees

Either transaction produces a horizontal card. Timing matters. If you submit the request before your actual 21st birthday, the MVC will issue another vertical card, so wait until the day itself or later.2New Jersey Motor Vehicle Commission. Frequently Asked Questions

Since a 2020 security change, licenses are no longer printed at agencies. Even when a transaction is handled at a Licensing Center, the card comes by mail.3NJ Motor Vehicle Commission. License Renewal For the online switch at 21, there is no vision test and no document upload. You already passed a vision screening when you first got your permit, and the MVC has your identity on file.4New Jersey Motor Vehicle Commission. Vision Test

You Need a Basic License First

The online replacement or renewal only works if you already hold a basic (unrestricted) license. Drivers who went through New Jersey’s Graduated Driver License program hold a probationary license first, and it has to be upgraded before the horizontal switch is available.

The upgrade becomes available once you turn 18 and have completed at least one year of unsupervised driving on the probationary license.5New Jersey Motor Vehicle Commission. First Driver License and ID The upgrade itself is done online through the MVC portal, with no agency visit required.6New Jersey Motor Vehicle Commission. First Driver License

Watch one deadline. If you don’t upgrade within three and a half years of receiving your probationary license, the online option closes and you’ll need an appointment at a Licensing Center to renew in person. This tends to catch drivers who got the probationary license at 17 and never got around to upgrading at 18.

A quick housekeeping note that applies at the upgrade rather than at 21: once you move from probationary to basic, remove the red reflective decals from your license plates before driving. They’re required only while you hold a permit or probationary license under 21.7New Jersey Motor Vehicle Commission. Reflectorized Decals

First-Time Drivers Aged 21 and Older

If you’ve never held a license anywhere and you’re already 21, the horizontal card comes at the end of the standard licensing process rather than through an online switch. You skip the GDL restrictions entirely.8New Jersey Office of the Attorney General. Understanding New Jersey’s Graduated Driver License Program

  • Make an appointment at an MVC Licensing Center, bring your 6 Points of ID, and pass the knowledge test and vision screening to get your examination permit.6New Jersey Motor Vehicle Commission. First Driver License
  • Schedule your road test at least three months after passing the knowledge test. Drivers under 21 have to wait six.6New Jersey Motor Vehicle Commission. First Driver License
  • Pass the road test and receive a basic license. Because you’re already 21, the MVC issues the horizontal card from the start.

The 6 Points of ID System

Any in-person licensing transaction runs through 6 Points of ID. Documents are assigned point values, and you need at least one primary document (a U.S. birth certificate or valid U.S. passport, for example) plus enough additional primary and secondary documents to reach six points total. No more than two one-point documents count toward the total.9New Jersey Motor Vehicle Commission. New Jersey Standard License and Non-Driver ID Requirements

You also need to verify your Social Security number. The MVC checks it electronically, but if automated verification fails, bring a Social Security card, a W-2 issued within the past year, or a recent pay stub showing your full name and SSN. Proof of your New Jersey address requires a document showing your name and residential address: a bank statement from the last 60 days, a utility or credit card bill from the past 90 days, or a New Jersey property tax statement all qualify.9New Jersey Motor Vehicle Commission. New Jersey Standard License and Non-Driver ID Requirements

If the name on your current documents doesn’t match your birth certificate, bring legal proof linking the two names, such as a certified marriage or civil union certificate, a divorce decree that explicitly permits use of the previous name, or a court order.10New Jersey Motor Vehicle Commission. Moving to New Jersey With an Existing License

If you’re 21 or older and hold a valid license from another state, the District of Columbia, or a U.S. territory, transferring it to a New Jersey license gets you a horizontal card without the knowledge or road tests. The transfer must happen within 60 days of establishing residency or before your current license expires, whichever comes first.11New Jersey Motor Vehicle Commission. Moving To New Jersey

Make an in-person appointment at a Licensing Center, bring your current out-of-state license (which you’ll surrender), your 6 Points of ID, and $10 for the transfer permit. You’ll be issued a four-year New Jersey license. The test waivers apply only if the out-of-state license is current, valid, non-provisional, and in good standing.11New Jersey Motor Vehicle Commission. Moving To New Jersey If you’re under 21 at the time of transfer, you’ll get a vertical card and can swap it online on your 21st birthday.

Non-U.S. citizens can transfer a foreign license as well. Visitors can drive for up to one year using a foreign license paired with an International Driving Permit from their home country. New Jersey has reciprocity agreements with Taiwan and South Korea that waive the knowledge and road tests for applicants 18 or older seeking a non-commercial license. To qualify, apply within 30 days before your International Driving Permit expires and present the valid foreign license with translation, proof of identity, proof of New Jersey residency, proof of your Social Security number, and verification of lawful U.S. presence for at least 12 months.11New Jersey Motor Vehicle Commission. Moving To New Jersey Applicants from countries without a reciprocity agreement have to go through the full examination process.

REAL ID or Standard: A Choice You Make at the Same Transaction

When you renew or apply, the MVC asks whether you want a standard license or a REAL ID. Both are valid horizontal cards for driving and general identification. The difference shows up at the airport. Since May 2025, a standard New Jersey license is no longer accepted for domestic flights or entry into certain federal facilities; you need a REAL ID, passport, or other federally approved ID.12New Jersey Motor Vehicle Commission. REAL ID Frequently Asked Questions

A REAL ID carries a gold star in the upper-right corner; a standard license is printed with “NOT FOR REAL ID PURPOSES.” A standard license costs $24; a REAL ID costs $35.12New Jersey Motor Vehicle Commission. REAL ID Frequently Asked Questions The REAL ID also requires two documents proving your residential address rather than one, and it uses a different point-value scale for identity documents.13New Jersey Motor Vehicle Commission. 6 Points of ID – REAL ID

If you’re doing the routine online replacement at 21 and don’t plan to upgrade to REAL ID, none of this changes the transaction. The $11 replacement produces a horizontal standard card in the mail, and you can pursue REAL ID later at a renewal.
