To get a Kentucky CDL, you need to be at least 18, hold a valid Kentucky driver’s license, pass a DOT medical exam, complete federal Entry-Level Driver Training, obtain a Commercial Learner’s Permit by passing the written knowledge tests, hold that permit for at least 14 days, and then pass a three-part skills test administered by the Kentucky State Police. The Kentucky Transportation Cabinet issues the license under federal standards set by the Federal Motor Carrier Safety Administration.
Pick Your Class and Endorsements First
What you plan to drive decides which license you apply for, and the choice affects your training, your test vehicle, and your eventual restrictions.
- Class A: Any combination of vehicles with a gross combination weight rating of 26,001 pounds or more, as long as the towed unit weighs more than 10,000 pounds. Tractor-trailers fall here.
- Class B: Any single vehicle of 26,001 pounds or more, or that vehicle towing a trailer of 10,000 pounds or less. Dump trucks, large buses, and box trucks fall here.
- Class C: Any vehicle under 26,001 pounds that either transports 16 or more people (including the driver) or carries placarded hazardous materials.
A Class A license also authorizes Class B and Class C vehicles.1Kentucky Transportation Cabinet. Kentucky Commercial Driver’s License Manual
Endorsements extend what your CDL covers. Each requires its own written knowledge test: H (hazardous materials), N (tank), P (passenger), S (school bus), T (double/triple trailer), and X (tank and hazmat combined). The H and X endorsements also require a separate TSA background check and fingerprinting through the Hazardous Materials Endorsement Threat Assessment Program, which runs on its own timeline.2Transportation Security Administration. HAZMAT Endorsement
Think carefully about the vehicle you will test in. If you take the skills test in an automatic, you cannot drive a manual commercial vehicle. If you test without air brakes, you cannot drive a vehicle equipped with them. Each limitation becomes a restriction code on your license, removable only by retaking the skills test in a qualifying vehicle.3eCFR. 49 CFR 383.95 – Restrictions

Age and Residency
You must be at least 18 to get a Kentucky CDL. Drivers aged 18 to 20 may only operate commercially inside Kentucky; federal law requires you to be 21 for interstate driving.4Kentucky Transportation Cabinet. Commercial Driver’s License You also need to be a Kentucky resident holding a valid standard (Class D) Kentucky driver’s license.
Medical Certificate
Every CDL holder must pass a physical administered by a medical examiner on the FMCSA’s National Registry. The exam covers vision, hearing, blood pressure, and overall fitness.5eCFR. 49 CFR Part 391 – Qualifications of Drivers and Longer Combination Vehicle (LCV) Driver Instructors Passing produces a DOT medical card, typically valid for up to two years. Expect to pay $50 to $200 out of pocket depending on the provider.
Self-Certification Category
At application you choose one of four self-certification categories describing how you will use the CDL:
- Non-excepted interstate: driving across state lines under full federal qualification rules, with a current medical certificate.
- Excepted interstate: driving across state lines in operations exempt from some federal rules, such as certain farm work.
- Non-excepted intrastate: driving only within Kentucky under state physical qualification rules.
- Excepted intrastate: driving only within Kentucky in operations exempt from some state rules.
Most drivers fall into one of the non-excepted categories and must keep a current medical certificate on file at all times.6eCFR. 49 CFR 383.71 – Driver Application and Certification Procedures
Complete Entry-Level Driver Training
Federal rules require every first-time CDL applicant to complete Entry-Level Driver Training before taking the skills test. ELDT also applies when upgrading a Class B to Class A, or obtaining an H, P, or S endorsement for the first time.7FMCSA. Entry-Level Driver Training (ELDT)
Training must come from a provider listed on the FMCSA’s Training Provider Registry. The curriculum includes classroom theory and behind-the-wheel instruction with range maneuvers and public road driving. There is no federally mandated minimum number of hours, but the instructor must cover every required topic and document that you demonstrated proficiency.8eCFR. 49 CFR Part 380 – Special Training Requirements
When you finish, your provider uploads a completion record to the FMCSA registry by midnight of the second business day. Kentucky verifies the record electronically before letting you schedule a skills test, so there is no paper certificate to carry.9Training Provider Registry. Training Provider Registry
Get a Commercial Learner’s Permit
Apply at a Kentucky regional driver licensing center. Bring:
- A certified birth certificate or valid U.S. passport for proof of identity.
- Your Social Security card. First-time CDL applicants must present the physical card.
- Two documents proving your Kentucky residential address for a REAL ID-compliant permit, or one for a standard permit.
The document list mirrors a standard Kentucky license, with the Social Security card required rather than optional.10Kentucky Transportation Cabinet. Valid Proof Documents for Kentucky Driver’s Licenses, Permits, and Identification Cards
At the counter you take the general knowledge written test, plus a separate test for each endorsement you want. Study the Kentucky CDL Manual beforehand; it is free online through the Kentucky Transportation Cabinet.
Once issued, your CLP is valid for up to 180 days, and Kentucky may renew it within one year of initial issuance if you have not yet passed the skills test.11eCFR. 49 CFR 383.25 – Commercial Learner’s Permit While you hold the permit, you may only operate a commercial vehicle with a licensed CDL holder sitting in the passenger seat.
Pass the Skills Test
You must hold the CLP for at least 14 days before testing.1Kentucky Transportation Cabinet. Kentucky Commercial Driver’s License Manual The Kentucky State Police administers CDL skills testing, and you schedule the appointment through their CDL testing line.12Kentucky State Police. Kentucky State Police Driver Testing
The test has three parts:
- Pre-trip vehicle inspection. You walk through the vehicle, identify safety-critical components, and explain what you are checking and why.
- Basic vehicle control. You perform maneuvers such as straight-line backing, offset backing, and parallel parking in a controlled area.
- Road test. You drive in real traffic while the examiner evaluates lane changes, turns, intersections, railroad crossings, and overall safe operation.
You bring the test vehicle. Make sure it matches what you want to drive for work, because the vehicle you test in determines any restrictions on your license.
If you fail any portion, each additional attempt costs a $50 retest fee. After four unsuccessful attempts, Kentucky requires at least a seven-day wait before a fifth try. Missing a scheduled appointment without calling at least 48 hours in advance counts against you.1Kentucky Transportation Cabinet. Kentucky Commercial Driver’s License Manual
After passing all three parts, return to a regional licensing center. A technician processes your results and issues a temporary driving document, and your permanent CDL card arrives by mail at your registered address.
What It Costs
Kentucky’s 2026 CDL fee schedule includes several charges that add up across the process:
- Application fee: $24
- NCIC background check fee: $3
- Commercial Learner’s Permit: $11 standard, or $14 for REAL ID
- CDL add-on at first issuance: prorated based on the time remaining on your current operator’s license
- School bus endorsement application: $9
- Skills test retest: $50 per additional attempt, plus card processing fees
- Duplicate license: $15
These figures do not include your DOT medical exam ($50 to $200) or TSA hazmat fingerprinting if you pursue an H or X endorsement.13Kentucky Transportation Cabinet. New Pricing for Typical CDLs Training through an FMCSA-registered provider is a separate expense set by the school.
Military Skills Test Waiver
If you operated military vehicles equivalent to commercial motor vehicles on active duty, Kentucky participates in the federal military skills test waiver program. You must apply within one year of discharge, and you must have regularly operated the equivalent military vehicle for the two years before your application or discharge. Your record during that period must be free of DUI convictions, license suspensions, at-fault accident convictions, and more than one serious traffic violation. The waiver covers only the skills test; you still take every written knowledge test and meet every other CDL requirement.14Kentucky Transportation Cabinet. Military Certification for Skills Test Exemption
Keeping the License Once You Have It
Your CDL is valid for eight years before renewal.4Kentucky Transportation Cabinet. Commercial Driver’s License Your medical certificate runs on its own two-year cycle. If it expires and you do not submit a new one to the Kentucky Division of Driver Licensing, the state downgrades your CDL to a standard Class D license. Kentucky sends a warning letter before the downgrade, but once it happens you lose commercial driving privileges until you file a new certificate and reinstate the CDL. Set a calendar reminder.
Certain offenses trigger mandatory federal disqualification that Kentucky cannot waive. A first conviction for DUI, a blood alcohol concentration of 0.04 or higher, refusing a required alcohol test, leaving the scene of an accident, using a commercial vehicle in a felony, causing a fatality through negligent driving, or driving on a disqualified CDL brings a one-year disqualification. A second conviction in any combination brings a lifetime disqualification, and using a commercial vehicle to manufacture or distribute controlled substances brings a lifetime ban with no possibility of reinstatement.15eCFR. 49 CFR 383.51 – Disqualification of Drivers The 0.04 threshold is half the standard legal limit and catches drivers who would be legal in a personal vehicle but not a commercial one.
